Mayor Martin called the worksession to order at 8:30 a.m. at the Texas Star Conference
Center in Euless, Texas.
Those present included:

Parks and Community Services Director Ray McDonald (a.m. only)

City Manager Loretta Getchell welcomed everyone and reviewed the topics to be covered.
Parks Master Plan (including Parks at Texas Star and Softball World)
Parks and Community Services Director Ray McDonald presented the update for the park
projects, including the Parks at Texas Star Phase VII, Wilshire Park, Kiddie Carr Park, and
the Blessing Branch Trail Connection. He also reviewed the proposed future
development plans for The Parks at Texas Star and South Euless Park.
Capital Improvement Plan
Assistant City Manager Chris Barker provided the Capital Improvement Plan update,
including Streets; Water; Wastewater; Reclaimed Water; Drainage; Water Wells; and
facility improvements, including the Library renovation and the design and reconstruction
of Fire Station # 1. Additionally, he reviewed the plans for a temporary fire station while
construction is underway.
Development Update
City Manager Getchell provided the Development update.
City Branding and Communications Channel
Assistant to the City Manager Betsy Deck reviewed the various communication tools
utilized by the city, including the monthly newsletter and a number of social media
platforms.

FY 2019-2020 Financial Update
City Manager Getchell presented a FY 2019-2020 year to date financial update.
FY 2020-21 Budget Considerations —All Funds
City Manager Getchell advised that she has asked staff to cut their budgets by three
percent, review all line items and programs, as well as evaluate current fees charged for
services for the FY 2021 budget cycle.
Discussion ensued regarding current memberships and the fees charged for city services.
Mayor Martin expressed her appreciation to the City Council for their attendance.
The worksession was adjourned at 1:51 p.m.
