(Absent CouncilmanDonWarren.) AlsopresentwereCityManagerLee andCitySecretaryVadaFerris. VISITORS Visitorsinattendancewere: Messrs. SmithDuaneJarvis,DonaldJarvis,PaulPuttyandGeneWilkinson,re presentingJarvis,PuttyandJarvis,DickandJoeBrockette,Structural Engineers,andJerry Irby, MechanicalEngineerRatliff,lrbyand Purdy PLANSSPECIFICATIONS BUILDINGS MayorFullerinformedthe council that thisspecialmeetinghadbeencalledinorderthearchitectspresent FinalworkingdrawingsandspecificationsonthefirstphasetheCivic CenterBuildings.DuaneJarvis,architect.informedthecouncilthat workingdrawingsandspecificationshavebeencompletedfortheCivicCenter buildings(CityOffices,LawEnforcementbuildingand Community building) andhepresentedanattractivecolorfulrenditionoftheCivicCentersite andbuildingsaspreparedinthefinalplans.Hereviewedthedrawings eachbuildingintheCivicCentercomplex,exclusivetheLibrary building, andexplainedvarious features thebuildings. HestatedthattheCommunityBuilding hadnotbeenchanged,however,thatsomechanges had beenmadeinthecity officebuildingandpolicebuilding,toconformsuggestionsthathad been submittedatanearlierdate.MayorFullerrecommendedthatanentrancebe consideredunderthestageinthecommunitybuilding.Jarvisexplained thatthereisavery small area understage,however,theMayorstated that allspaceshouldbeutilizedtothefullest.Jarvisdiscussedthe plaza andvariousoutsidefeaturesincludingtheparkinglots. Severalquestionswere asked bymembers thecouncil.wasexplainedthattheairconditioningunithave thecapacitytonscooling beoneunitwithfourcompressors. ThediscussionsettledaroundthestorageroomsandMayorFullerrequested thathewouldlikethearchitectscheckintothesizethe entrance waytothe storage roomwheretheunitsbe housed, besurethat thereissufficientaccessibilityincaseadditionalunitsequipmentshould beneededtobemovedintheinthefuture. CouncilmanByersstatedthatrecently he had beenawarealarge airconditioningunit,byawellknownmanufacturer haveinoperableandthattheownertheunitwasunablesecure serviceintheimmediatearea;wasnecessarythatserviceand/orparts (PageTwoMinutesCalledMeeting.August theunitbeobtainedfromcitiesseveralthousandmilesfromthisarea. Hestated that, inhisopinion,heconsidersthatthearchitectsshould verythoroughlyinvestigatethebrandairconditionerbecertain thatincasetroubletheunit,servicecouldbeobtainedinthe immediateDallasFortWorth area. Inansweraquestion,Duane JarvisstatedthattheCityofficehavewoodpaneling redoakandthatthearchitectshaveseveralexcitingstainsrefinishing thepaneling. MayorFullerinquiredaboutthesize thetableinthecouncilDuaneJarvisstatedthatvery adequately seat ninepeoplewithoutbeingcrowdedandthatthecounciltable couldbeexpandedatalaterdateisconsiderednecessary.Hestated thatthetablehaveasmallrailingwhichpreventpapersother materialthecouncilmighthavebeforethembeinaccessibleview personsattendingthe council meetings.Hestatedthateachseatingplace haveaspeakerandthatarecorderhasbeendesignatedinstallation atoneendthecounciltablewhichisthepositionthatbeoccupied bytheCitySecretary,whoisberesponsibletheproperrecording councilprocedure.Jarvisinformedthecouncilthatthereisdrawerin the council tabledirectlyinfronteachcouncilman'schair,inorder variousitemsbeplacedandleftbetweencouncilmeetings.Jarvis statedthatthetablebemadeoakandthatchairsforthistable bedecidedonatalaterdate. Hestatedthatwalnutthecouncil tablehadbeenconsideredthatthearchitectsfeltthatwalnuthas beenoverworkedinthelastfewyears;thatmanyresidenceshavewalnut panelingandthatwalnutfurnitureisveryprevalentnow.Inorderbe uniqueandinlinewiththemanyfinefeaturestheCivicCentercomplex, thearchitectshaddecidedspecifyoak.CouncilmanDouglassinquired therehadbeenaplacemembersthe press. Jarvisstatedthatthere hadbeennobuiltinfixturesinthecouncilaccommodatethepress. wassuggestedthat,perhaps,whentheseatingisarranged,thatcertain seatsthecenterthefirstmightbedesignatedformembersthe press. Inansweraquestionconcerning insulatonofpipes,the council wasadvisedthatpipesinthebuilding beinsu atedadequately,however,undergroundwaterpipesnotbein sul ated astheyarebeing placed atsufficientdepthsinthetheir protect on. DonaldJarvisinformedthecouncil isdesirousthatthebuildingsbeunderconstructionbyOctober1st. thathe Afterfurtherdiscussion,Councilman Fullermadethemotionaccepttheplansandaspresented bythearchitects.CouncilmanSamuelssecondedthemotionandthevoteis asfollows: Ayes:CouncilmenFuller,Byers,DouglassandSamuels, Nays:None, themotioncarried. MayorFullerdeclared (PageThreeMinutesCalledMeeting, August25, DuaneJarvisstatedthatthe architectsrecommendthatSeptember 22nd atbethe date CouncilmanByers bidopeningtheconstructionthethreebuildings. madethemotionconcurwiththearchitect'srecommendationandset SeptemberatattheEulessCityHallasthetimethe openingofthebids,andthatadvertisementintheofficialnewspaperand otherpublicationsbeexecuted,CouncilmanDouglasssecondedthemotion andthevoteisasfollows: Ayes:CouncilmenFuller,Byers:Douglass,andSamuels. Nays:None. MayorFullerdeclaredthemotioncarried.DonaldJarvisinformedthe councilthatphotographsmustbemadethecoloredCivicCenterBuilding andotherlayouts;however,hereturnthemEulessCityHallina fewdays. ACCEPTANCEOFEULESSFIRE STATION CouncilmanByersmadethemotionthat Station2beacceptedwiththefewminorcorrectionsoutlinedby thearchitect.CouncilmanSamuelssecondedthemotionandthe vote isas lows: Ayes:CouncilmenFuller,Samuels,DouglassandByers. Nays: None. MayorFullerdeclaredthemotioncarried. DonaldJarvisstatedthathis organizationisveryappreciativethecouncil'scooperationinthecon structionthefirestation,andtheacceptancetheplansandspecifica tionstheCivicCenterBuildings.Hestatedthatthearchitectshave experiencedgreatenthusiasmintheconstructionFireStation2; howevertheirenthusiasmtheCivicCentercomplexisbeyondexpression andthat,inhisopinion, the councilexperienceequal enthusiasm in afewmonthswhentheCivicCenterBuildingsareunderconstruction.
