Called Meeting
of the
Euless City Council
February 15, 1966
CALL TO ORDER
Mayor W. G. Fuller called the meeting to
order at 8:40 P.M. in the Homer Fuller Cabin on Cullum Drive, following the
adjournment of the Ministers - Council Meeting and dinner. Councilmen present
were: Messrs. Frank Douglass, Bi 11 Byers and Bobby Fuller. (Absent: Council-
men Don Warren and Harold Samuels.)
Also present were City Manager Lee Cowell
and City Secretary Vada Ferris.
VISITORS
Visitors in attendance were: Mr. Bob
HoIlin, President of Land Planning, Inc., Messrs. Dick Knowlton and B i 11 Ratliff,
Consulting Engineers, and Mr. Sam Knight, Water Department Superintendent.
INTERVIEW: MR. BOB HOLLIN,
PRESIDENT LAND PLANNING, INC.
Mayor Fuller informed the Council that Mr.
Bob Hol l in's firm is one of the two firms selected by the Council, at a previous
meeting, to present further information on up- dating the City's Master Plan.
Mr. Moll in presented a comprehensive planning
proposal for the City of Euless, which had been prepared by his firm. Mr. HoIlin
informed the Council that this report is a resume of the services to be rendered
by Land Planning, Inc. in the preparation of the Comprehensive City Plans,
if his firm is employed by the City of Euless. He presented the following figures:
$23,800.00 Planners Fee
1,490.00 Supervision Cost
294.00 Inspection Cost
$25,584.00 Total Cost
However, if the City Council desires to use the Federal 701 Plan, $17,056.00
(two t h i r d s (2/3) o f the cost of the project.) w i l l be financed by the Federal
Government. One -third (113), which is the City's cost under the 701 Plan, amounts
to $8,528.00 and Administrative Cost of $1,130.00, making City's total cost,
under the 701 Plan, $9,658.00. However, Mr. Hol l i n advised the Council that there
is some doubt as to the City's eligibility to secure Federal Aid for less than a
total plan, due to the fact that the present Master Plan prepared in 1960 did not
include' the Water and Sewer System. He stated that, if the City does not use the
701 Plan, the cost o f up- dating the City's Master Plan w i l l be $20,000.00.
City Manager Cowell inquired if Mr.
Hol l i n's firm works on a consulting basis; in other words, is hif firm avai
able for consultation concerning zoning and other areas in City Planning.
Mr. HoIlin stated that his firm is employed
by other cities and some school districts on a similar basis, and that they do
not charge when their clients' question can be answered on the telephone;
however, if it necessitates a conference or attendance at a meeting, there is an
hourly fee. Mr. HoIlin stated that he considers that the City should have a
good Master Plan, a complete plan, and then a follow -up by employing a Consultant.
Mr. Hall i n briefed the Council on the report which he presented.
After discussion, Councilman Douglass
stated that, in his opinion, the Council should consider a plan that would

assist future City Councils in their panning and that, if the City uses the
701 Plan, it will be cheaper to up -date another plan in ten or fifteen years.
City Manager Cowell asked Mr. Ho11.in* if
h i s f i r m w i l l coordinate the plans prepared by the Park Planner, Mr. Gene
Schrickel.
Mr. HoIlin stated that any reports or
figures would definitely be considered and used in his Planning Report,
where possible. Mr. HoIlin informed the Council that if Topographical Maps
are desired, they may be secured, if the cost does not exceed 50% of the
contract price.
Mayor Fuller thanked Mr. HoIlin for his
presentation and advised t h a t M r . Robert Caldwell w i l l be interviewed later
this month, and that a decision could not be made in the employment of a
consultant until after both firms had the opportunity to present their reports.
DISCUSSION: WATER AND SEWER
SYSTEM POLICIES AND PROCEDURES
Mr. Dick Knowlton briefed the Council on
the proposed Policies and Procedures which had been presented to the Council
several weeks ago for their consideration. He also mentioned a letter which
.followed the Policies and Procedures, explaining various phases of the report.
. Mayor Fuller inquired if the City
Attorney and Water Department Superintendent had reviewed this Proposed
Policies and Procedures Report and was informed that each had reviewed the
report and submitted recommendations to the Engineers,
(City Attorney Cribbs arrived at this point in Meeting).
Discussion followed concerning the City's
requirements for drainage and participation in cases where over -sized channels
or lines are needed; City's standard requirements - setting costs for
developing water and sewer Fines in the event the Contractor does the work
and the inspection is done by the City.
City Attorney Cribbs stated that a letter
to the City of Bedford advising of the adopting of the Policies and Procedures
might be in order.
After further discussion, it was agreed
that City Attorney Cribbs should prepare an Ordinance for adopting the Water
and Sewer System Policies and Procedures to be presented to the Council at
its regular meeting, February 22, 1966.
