HomeMy WebLinkAbout2019-08-03 Work Session Minutes MINUTES OF A WORK SESSION OF THE EULESS CITY COUNCIL August 3, 2019 A work session of the Euless City Council was called to order at 8:35 a.m. on Saturday, August 3, 2019, at the Texas Star Golf Course and Conference Centre, 1400 Texas Star Parkway, Euless, Texas, for the purpose of discussing the proposed annual budget and related items for Fiscal Year 2019-2020. Those attending included: Mayor Linda Martin - Mayor Pro Tern Jeremy Tompkins, Place 2 — Council Member Tim Stinneford, Place 1 _ Council Member Eddie Price, Place 3 _ Council Member Perry Bynum, Place 4 Council Member Harry Zimmer, Place 5 Council Member Salman Bhojani, Place 6 City Manager Loretta Getchell Deputy City Manager Bob Freeman Assistant City Manager Chris Barker City Secretary Kim Sutter Finance Director Janina Jewell Mayor Martin opened the meeting and welcomed everyone in attendance. City Manager Getchell opened the floor for any discussion or questions related to the budget presented at the August 1, 2019 worksession, and reminded the City Council of the budget adoption schedule, including meetings of the Euless Development Corporation and a special called City Council meeting. Discussion ensued regarding the proposed water and wastewater rates charged by the Trinity River Authority and the possibility of the rates increasing, and the city's rate stabilization fund. Assistant City Manager Barker presented and highlighted a few of the Capital projects, including an update on the water wells replacement, Library renovation, street projects, reclaimed water line, and improvements at Carr Park and the Parks at Texas Star, including the softball facilities. Additionally, staff and the City Council discussed the following items: o Wilshire Park renovations; o Health Insurance Fund; o Impact of 3.5 percent on tax rate and explanation to the citizens; o Marketing of city amenities at the airport; o Commercial development; Budget Worksession Minutes Page 2 of 2 August 3, 2019 o Crime Control and Prevention District continuation election, including the implementation of county-wide vote centers; and o Summer programs Although a closed session was included on the agenda for discussion, a closed session was not held. - The purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code: o Cresthaven Addition Mayor Martin adjourned the worksession at 1:52 p.m. _ PREPARED BY: K (.., ,,,,...,(1 mltter, TRMC City Secretary
