HomeMy WebLinkAbout2020-06-29 Budget Work Session BUDGET WORK SESSION OF THE EULESS CITY COUNCIL June 29, 2020 A budget work session of the Euless City Council was called to order at 5:30 p.m. by Mayor Linda Martin on Monday, June 29, 2020, in the precouncil meeting room of the Euless City Hall, 201 North Ector Drive, Euless, Texas. Those attending included: Mayor Linda Martin Mayor Pro Tem Jeremy Tompkins Council Member Tim Stinneford Council Member Eddie Price Council Member Perry Bynum Council Member Harry Zimmer Council Member Salman Bhojani City Manager Loretta Getchell Deputy City Manager Chris Barker City Secretary Kim Sutter Finance Director Janina Jewell City Manager Getchell outlined the purpose of the budget worksession and briefed the City Council regarding the current year budget, including end of the fiscal year projections as impacted by the Governors orders in response to the COVID-19 pandemic. She advised the City Council of the actions taken by city staff in anticipation of decreased sales tax, hotel occupancy tax, car rental tax, and municipal court revenues. Additionally, she stated that the proposed Fiscal Year 2021 (FY2021) budget would be provided to the City Council at the end of July 2020. City Manager Getchell and Deputy City Manager Barker presented and reviewed the Capital and Supplemental requests for FY 2021, including the funding sources. Deputy City Manager Barker reviewed the preliminary Capital Improvements Program (CIP) for FY2021, and reviewed the proposed projects, including funded drainage, street, water, wastewater, and other projects, including: - Texas Star Complex Phase VII; - Entry monument sign program; - Redevelopment; - Municipal Plaza Projects Phase II; - EDC Incentive Fund; - EDC Contingency; - Founders Parc development (Midtown); - ADA/TAS facility improvements; Budget Worksession Minutes Page 2 of 2 June 29, 2020 - Library remodel; - Design and construction of Fire Station No. 1; - Texas Star Golf Course (TSGC) miscellaneous improvements; - Texas Star Slope Wall Protection Phase I; - Miscellaneous park improvements; - Park irrigation projects; - Carr Park improvements; and - Wilshire Park upgrades. Deputy City Manager Barker reviewed the unfunded projects including the priority rankings for each. City Manager Getchell and Deputy City Manager Barker addressed questions from the City Council related to the topics discussed.
