BobbyFuller,BillyByers,BillyOwens, Don WarrenandFrankDouglass. AlsopresentwereCityManagerLeeCowell andCitySecretaryVadaFerris.CityAttorneyJamesCribbsarrivedat VISITORS Visitorsinattendancewere:Betty (DailyNewsTexan),TedRickenbacher(EulessHerald),Messrs. Potthoff KentBesley,GeneSchrickel,Ratliff,PaulGates, Ralph Hyde,HaroldSamuels, Buck Conway,EdwardSmith,George Gordon, Elmer Owens,Mrs.RebaCromerandHughRoss. CityManagerCowellinformedthecouncil thatbidsforimprovementsatMidwayParkhadbeenopenedandtabulated atAprilatthe City GeneSchrickelhad evaluatedthebidsandwouldpresenthisrecommendationatthistime. (Eachcouncilmanhadreceivedacopyofthebidtabulation shortly after bidopening,)SchrickeladvisedthecouncilthattheworkatMidway Parkhadbeenestimatedtocost$52,000.00andSchrickelinformedthe councilthat,aftercarefulconsideration,theland planners haddecided todeleteItemthebidbecauseoftheexpense,Hefurtherstated thatthisannouncement had beenmadepriortothebidopeningandthat wouldnotaltertheexcepttoreducethetotalbidprice.Thebid tabulationasfollows: (60 days) BuckConwayConstructionCo.,Euless TriangleConstructionCompany,Euless 64,614.00days) BigStateConstructionCo.(Hugh57,640.00(40 days) Ross) Arlington days) DanShull,Euless (60days) Afterdiscussion,CouncilmanOwensmadethemotionthatallofItem20 (a,c,andd)bedeletedfromthecontract,andthatBuckConway, ownerofConwayConstructionCompany,beawardedthe contract, and,that SchrickelandCityManagerCowellnegotiateonallitemslistedunder Item20andreport the negotiations totheCityCouncilforconsideration. Councilman Warrensecondedthemotionwhichcarriedunanimous ly.(OfficialcopyofResolutionfiledwithOfficialMinutesin iceofCitySecretary.) CityManagerLeethankedMrs. Cromerandotherelectionofficials,onbehalfoftheMayor and theCouncil, for their workduringtheelection, RIGHTOFWAY CityEngineerRatliffinformedthe councilthat,severaltheexistingrightofways,treeshadbeenplant edandcaredforbypropertyownerswhowerereluctanttopermitthetrees (PageThreeMinutesofCalledCouncilMeetingApril tobeuprootedforthestreetamddrainageconstructionwork.MayorFuller statedthathewouldrecommendthat the treesbereplacedwithsmallertrees andpermitthepeopletoplantthemintheirownyards...hestatedthat wouldbeveryexpensivetotransplant theexistingtrees. CouncilmanOwens statedthatheconsideredthattheengineersshouldbeabletonegotiate theowners and thattheownersshouldbecompensatedforthecostofthe tree,thecareandwateringofthetreeforalltheyearsthetreehadbeen there.CouncilmanByersstatedthathewouldbeinfavororreplacing the tree.CityEngineerRatliffstatedthatthepeoplehadbeennotified tomovethe trees byMondaymorning, Apr12th.
