Euless City Council
March 29, 1965
CALL TO ORDER
Mayor W. G. Fuller called an executive
session of the Euless City Council to order at 7:40 P. M. in the Council
Chamber of the Euless City Hall with the following councilmen in attendance:
Messrs. Bobby Fuller, Billy Owens, Bill Byers, and Frank Douglass. (Absent:
Counci !man Don Warren.)
Also present were City Manager Lee
Cowell, City Attorney James Cribbs and City Secretary Vada Ferris,
In attendance were City Engineers, Messrs.
Gregory and Ratl i f f ; City F i s c a l Agents, Messrs. B i l l Estes, Henry Keller and
Merrill Morong.
STATUS Or NEGOTIATIONS CONCERNING PROPOSED
PURCHASE CF WATER AND -VH SYSTEMS
Mr. Paul Gregory informed the council that
he had been in conference with Mr. Wisenbaker on Monday, March 22, 1965, and from
all indications, final negotiations were nearing a conclusion on purchase of the
water and sewer systems. Mr. Gregory presented a written resume of "Analysis of
Sale Proposal for Municipal Service Company, Euless Properties as Proposed by Mr.
Royce Wisenbaker" (dated March 29, 1965). Mr. Gregory read and explained certain
phases of the resume. Mr. Gregory stated that, in his opinion, the information
in the resume and discussion during this meeting, should not be public knowledge,
at this time.
Councilman Owens stated that he would not
be in favor of a vote being taken at this meeting since this is a closed, executive
meeting.
After discussion, it was agreed that a vote
should be taken at the next regular meeting, however, that discussion would not
be necessary at the time the vote is taken.
After considerable discussion by the coun-
cil, engineers, and fiscal agents, Councilman Byers made the motion that Mayor
Fuller work with the engineers and fiscal agents and arrive at a figure to pre-
sent to Mr. Wisenbaker.
Mayor Fuller stated that, in his opinion,
the council should appoint a member of the council to work with the engineers,
city attorney, and fiscal agents, to formulate a written proposal or counter-
proposal which would not exceed our bonding ability, and, that this proposal
be presented to Mr. Wisenbaker.
All council being in agreement with this
decision, Councilman Byers withdrew his motion.
RIGHT -OF -WAY FEES
M r . B i l l Ratliff informed the council that

several land owners, with large tracts of land where considerable right -of-
way is needed for the street program, were reluctant to donate the land.
Mr. Ratliff stated that he needed authority from the council to present a
price that the City wi I I pay for the right -of -way. After considerable dis-
cussion, it was agreed that Mr. Ratliff should proceed with plans to secure
the right -of -way with a minimum cost, any payment to be presented by City
Manager Cowell to the council for consideration.
SHEPPARD DRIVE PROPERTY
Councilman Byers stated that he had been
apprised of the fact that property belonging to Mr. Hogg (on Sheppard Drive
near the Civic Center site) was to be liquidated in just a few days and that
the City could purchase this property at a savings of approximately $1,450.00
of the price that the property was offered to the City several weeks ago.
Time is most important in this matter and the City Attorney must have infor-
mation at this time, if the City is desirous of purchasing this property. Mr.
Owens stated that he is, definitely, not in favor of the purchase of this prd-
perty; therefore, he dismissed himself from the council table. After further
discussion, Mayor Fuller inquired of the opinions of the other councilmen
present:
Counci man Byers and Councilman Douglass - in favor of purchase.
Counci man Fuller - undecided.
Counci man Owens stated he would not voice any further opinion in this
matter
City Attorney Cribbs stated that he could not continue negotiations i'n this
matter without a definite decision from the council.
