HomeMy WebLinkAbout2020-05-26 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, May 26, 2020 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:32 p.m. on Tuesday, May 26, 2020, in the Council Chambers of City Hall, 201 North Ector Drive. Mayor Linda Martin was present in the Council Chambers. Mayor Pro Tem Jeremy Tompkins, Council Members Tim Stinneford, Eddie Price, Perry Bynum, Harry Zimmer, and Salman Bhojani were present via video conferencing. During the Precouncil meeting: ➢ Mayor Linda Martin welcomed everyone to the meeting remotely and expressed her hope to see everyone in person soon. ➢ Deputy City Manager Chris Barker reviewed the regular agenda. Discussion ensued regarding the guidelines related to thermometer kiosks in City facilities (item #3). ➢ Finance Director Janina Jewell introduced Paul Braden, Head of Public Finance, Norton Rose Fulbright US LLP, and Jason Hughes, Managing Director, Hilltop Securities, via video conferencing in relation to Agenda Item #7. Mr. Hughes provided a brief overview of the tax note bids received and advised that the City will receive a 1.07 percent rate on the tax note for a three-year term. ➢ Emergency Management Coordinator Suzanne Hendrickson provided an update regarding the COVID-19 pandemic and provided the current statistics worldwide, statewide, and locally and advised of additional testing sites available throughout Tarrant County. She reviewed the Governor's Orders issued May 18, 2020, which include reopening of specific sections of the economy, including child care centers, massage and beauty services, and gym/exercise facilities. The Governor's Orders issued May 22, 2020, allowed bars to reopen and restaurants at 50 percent of maximum occupancy levels. On May 31, 2020, day youth camps, overnight youth camps, and professional sports without in-person spectators will be allowed to resume. Additionally, she advised of the CARES Act funding. Tarrant County Commissioners Court approved the distribution of CARES Act Coronavirus Relief Funds (CRF) to cities that did not receive a direct CRF distribution. Using the 2019 NCTCOG population data, Euless is expected to receive $3,088,800 and the funds are restricted for specific uses. City Manager Getchell reviewed a state requirement that the Fire Department test 100 percent of nursing home patients in the City and confirmed that the testing has been completed. Additionally, she advised of plans to reopen the City Council Council Minutes Page 2 of 6 May 26, 2020 meetings to the public in June while continuing to offer the public participation by telephone and video conferencing. Discussion ensued regarding communicating with local businesses from both the City and the Hurst Euless Bedford Chamber of Commerce. ➢ Finance Director Jewell presented the Financial Report for the period ending April 30, 2020. ➢ Deputy City Manager Barker presented the Capital Projects update and advised that the FY18 Street Reconstruction Project is substantially complete. Additionally, he advised that the project currently underway in conjunction with Tarrant County and the cities of Bedford and Colleyville at Cheek-Sparger Road and Heritage Avenue is progressing as scheduled. CLOSED SESSION The City Council convened into closed session at 5:25 p.m. for deliberation regarding the following: The purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code related to: • S.W. Mills Subdivision Mayor Martin recessed closed session at 5:34 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for consideration of scheduled items. CONSENT AGENDA (items 1 through 6) Mayor Martin asked Deputy City Manager Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 1 through 6. Mayor Pro Tern Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford, Price, Bynum, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 1. RATIFIED THE EMERGENCY PURCHASE OF TRAFFIC CONTROL EQUIPMENT LOCATED AT THE INTERSECTION OF STATE HIGHWAY 10 AND NORTH MAIN STREET Ratified the emergency purchase of traffic control equipment due to unforeseen damage to public machinery, equipment or other property as permitted by Section 252.022(3) of the Local Government Code. The traffic control box at the intersection of State Highway 10 and North Main Street was damaged due to an auto accident. A claim has been filed with Texas Municipal League Intergovernmental Risk Pool for reimbursement. The estimated expenditure is $71,285. ITEM NO. 2. AUTHORIZED CITY MANAGER TO EXECUTE AN INTERLOCAL COOPERATION AGREEMENT WITH TARRANT COUNTY Authorized the City Manager to execute an Interlocal Cooperation Agreement with Tarrant County for Municipal Direct Expense Funding. Tarrant County Commissioners Court approved the distribution of CARES Act Coronavirus Relief Funds (CRF) to cities that did not receive a direct CRF distribution. Using the state's distribution guidelines, the Commissioner's Court approved a$55 per capita municipal CRF funds distribution. Using the 2019 NCTCOG population data, Euless is expected to receive $3,088,800. These funds may only be used for eligible expenditures related to the COVID-19 emergency between March 1, 2020 and December 30, 2020. The funds may not be used for revenue replacement. AUTHORIZED THE PURCHASE OF INFRARED THERMOMETER KIOSKS AND RELATED SUPPLIES Authorized the purchase of eight infrared thermometer kiosks and related supplies for citywide response to COVID-19 from Wello, Inc., 3939 Belt Line Road, Suite 540, Addison, Texas. In order to help contain the spread of COVID-19 as City facilities reopen, the kiosks will be used in locations of the highest customer contact. These machines provide a no contact, self-serve temperature check. If the temperature is within the acceptable range, a sticker is printed. This sticker would then be worn while inside the City facility as an acknowledgement of the health check. Appropriate personnel will be notified if temperatures are higher than the acceptable limit. ITEM NO. 4. APPROVED RESOLUTION NO. 20-1578 Approved Resolution No. 20-1578, approving the Trinity River Authority Resolution authorizing the issuance, sale and delivery of Trinity River Authority of Texas (Tarrant County Water Project) Improvement Revenue Bonds. ITEM NO. 5. APPROVED RESOLUTION NO. 20-1580 Approved Resolution No. 20-1580, regarding the City's participation in Tarrant County's Community Development Block Grant, HOME Investment Partnership and Emergency Solutions Grant Consortium for the three year period, FY2021 through FY2023. ITEM NO. 6. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of May 12, 2020. REGULAR AGENDA ITEM NO. 7. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2244 Finance Director Jewell advised that Ordinance No. 2244 authorizes the issuance of"City of Euless, Texas Tax Notes, Series 2020" in the aggregate principal amount of $1,110,000 for the acquisition of equipment, machinery, building, and vehicles for the City's fire department and for professional services in connection with the construction, installation, and/or demolition related thereto and the financing thereof. The offered rate is 1.07 percent. Council Member Price motioned to approve the first and final reading of Ordinance No. 2244, authorizing the issuance of"City of Euless, Texas Tax Notes, Series 2020", for the acquisition of public safety-related equipment, facilities, and facility demolition. Council Member Bhojani seconded the motion. In order to be able to reimburse these .;expenditures with proceeds from the anticipated tax notes issue, the Council must pass a resolution declaring its expectation to make such reimbursement. Council Member Stinneford motioned to approve Resolution No. 20-1577, declaring expectation to reimburse expenditures with proceeds of future debt. Council Member Bynum seconded the motion. City Council Mayor Martin expressed her congratulations to the June 2020 Employee of the Month, Network and Systems Manager John Ragsdale. Council Minutes Page 6 of 6 May 26, 2020 Mayor Martin urged citizens to continue to follow CDC guidelines and practice physical distancing to prevent the spread of COVID-19 as businesses and facilities begin to reopen.
