PLANNING AND ZONING COMMISSION

MINUTES
A regular meeting of the Planning and Zoning Commission was called to order by
Chairman Richard McNeese at 6:00 p.m. on May 19, 2020, in the Council Chambers of
City Hall, 201 North Ector Drive. Chairman Richard McNeese was present in the Council
Chambers, Vice Chairman LuAnn Portugal, and Commission Members: Curtis Brown,
Ronald Dunckel, Steve Ellis, Eric Owens, and Warren Wilson were present via video
conferencing.

ITEM 1. AMENDED PLANNING AND ZONING MINUTES
Commissioner Owens made a motion to approve the amended minutes for the regular
meeting of April 21, 2020.
Vice Chairman Portugal seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members:
Brown, Dunckel, Ellis, Owens, and Wilson.
Nays: None
Abstention: None
Chairman McNeese declared the motion carried. (7-0-0)

ITEM 2. APPROVED PLANNING AND ZONING MINUTES
Commissioner Dunckel made a motion to approve the minutes for the regular meeting of
May 5, 2020.
Commissioner Ellis seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members:
Brown, Dunckel, Ellis, Owens, and Wilson.
Nays: None
Abstention: None
Chairman McNeese declared the motion carried. (7-0-0)
ITEM 3. HELD A PUBLIC HEARING FOR PLANNED DEVELOPMENT CASE
NO. 20-04-SUP AND RECOMMENDED AN ORDIANCE
Chairman McNeese opened the public hearing at 6:06 p.m.
Stephen Cook gave a brief description of the case. The Texas Highway 10 Multi Use
zoning district requires a Specific Use Permit for all places of worship. The congregation
Church of the City intends to lease an approximately 4,400 square foot space at 1606 W.
Euless Boulevard. The building was constructed originally as a service station and in
recent years was completely renovated to an office building with a new masonry façade
and interior finish out. Vehicle access to the site is provided from W. Euless Blvd., as well
as from Marlene Drive. Fixed seating will be created for the congregation in the Sanctuary
during Sunday services. The Unified Development Code requires churches and places of
worship to provide one (1) parking space per four (4) fixed seats. The church intends to
have seventy-six (76) fixed seats, requiring nineteen (19) parking spaces. A total of
twenty-eight (28) parking spaces will serve the church use. The site itself contains
seventeen (17) spaces. The owner of the 1606 W. Euless Blvd. building is Flavio Ronzani,
who also owns the Ronparco facility to the north. Mr. Ronzani will allow an additional
eleven (11) spaces located on the Ronparco site to be used by the church. The RonParco
facility operates its business during normal business hours Monday through Friday.
As part of the property renovation that created the office building, new landscaping was
installed throughout the site. As part of this project, the property owner will increase the
amount of landscaping along the front of the building to include additional rose bushes.
While maintaining the existing drive approaches, elevated planters will also be installed
in the street yard to include crepe myrtle trees.
The Development Services Group has reviewed and certified the application for a Specific
Use Permit. Staff recommends approval with the following conditions:
a. Tied to the church pastor: Austin O'Neal
b. Tied to the church name: Church of the City.

c. The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Chairman McNeese asked if the applicant wished to speak. The Commission was
informed that the applicant was not present to speak at the moment.
Chairman McNeese asked to hear from any proponents/opponents who wished to speak.
Seeing none, Chairman McNeese closed the public hearing at 6:10 p.m.
Chairman McNeese stated that the applicant will have shared parking with the businesses
to the North, West and East. The shared parking with the East will be on payment and
not in the vacant field.
Mr. Stephen Cook also stated that the business to the East and the applicant have been
informed that no parking in the vacant field will be allowed.
Chairman McNeese asked if the conditions that are presented in this SUP keep people
from parking on the street, and that under no circumstances, even if the congregation of
the church grows, will on street parking be allowed.
Mr. Cook stated that there is not a provision in the ordinance presented that would prohibit
(on street parking), since the streets are public. However, what has been done is made
arrangements with the adjacent property owners to accommodate the parking demand
that will be anticipated with the church. The church has also made arrangements to have
multiple services so that one particular service will not over load the parking spaces. Mr.
Cook went on to say that the church representatives have been informed that on street
parking will not be allowed under any circumstances to meet the minimum on-site parking
requirements.
Chairman McNeese inquired if we knew how long and what kind of terms were on the
Church's lease arrangements.
Mr. Cook answered that no we do not know as that subject never came up in the review
of this SUP.
There were no further questions or comments presented by the Commission.
Commissioner Wilson made a motion to approve Case No. 20-04-SUP for a request for
a Specific Use Permit on Oakwood Terrace North Addition, Block 21, Lot B2, 1606 W.
Euless Boulevard, fora Place of Worship in Texas Highway 10 Multi-Use District (TX-10)
zoning with the conditions as presented.
Commissioner Owens seconded the motion. The vote was as follows:

ITEM 4. TABLED REPLAT CASE NO. 20-06-RP
Stephen Cook stated that the staff recommends tabling the replat to a future date so that
the easement on the plat present could be corrected.
There were no questions or comments presented by the Commission.
Vice Chairman Portugal made a motion to table Case No. 20-06-RP for a Replat of 18.551
acres out of property previously platted as Villages of Bear Creek Addition, Block 6, Lots
4 and 5 to be replatted as Villages of Bear Creek Addition Block 6, Lots 4R and 5R,
pending a corrected plat may be presented.
Commissioner Dunckel seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members:
Brown, Dunckel, Ellis, Owens and Wilson.
Nays: None
Abstention: None

ITEM 5. APPROVAL SITE PLAN CASE NO. 20-04-SP
Stephen Cook gave a brief description of the case. This is a commercial site plan for the
development of a credit union with an automatic teller drive through within the Glade
Parks development. The credit union will be located within an outparcel along the SH 121
frontage.
The property developer will construct a 3,520 square foot building. A drive through lane
will be developed around the rear and south sides of the building. The building will be
constructed out of brick, EIFS, and stone veneer.
Access to the site is provided from a cross access drive approach from Rio Grande
Boulevard. Cross access will be established with the lots to the south and north. Thirty-
two (32) parking spaces will be installed on the site. The parking for the site to the north
will be modified to accommodate the drive to the site and the ATM drive through. Shared
parking between the lots will provide an adequate number of spaces for the customers to
use.

Landscaping will be installed primarily on the street yard areas facing the Frontage Road
and Rio Grande Boulevard. Sidewalks will be installed along both frontages. A mixture of
hardwood and ornamental trees will be planted along the frontages and to the north of
the building. Wax myrtle shrubs will be planted along the SH 121 frontage and
surrounding the solid waste container masonry wall along Rio Grande Boulevard
The Development Services Group has reviewed the site plan and has certified that it
meets City standards.
Commissioner Wilson stated that the development looks like it will be a nice addition to
the area and looks forward to see it.
Vice Chairman Portugal commented on how nice the exhibit looks and hopes that the
outcome is like the drawings. She also asked if the drive thru would be a single lane or is
there an option for a double lane.
Ms. Kelly Agnor, the developer with Vaquero Ventures, joined the meeting via video
conferencing to answer Vice Chairman Portugal. Ms. Agnor stated that the drive-thru
would be an automated single lane drive-thru. The drive-thru will not have a teller but will
be fitted with an ATM.
There were no furthert questions or comments presented by the Commission.
Commissioner Ellis made a motion to approve Case No. 20-04-SP for a Site Plan for a
Commercial Development proposed to be located on 0.674 acres within Glade Parks
Addition, Block D, Lot 2, 2301 State Highway 121.
Commissioner Wilson seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members:
Brown, Dunckel, Ellis, Owens and Wilson.
Nays: None
Abstention: None
Chairman McNeese declared the motion carried. (7-0-0)
ITEM 5. PUBLIC COMMENTS
Pastor Austin O'Neal, the applicant for case no. 20-04-SUP, joined the conference after
the public hearing was closed and asked what the outcome for the case was.
Chairman McNeese informed Pastor O'Neal that case no. 20-04-SUP was approved with
the conditions as presented. He also stated that the case will be presented to the City
Council on June 9, 2020.

Pastor O'Neal thanked the commission and stated the church looks forward to working
with the community and the City.
Chairman McNeese thanked Pastor O'Neal for joining the meeting and wished him good
luck.
