HomeMy WebLinkAbout2020-05-05 CITY OF EULESS PLANNING AND ZONING COMMISSION MAY 5, 2020 MINUTES A regular meeting of the Planning and Zoning Commission was called to order by Chairman Richard McNeese at 6:00 p.m. on May 5, 2020, in the Council Chambers of City Hall, 201 North Ector Drive. Chairman Richard McNeese was present in the Council Chambers, Vice Chairman LuAnn Portugal, and Commission Members: Curtis Brown, Ronald Dunckel, Steve Ellis, Eric Owens, and Warren Wilson were present via video conferencing. STAFF PRESENT: Mike Collins, Director of Planning and Economic Development Stephen Cook, Senior Planner Jeanne Flores, Administrative Secretary Scott Joyce, Information Services Director VISITORS: None INVOCATION Commissioner Wilson gave the invocation. THE PLEDGE OF ALLEGIANCE Commissioner Owens led the pledge of allegiance. ITEM 1. APPROVED PLANNING AND ZONING MINUTES Commissioner Dunckel made a motion to approve the minutes for the regular meeting of April 21, 2020. Commissioner Ellis seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members: Brown, Dunckel, Ellis, Owens, and Wilson. APPROVED CONVEYANCE PLAT CASE NO. 20-06-FP Stephen Cook gave a brief description of the case. The conveyance plat is utilized to record a subdivision for the sale of a subdivided property. This parcel will be developed as future commercial uses. A final plat indicating the final easements for the development will be required in the future once public infrastructure has been completed. The exception on this plat is the establishment of mutual and emergency, drainage and utility easements (MEADUE) in order for the first lots to develop to have cross access. The conveyance plat conforms to the standards of the zoning district. The Development Services Group (DSG) has reviewed and certified the application has not met all of the information required for consideration by the City of Euless. Staff recommends denial of the final plat. Commissioner Owens asked what the area to the south on the map, that is not marked as a lot, is going to be in the future. Mr. Cook stated that the area will replatted to be a drainage detention area for the entire project. The developer has submitted an application and plans for the final plat and will be presented to the Commission at a future date. Commissioner Dunckel stated that when the Commission approved the original plat there were questions about the accessibility to the property and asked if they have been addressed. Mr. Cook informed the Commission that the accessibility questions had been answered in this current conveyance plat request. There are now two entrances to the property, including one off of Fuller Wiser Rd. and the other off of the access road of E Airport Freeway. The City is also working with the developer of the lot to the north to develop cross access to the east and then into the Riverwalk project. There were no further questions or comments presented by the Commission. Commissioner Ellis made a motion to approve Case No. 20-06-FP for a request for a Conveyance Plat to be located on 8.53 acres out of the Adam Bradford Survey, Abstract No. 152 to be platted as Midway Square Addition, Phase ll, Block B, Lots 1 R1, 1 R2 and 1 R3, at the northwest corner of Fuller-Wiser Road and E. Airport Freeway. Commissioner Brown seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members: Brown, Dunckel, Ellis, Owens and Wilson. APPROVED REPLAT CASE NO. 20-04-RP Stephen Cook gave a brief description of the case. The applicant proposes to replat the above described property consolidating several lots and setting mutual emergency access, drainage and utility easements. The plat contains the information regarding easements as required by the City of Euless. The Development Services Group (DSG) has reviewed and certified that the application has met all of the information required for consideration by the City of Euless. Staff recommends approval of the replat. Commissioner Brown asked if the exit going onto the Airport Freeway frontage road was also in the original plat. Mr. Cook confirmed that the exit was in the original plat, but is now a full mutual emergency access drive. The lane will go between Whataburger and the Carmel Carwash properties and from the frontage road to Westpark Way. There were no further questions or comments presented by the Commission. Vice Chairman Portugal made a motion to approve Case No. 20-04-RP for a Replat of 2.1152 acres out of property previously platted as Westpark Central Addition Block 2, Lots 2R2 and 4R2 to be replatted as Westpark Central Addition Block 2, Lot 4R2R, 121 Westpark Way. Commissioner Owens seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members: Brown, Dunckel, Ellis, Owens and Wilson. Nays: None Abstention: None Chairman McNeese declared the motion carried. (7-0-0) ITEM 4. PUBLIC COMMENTS There were no public comments presented. ITEM 5.
