AN ORDINANCE AUTHORIZING THE ISSUANCE OF A SPECIFIC USE
PERMIT ON OAKWOOD TERRACE NORTH ADDITION, BLOCK 21, LOT
B2, 1606 WEST EULESS BOULEVARD, FOR A PLACE OF WORSHIP,
PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PENALTY FOR
VIOLATION; PROVIDING FOR PUBLICATION IN THE OFFICIAL
NEWSPAPER; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Planning and Zoning Commission has conducted a public hearing
on May 19, 2020, in conjunction with Specific Use Permit Case No. 20-04-SUP, and has
rendered a recommendation to the City Council with respect to this case; and
WHEREAS, the City Council has conducted a public hearing on June 9, 2020, has
considered the recommendation of the Planning and Zoning Commission, and has
determined that the proposed change is in the best interest of the general welfare of the
City of Euless and that any foreseeable negative impacts of the proposed use have been
mitigated through design restrictions or other set conditions.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS, THAT.
SECTION 1.
ALLOWED USES. A Place of Worship and conditions as specifically described on
the Specific Use Form (attached hereto and made a part hereof) and contained within
Exhibit A shall be permitted on Oakwood Terrace North Addition, Block 21, Lot B2, 1606
West Euless Boulevard.
SECTION 2.
SEVERABILITY CLAUSE. It is hereby declared to be the in'cention of the City
Council of the City of Euless that the sections, paragraphs, sentences, clauses, and
phrases of this ordinance are severable and if any phrase, clause, sentence, paragraph,
or section of this ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such unconstitutionality shall not affect any
of the remaining phrases, clauses, sentences, paragraphs, or sections of this ordinance,
since the same would have been enacted by the City Council without the incorporation in
this ordinance of any such unconstitutional phrase.
SECTION 3.
PENALTY FOR VIOLATION. Any person, firm, or corporation violating any of the
terms and provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon
conviction thereof shall be fined in accordance with Chapter 1, "General Provisions,"
Section 1-12, "General Penalty," Euless Code of Ordinances. Each such violation shall be
deemed a separate offense and shall be punishable as such hereunder.
SECTION 4.
PUBLICATION CLAUSE. The caption, penalty clause, and effective date clause
of this ordinance shall be published in a newspaper of general circulation in the City of
Euless, in compliance with the provisions of Article II, Section 12, of the Euless City
Charter. Further, this ordinance may be published in pamphlet form and shall be
admissible in such form in any court, as provided by law.
SECTION 5.
EFFECTIVE DATE. This ordinance shall be in full force and effect from and after
its passage, as provided by the Euless City Charter and the laws of the State of Texas.
PRESENTED AND PASSED ON FIRST AND FINAL READING at a regular
meeting of the Euless City Council on June 9, 2020, by a vote of 7 ayes, 0 nays,
and 0 abstentions.

My name is Austin K. O'Neal, I am the lead Pastor of Church of the City in the greater Dallas/Fort
Worth area specifically in H.E.B. We are a diverse community of people who love the City of Euless and
surrounding mid -cities who have the desire to make a positive impact within our community. My wife and I
are 7 year residents of the mid -cities area and have two children who were born here. Throughout our time in
the mid -cities, we have been involved in many ways with community life and helping to reach the community
in a positive way.
Church of the City was started to make a difference in the city and as a community as a whole. Our
mission statement is as follows; to impact lives, build faith, restore the city and raise up leaders. One of our
core values in relation to "restoring the city" is to make a difference through community involvement. An
example of that would be an annual city Fall Festival hosted by Church of the City that reaches all
demographics by providing a fun night filled with activities, food, etc at no cost to the community. We also
host an annual school supply drive helping hundreds of families as well as an annual Christmas toy drive that
provides toys and clothes to hundreds of children in the community.
It is our intent to utilize 1606 West Euless Blvd as our meeting space and community center. We will
hold weekly meetings on Sunday and various times throughout the week. In addition to our normal weekly
activities and fellowships, we plan on offering to the community various activities, events and classes to better
help families and individuals, all of which will come at no cost to the community.
We are a congregation of 70, therefore the impact on the traffic and surrounding neighborhood will be
very minimal due to the location of the building. The property at 1606 West Euless Blvd sits on the corner of
West Euless Blvd and Marlene Drive giving local residents a church they can even walk to given the close
proximity of the neighborhood just north of the building. The building also has adequate parking at the
location for those that must drive to attend our services as well as additional parking spaces at neighboring
business directly north of the building that has agreed to allow us use of their parking during our scheduled
service times. In our opinion, the building is move -in ready and would not require improvements at this time.
Thank you for your time and consideration of our application. It is our goal to work collaboratively with
the City of Euless to accomplish the goal of reaching the community in a positive way.
