OF THE
EULESS CITY COUNCIL
Tuesday, June 9, 2020
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:30 p.m. on Tuesday, June 9, 2020, in the Council Chambers of City Hall, 201 North
Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Jeremy
Tompkins, Council Members Tim Stinneford, Eddie Price, Perry Bynum, Harry Zimmer,
and Salman Bhojani.
During the Precouncil meeting:
➢ Mayor Linda Martin welcomed the City Council back to City Hall and stated that she
missed having everyone at the dais during the necessary social distancing.
➢ Council Member Salman Bhojani advised that he had a wonderful time with Mayor
Martin during a presentation by the DFW Muslim Community on June 3, 2020, as they
provided lunch for the Fire Department in appreciation of their service to the
community.
➢ City Secretary Kim Sutter advised the City Council of the need to complete required
cyber security training.
➢ Deputy City Manager Chris Barker reviewed the regular agenda.
➢ Emergency Management Coordinator Suzanne Hendrickson provided an update
regarding the COVID-19 pandemic, including the current statistics worldwide,
statewide, and locally. She reviewed a list of mobile testing sites available in Tarrant
County as well as the latest Executive Orders issued by Texas Governor Greg Abbott,
including expanded guidelines for reopening certain categories of businesses.
Additionally, Ms. Hendrickson advised that the Tarrant County Commissioners Court
approved $30 million in CARES Act funds for a Tarrant County Small Business
Assistance Grant Program and encouraged local small businesses to call the Planning
and Development Department for further information and assistance.
Emergency Management Coordinator Hendrickson provided an update regarding the
City's plan for reopening City facilities and advised of the following:
• Sand volleyball courts, drinking fountains, and playgrounds have been reopened
at City parks;
• Euless Family Life Recreation Center new operating hours effective June 15,
2020:
o Monday through Friday 6:00 a.m. to 8:00 p.m.
o Saturday 10:00 a.m. to 2:00 p.m.
• Natatorium will reopen on June 15, 2020:
o Monday through Friday, 10:00 a.m. to 3:00 p.m.
o Saturday, 10:00 a.m. to 2:00 p.m.

• June 12, 2020, Ravens Grille will open at 75 percent occupancy with all current
sanitation procedures in place, and the Texas Star Conference Center will reopen
at 50 percent occupancy;
• June 15, 2020, Texas Star golf cart operations will be expanded and tee times will
be extended to 5 p.m.;
• June 22, 2020, golf tournament play will resume with tee time and shotgun starts
depending on the size of the tournament;
• July 1, 2020, Texas Star golf memberships will resume;
• The temporary library facility on Westpark Way will remain closed. Library staff
will begin the process of moving back in the Mary Lib Saleh Euless Public Library
upon completion of the renovations in June 2020. Curbside pickup and the book
locker will remain options for customers;
• Euless Family Life Aquatic Park will remain closed through the summer season;
• Euless Family Life Senior Center and rental facilities will remain closed until further
notice;
• Youth summer camps have been cancelled; and
• Primary election early voting and election day voting will be conducted at the
Senior Center beginning June 29 through July 10 and Tuesday, July 14, 2020.
➢ City Manager Getchell provided the Financial update for the period ending April 30,
2020, and advised that car rental tax collection was down 87 percent over the same
period last year.
➢ Deputy City Manager Barker provided the Capital Projects update and advised that
the 45th Year Community Development Block Grant (CDBG) project through Tarrant
County was approximately 60 percent complete prior to the COVID-19 work
restrictions. He advised that Tarrant County granted additional time for completion
and the project is expected to be completed by June 19, 2020. Additionally, the signal
light project at Cheek-Sparger Road and Heritage Avenue is nearing completion, and
he advised of the status of drainage and well projects.
➢ Deputy City Manager Barker provided the Transportation update and advised that the
State Highway 121 (SH 121) expansion project is nearing completion and staff has
reached out to TxDOT for clarification regarding hours of operation on the new lanes.
➢ City Manager Getchell expressed her appreciation to the organizers of recent protests
held in the City in working with the Police Department and City staff to ensure an
organized event.
Mayor Martin recessed the Precouncil session at 5:33 p.m.

for consideration of scheduled items.

ITEM NO. 1. PRESENTATION OF AWARD
Mayor Martin presented the 2020 Municipal Clerk's Office Achievement of Excellence
Award to City Secretary Kim Sutter.

Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 2
through 6.

ITEM NO. 2. APPROVED AWARD OF BID NO. 009-20
Approved award of Bid No. 009-20 for the Parks at Texas Star Phase VII renovation to
Henthorn Commercial Construction, LLC, 312 West Northwest Highway, Grapevine,
Texas, and authorized the City Manager to enter into a contract with Henthorn
Commercial Construction, LLC. The total estimated expenditure is $2,228,500.
ITEM NO. 3. AUTHORIZED PURCHASE OF NETWORKING HARDWARE AND
SOFTWARE
Authorized the purchase of replacement networking hardware and software from
Computer Discount Warehouse Government (CDW-G). CDW-G holds multiple State of
Texas contracts for purchasing computer and networking equipment, including the Texas
Department of Information Resources (DIR) contracts. This type of equipment was
included in the approved FY20 budget as an expenditure for Information Services. The
estimated expenditure is $120,000.
ITEM NO. 4. AUTHORIZED PURCHASE AND INSTALLATION OF SOD AND
IRRIGATION AT THE VILLAGES OF BEAR CREEK PARK
Authorized the purchase and installation of Midiron Bermuda big roll sod and irrigation at
the Villages of Bear Creek Park, from Tri-Tex Grass, 5901 East Highway 377, Granbury,
Texas, though the BuyBoard Cooperative Purchasing Program. The estimated
expenditure is $46,500.
ITEM NO. 5. AUTHORIZED PURCHASE OF AN AMBULANCE MODULE AND
CHASSIS
Authorized the purchase of an ambulance module and chassis through the Houston
Galveston Area Cooperative Purchasing Program (HGAC). A purchase order will be
issued through the chassis supply vendor MacHaik Dodge Chrysler Jeep, 11000 North
Freeway, Houston, Texas. The assigned module vendor will be Frazer, Ltd., 7227
Rampart Street, Houston, Texas. This purchase is for a new ambulance module and
truck chassis to replace unit #284, a 2014 Ford chassis with attached 2000 Frazer
module. The estimated expenditure is $239,849.

ITEM NO. 7. AUTHORIZED MAYOR TO NEGOTIATE AND EXECUTE
CONVEYANCE DOCUMENTS
Council Member Price motioned to authorize the Mayor to negotiate and execute
conveyance documents related to the purchase of 4.704 acres of property located at 601-
715 West Euless Boulevard, Euless, Texas.
Council Member Bhojani seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 8. APPROVED SITE PLAN NO. 20-04-SP
Director of Planning and Economic Development Collins presented the item to the City
Council and advised that the applicant, Vaquero Euless Rio Grande Partners, LP, intends
to construct a 3,520 square foot building with a drive through lane around the rear and
south sides of the building. The building will serve as a credit union with an automatic
teller drive through located along the SH 121 frontage. He reviewed the proposed
architectural design features, landscaping, site access, and parking requirements.
Additionally, the Planning and Zoning Commission considered the item on May 19, 2020,
and recommended approval of the Site Plan by a vote of 7-0-0.
Council Member Bynum motioned to approve Site Plan No. 20-01-SP, for a Commercial
Development proposed to be located on 1.72 acres in Glade Parks Addition, Block C, Lot
5, 2401 State Highway 121.
Council Member Bhojani seconded the motion.

ITEM NO. 9. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 20-
04-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2245
Mayor Martin opened the public hearing at 7:14 p.m.

Director of Planning and Economic Development Collins presented the item to the City
Council and advised that the applicant, Austin O'Neal, Pastor, Church of the City, intends
to lease an approximately 4,400 square foot space at 1606 West Euless Boulevard. The
church intends to have 76 fixed seats, requiring 19 parking spaces. A total of 28 parking
spaces will serve the church use. The site itself contains 17 spaces. Mr. Flavio Ronzani,
the owner of the property located at 1606 West Euless Boulevard, has agreed to provide
an additional 11 parking spaces on his property. Additionally, the Planning and Zoning
Commission held a public hearing on May 19, 2020, and recommended approval of the
Specific Use Permit by a vote of 7-0-0 with the following conditions:
1) Tied to the church pastor: Austin O'Neal;
2) Tied to the church name: Church of the City; and
3) The Specific Use Permit may be revoked if one or more of the conditions
imposed by this permit has not been met or has been violated.
Austin O'Neal, the applicant, 8813 Graywolf Ridge Trail, Keller, was present to address
any questions related to the case.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:17 p.m.
Council Member Stinneford inquired about potential changes to the parking arrangements
in the future with neighboring businesses.
Mr. Collins advised that new conditions to the Specific Use Permit would be brought back
before the Planning and Zoning Commission and the City Council for reconsideration.
Mayor Pro Tem Tompkins motioned to approve Ordinance No. 2243, approving a request
to change the zoning on 2.407 acres of land in the Bryan Harrington Survey, Abstract No.
808, located in the 700 block of Glade Road from Single Family Detached Dwelling (R-1)
zoning district and Single Family Limited Dwelling (R-1 L) zoning district to Planned
Development (PD) zoning to allow single-family residential development.
Council Member Stinneford seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 10. PUBLIC COMMENTS
Darl Easton, 1005 Fayette Drive, stated that the livestream of the City Council meeting
was not functioning. Additionally, he expressed his appreciation to the City Council and
City staff for the adjustments and modifications made during the recent COVID-19 related
City closures.

City Manager Getchell confirmed that City staff was notified just prior to the beginning of
the City Council meeting of a widespread network outage that affected the livestreaming
of the meeting. She advised that the meeting is still being recorded for replay by the
vendor and also through the video conferencing feature.

Mayor Martin announced the employee service awards and expressed her
congratulations to the following employees on reaching an employment milestone with
the City of Euless:

Senior Police Corporal Bill Norwood — 30 years of service;
Dispatcher Marsha Stewart— 30 years of service;
Senior Police Officer Adrian Wormley—20 years of service; and
Field Tech II Cameron Snell — 5 years of service.
