EULESS CITY COUNCIL
Tuesday, April 28, 2020
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, April 28, 2020, in the Council Chambers of City Hall, 201 North
Ector Drive. Mayor Linda Martin was present in the Council Chambers. Mayor Pro Tem
Jeremy Tompkins, Council Members Tim Stinneford, Perry Bynum, Harry Zimmer, and
Salman Bhojani were present via video conferencing. Council Member Eddie Price
joined the meeting at 4:45 p.m.
During the Precouncil meeting:
> Council Member Perry Bynum stated that he was happy to see Mayor Pro Tem
Tompkins looking well and wished him a speedy recovery. Council Member Salman
Bhojani agreed with Mr. Bynum and welcomed Mayor Pro Tern Tompkins back.
Mayor Pro Tern Tompkins expressed his appreciation to everyone for their thoughts
and prayers and the kind words. He stated that he and his wife, Lori, are blessed.
> City Manager Loretta Getchell reviewed the regular agenda.
Discussion ensued regarding the use of excess reserves for operational expenses
due to the COVID-19 emergency and related disaster declarations (item #5). She
explained that the excess reserves are from Fiscal Year 2019. She also reminded
the City Council of steps taken to reduce expenditures for this fiscal year in response
to the anticipated decrease in revenues.
> Emergency Management Coordinator Suzanne Hendrickson provided an update
regarding the COVID-19 pandemic and addressed a question raised by Council
Member Bynum with regard to the availability of grant funding to seek reimbursement
for expenditures related to COVID-19. She advised that the Federal Emergency
Management Agency (FEMA) Public Assistance Grant will provide for a 75 percent
reimbursement of overtime costs and personal protective equipment expenses.
Ms. Hendrickson reviewed the eligibility criteria for reimbursement through the
CARES Act. Additionally, she provided the current statistics worldwide, statewide,
and locally and reviewed the Governor's Orders issued April 27, 2020. The new
orders include modifications to travel restrictions, addresses hospital capacities for
COVID-19 patients, and the reopening of specific sections of the economy, including
restaurants and retail at 25 percent of maximum occupancy levels. The new orders
set an effective date of Friday, May 1, 2020.
City Manager Getchell reviewed the City's plan for City facilities and services as
follows:

• Lobbies of City offices will remain closed to the public during Phase 1 of the
Governor's plan.
• The Library will remain closed to the public until the reopening of the remodeled
facility in June, but curbside pick-up will resume.
• Texas Star Golf Course will reopen with restrictions in place, including no more
than one member per golf cart, no early arrivals, the driving range will remain
closed, and access to the Pro Shop will be limited.
• Raven's Grille at Texas Star will reopen with restrictions in place.
• Daycare for City employees will continue to operate.
• Fitness, Recreation, and Senior Centers will remain closed.
• Playgrounds, water fountains, and sand volleyball courts will remain closed.
• Within the parks system, restroom facilities, picnic tables, and tennis courts will
be opened.
• Parks at Texas Star and Softball World will remain closed.
• Plans for offering summer camps and opening aquatic facilities remain on hold
pending further guidance.
• In session municipal court has been suspended through June 1.
➢ Deputy City Manager Chris Barker provided the Community Development Block
(CDBG) Grant update and advised that Tarrant County must requalify for these funds
every three years. The City of Euless must inform Tarrant County how the City would
receive the funds from the federal government and advised that the staff
recommendation is to enter into a joint three-year agreement with Tarrant County to
administer the CDBG funds. An item will be presented for Council consideration at
the May 12, 2020 regular meeting.
➢ City Manager Getchell advised that the Financial Report for the period ending March
31, 2020 was included with the agenda materials.
CLOSED SESSION
The City Council convened into closed session at 5:21 p.m. for deliberation regarding the
following:
Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas
Government Code related to:
• Riverwalk Planned Development
The purchase, exchange, lease or value of real property as authorized by Section
551.072 of the Texas Government Code related to:

Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 1
through 3.
Council Member Bhojani seconded the motion.

ITEM NO. 1. APPROVED AWARD OF BID NO. 007-20
Approved award of Bid No. 007-20 for the purchase and installation of outfield fence and
backstop wall padding for the Parks at Texas Star Phase VII to Sports Graphics, Inc.,
1791 Page Avenue, Clarion, Iowa. The estimated expenditure is $188,000.
ITEM NO. 2. APPROVED RESOLUTION NO. 20-1576
Approved Resolution No. 20-1576, denying Oncor Electric Delivery Company's
Distribution Cost Recovery Factor (DCRF) application filing, PUC Docket No. 50734,
seeking an increase in distribution revenues and authorized the City to join with the
Steering Committee of Cities served by Oncor to evaluate the filing.

REGULAR AGENDA
ITEM NO. 4. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 20-
06-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2242
Mayor Martin opened the public hearing at 7:04 p.m.
Deputy City Manager Barker presented the item to the City Council and advised that the
City of Euless is requesting a Specific Use Permit to operate a temporary fire station to
be located at 501 West Harwood Road. The First Baptist Church of Keller owns this
property, which contains two parcels. The Foundation Baptist Church is located on the
hard corner (west) parcel at Aransas Drive and has reached agreement with the City of
Euless on the terms and conditions under which a temporary fire station would locate on
the undeveloped vacant(east) parcel. A temporary station is necessary for approximately
the next 24 months to enable a new fire station (Fire Station No. 1) to be constructed at
201 East Ash Lane. The new station will replace the existing fire station at that location.
Additionally, the Planning and Zoning Commission held a public hearing on April 21,
2020, and voted 7-0-0 to recommend approval of the Specific Use Permit with the
following conditions:
1) Tied to the City of Euless;
2) Tied to use as a Temporary Fire Station; and
3) The Specific Use Permit may be revoked if one or more of the conditions
imposed by this permit has not been met or has been violated.
Fire Chief Wes Rhodes provided a brief overview of the City's three fire stations and
presented the statistics related to Fire Station Number 1, including total runs and total
response times over a five-year period, and call volumes by hours of the day and days of
the week.

Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:14 p.m.
Council Member Bynum motioned to approve the first and final reading of Ordinance No.
2242, authorizing the issuance of a Specific Use Permit in the Midway Park Addition,
Block 17, Lot 12, 501 West Harwood Road fora temporary fire station in the Single-Family
Dwelling District (R-1) zoning.
Mayor Pro Tem Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 5. APPROVED A MINUTE ORDER ACKNOWLEDGING THE USE OF
EXCESS RESERVES
City Manager Getchell presented the item to the City Council and advised that on
September 10, 2019, the City Council adopted the Fiscal Year 2019-2020 Operating and
Capital Budget. However, due to the expected impact of COVID-19 the City is expecting
a significant decline in the city revenue sources. As such, staff is requesting authorization
to utilize excess reserves to cover operating expenses through September 30, 2020. She
advised that this is in addition to the budget cuts that have already been made by staff to
address anticipated budget shortfalls.
Council Member Stinneford motioned to approve a Minute Order acknowledging the use
of excess reserves for operational expenses due to the COVID-19 emergency and related
disaster declarations.
Council Member Bhojani seconded the motion.

Price, Bynum, Zimmer, and Bhojani

ITEM NO. 6. PUBLIC COMMENTS
Stacey Hollinger, 4033 Snow Goose Trail, Arlington, submitted comments prior to the
meeting. He wrote that he is a former Euless resident and former Parks Board member

and requested that Texas Star Golf Course be reopened following Governor Greg
Abbott's newest orders.
Mayor Martin advised that the Texas Star Golf Course will reopen May 1, 2020.

Mayor Martin expressed her congratulations to the May 2020 Employee of the Month,
Firefighter/Paramedic Naythan Steele.
Mayor Martin urged citizens to continue to follow CDC guidelines and practice physical
distancing to prevent the spread of COVID-19.
