Mayor R G. Fuller called a special
meeting of the Euless City Council to order at 9;40 P.M. at the Council
Chambers of the Euless City Hall with the following Councilmen present:
Councilmen Douglass, Samuels and Warren. Absent were Councilmen Byers and
Fuller.
Also present were City Manager Lee
Cowell and City Secretary Vada Ferris.
Mr. Josh Cowart, Water Department
Superintendent, was also present.

Mayor Fuller informed those present that
this meeting had been ca led to discuss extension of utilities in sub - divisions.
City Manager Cowell stated that two sub - division plats (both in City of Bed-
ford) had been presented to the City for consideration of u ti I i ty lines and
that these plats, one f= Mr. Don Davis, Developer, and the other from Mr.
Gary Toll iver, Developer, had been approved by Mr. Wisenbaker prioe to the City's
purchase of the watev end sewer system. Mr. Cowell explained that the city
must adopt a policy governing the types of materials, sizes, developer's fees
etc. within 60 days after purchase of water and dewer system as set forth
in the Bond Ordinance. However, the developers are being delayed in the
sub - divisions and it is deemed necessary for the Council to made a decision
concerning the extention of utility lines into sub - divisions until the city
has a policy to this effect. Mr. Cowart explained that the Municipal
Service Company policy was as follows: They did not charge for meters and
boxes and that the cost of lines and fire plugs was determined by the
number of lots - this is the fee charged the developer. He stated that if
a charge is made for meters and boxes, it would be approximately $35.00,.
Mr. Cowart explained that, in his opinion, engineers should lay out the
water lines on the plat.
Ct i �y Manager Cowell read the Bond Ord-
inance in which it states that utility extensions into sub - divisions must
be approved by a registered engineer. He explained that this could be a
City Engineer and does not necessarily have to be a consulting engineer,
He stated that the City is in definite need of an engineer and perhaps
consideration should be given to employing an engineer on a part -time basis -
possibly a student ffom Arlington State College,
After considerable discussion, Council-
man Samuels made the motion that until our rules and regulations are estab-
lished concerning the laying of utility lines in sub - divisions, extensions of
lines in sub - divisions and inspection and approval of utility plats, that
any sub - division plats be presented to our Consulting Engineers, Gregory
Knowlton Asatl iff, for review and approval; that the developer be permitted
to employ his own contractor and lay u t i I i ty lines subject to the City's inspec-
tion and that a permit fee of 1% be charged the developer for the cost of
inspection, Councilman Warren seconded the motion and the vote is as follows:

Nays: None.
Mayor Fuller declared that the motion be carried,
DISCUSS ION - SHOPPING CENTER
MR, HERMAN SMITH
Mayor Fuller informed the Council
that he and City Manager Cowell had met w i t h Mr. Herman Smith e a r l i e r t h i s
day and discussed the shopping center plans with Mr. Smith (these plans
having been tabled at the September 14th meeting for clarification of drainage,
height of fence and traffic flow. Mayor Fuller stated that Mr. Smith in-
formed them that the plans, as studied by the Council at the previous meeting,
were not the final plans by which Mr. Smith will construct his new shopping
center and that on correct plans a fence i s to be constructed at the rear
of the buildings to obstruct the view of this section of this shopping center
from passers -by and there are entrances onto Wilshire Boulevard which wi I I
handle the traffic flow adequately. After considerable discussion, Council-
man Samuels made the motion to grant a permit, subject to the engineers'
approval of the drainage in the shopping center. Councilman Warren seconded
the motion and the vote is as follows:
Ayes: Councilmen Warren, Samuels and Douglass.
Nays: None.
Mayor Fuller declared the motion carried. (It is the understanding of Mayor
Fuller and City Manager Cowell, after talking with Mr. Smith, that the fence
will be constructed to a height adequate to conceal the rear of the buildings
and that the i n c i n e r a t o r a t the food market w i l l be gas -fired and approved
by the engineers.
