HomeMy WebLinkAbout1966-03-17 (special called)247 Called Meeting of the Euless City Council March 17, 1966 CALL TO ORDER Mayor W. G. Fuller called the meeting to order at 7;40 P. M. in the Council Chambers of the Euless City Hall, with the following present: Councilmen Bill Byers, Bobby Fuller, Frank Douglass, Harold Samuels and Don Warren. Also present were City Manager Lee Cowell, City Attorney James Cribbs and City Secretary Vada Ferris. VISITORS Visitors present were Mr. Donald Jarvis, Mr. Duane Jarvis, Mr. Gene Wilkinson, Mr. Kent Bezley and Mrs. Betty Pottoff (reporter). 1 CIVIC CENTER BUILDING CHANGES Mayor Fuller welcomed Mr. Donald Jarvis, who stated that the architects had requested this meeting due to the fact that there are some areas needing attention or changes, at the Civic Center Site, that could not be determined in the earlier planning phase. Mr. Jarvis presented a recap of expenditures, Euless Civic Center, dated March 17, 1966, a copy of which is filed as an Official Council Exhibit in the Office of City Secretary. Mr. Jarvis explained that $7,177.00 for twenty (20) tons of air conditioning for the Library, chargeable to the Library Fund w i 11 be added to the present contract (Walker Construction Company). He further stated that $10,000.00 of present contract should be chargeable to the Library, for several items to be used in the Library. In answer to a question, Mr. Jarvis stated that the $2,600.00 is for carpet to be placed in the City Manager's Office and Police Building ($12.00 sq. yd.), Councilman Samuels inquired as to the de- lay in construction of the Library, if the City attempts to secure a Federal Grant. C i t y Manager Cowell stated t h a t he has been advised t h a t funds w i l l be available shortly after September 1, 1966, and the City wi I I be informed shortly thereafter, if a Federal Grant is approved. He stated this would delay the library construction approximately three (3) months. Mr. Donald Jarvis stated that the delay would be longer and it would, probably, be after the first of the year before construction could begin. M. Duane Jarvis stated that, in hie opinion, the time required for preparing this financial recap was well spent and can be kept up to date, in order for all concerned to be better informed. 248 (Page two, Minutes of the Called Meeting, Euless City Council, March 17, 1966) It was determined that the proposed ex- penditures, as presented, are based on future bond sales. Mayor Fuller commented that he did not want the expenditures to get out of hand -- that they should be scrutinized very carefully. Councilman Byers stated t h a t , in h i s opinion, the sale of the Library Bonds (scheduled for early summer) should depend on the market. City Manager Cowell stated that there are certain expenditures in a Bond Sale and that the expenditures are greater for a small Bond Sale. (Councilman Warren arrived at 8 :30 P. M.) Mr. Duane Jarvis - informed the Council that there are several items, recommended by the Architects, for Council consideration, as follows: (1) Louvered doors to mechanical room $ 90.00 (2) Vision Panel in Police Station (Visitors Room) 25.00 (3) Fire Door and Ceiling for Vahlt 167.00 (4) Storage counter for water department carts (cabinet - cashiers' stand 266.00 (5) Service sink near freezer - oven (Police Station) 383.00 (6) Panel Board in City Hall (Intercom and telephone system 94.00 (7) Fountation Vent Screens (metal) 78.00 Mr. Jarvis stated that by deleting the conduit originally agreed upon, the above additions will balance out. Mr. Jarvis stated that the Architects con- sider the afore - mentioned items a "must" -- necessary for the Civic Center Buildings -- and the - following are desireable. (1) Acrylic lens on flourescent light fixtures $ 966.00 (2) Heat - absorbing glass instead of clear 1598.00 (3) Plaza Paving 6280:00 Mr. Kent Bezley, representing Gene Schrickel and Associates, presented a revised plat of the plaza at the Civic Center with an expanded area of paving and deleting the fountain. It was ascertained that the fountain had been omitted due to lack of funds. Councilman Byers commented that., in h i s opinion, the chase should be run to the fountain in order for the placement of a fountain when funds are available. Mr. Wilkinson stated that the Contractor is desirous of determining the construction of the plaza -- that there is some work that can be done at this time on the plaza, but he must know exactly what the plans are. 249 (Page Three, Minutes of the Called Meeting, Euless City Council, March 17, 1966) Mayor Fuller commented that he is in favor of the paved plaza. as proposed, but perhaps, the construction could be delayed until later in the construction phase. Mr. Donald Jarvis stated that the Architects would discuss, with the Contractor, the delay of paving the plaza, However, it was pointed out that a delay might .result in a price change -- that $6,280.00 might not be acceptable at a later date. Councilman Byers made the motion that the lay -out and construction plans of plaza be approved as presented. Councilman Douglass seconded the motion, and the vote is as follows: Ayes: Councilmen Byers, Fuller, Dougless, Samuels and .Warren Nays: None Mayor W.. G. Fuller declared the motion carried. It was agreed that the Architects should secure a firm price on the plaza paving, from the Contractor, delaying the paving project for the present time. (This figure to be presented at the regular meeting, March 22, 1966.) .Councilman Samuels made the motion to ap- prove all. items recorrended by the Architects. (Items wi I I appear on chagge orders available in a few days.) Councilman Fuller seconded the motion, and the vote is as follows: Ayes: Councilmen Byers, Fuller, Douglass, Samuels and Warren Nays: None Mayor Fuller declared the motion carried. Mayor Fuller questioned the Architects' selection of a vault door, commenting that it does not meet the standards demanded by the City Charter. It was agreed the Architects would consider the selection of a different type door for the vault, and the City Secretary was instructed to furnish Architects with requirements for vault door. LIBRARY Mr. Donald Jarvis stated that the Archi- tects have been working with the Librarian, Mrs. Armstrong, and Mrs. Browne, Library Board Chairman, and they, with members of the Library Board, have agreed to delay further construction planning of the Library, pending possible approval of Federal Aid Funds. He further commented that an appointment has been secured with Mr. Jackson, of the Texas State Library, on Tuesday, March 22, a t which time, the Architects, L i b r a r i a n , Library Board Chairman and one L i - b r a r y Board Member, Mayor and City Manager, w i l l discuss Federal Assistance for Library. 250 (Page Four, Minutes of the Called Meeting, Euless City Council, March 17, 1966) It was pointed out that by approval of a Federal Grant, funds may-be doubled, however, this does not mean the building will be doubled -- the building could be enlarged; possibly, by one - third, if a Federal Grant is approved. Councilman Samuels commented on the air conditioning for a larger building. Mr. Jarvis st'at'ed that an adjustment in the units can be made if a Federal Grant is- approved and a larger building'results. In answer to a question by Councilman Samuels, Mr. Wilkinson commented that'the Contractor estimates that cons'truction is approximately three (3) weeks behind schedule, at this time, but is of the opinion he can make this loss up. He stated that the structural concrete work is complete; steal - worrk i.s .complete and some brick work has been done. Councilman Byers inquired if bids on the Library could be negotiated. Mr. Donald Jarvis commented that the low bid does not have to be accepted. City Attorney Cribbs stated that caution should be exercised in a matter 'of this nature - a law suit could result. City Manager Cowell stated that the law does not state that the low bid must be accepted. ADJOURNMENT Mayor Fuller thanked the Architects for Councilman Fuller made the motion to adjourn.
