Fuller called the special meeting to order at 7;30 R.M. in the Council Chambers of the Euless City Hall, with the following Councilmen present: Messrs. Bill Byers, Bobby Fuller and Don Warren, Absent:. Councilmen Harold Samuels and Frank Douglass, Councilman Douglass was ab- sent-clue to ;the death of his father. Also present were City Manager Lee Cowell and City Secretary Vada Ferris, V IS !TORS Visitors present were Messrs. Bill Spurgeon, Ivan J. Eubanks, Jack Nolen, L. E. Dennis, Jr., K. E. English, i3 i 1 1 Martin, Bill Ratliff; Chief of Police W. M. Sustaire; and Mrs, Betty Potthoff. RESOLUTION NO, 131, CANVASSING ELECTION BALLOTS Mrs. Reba Cromer, Election Judge, announc- ed the results of the Municipal Election; the Polls having closed at 7 :00 R.M. this date, for the purpose of electing three (3) Councilmen for a period of two (2) years. The results are as follows: Frank E. Douglass Bobby R. Fuller Bill Martin Don R. Warren Total Votes Cast 182 votes 184 votes 63 votes 1 :: votes 218 votes Mrs. Cromer stated that the results of the Election indicate that Don R. Warren, Bobby R. Fuller and Frank E. Douglass have received the highest number of votes for the Office of City Councilmen, Mrs. Cromer presented election documents to the Mayor and City Secfetary, in compliance with the regulations governing elections. . City Secretary Vada Ferris presented Resolution Number 131, for the purpose of approving the results of the election, Councilman Byers made the motion to ap- prove Resolution Number 131, which resolves that the canvass of the votes of the election approve that Don R. Warren, Bobby R. R.uller and Frank E. Douglass have received the highest number of votes for the office of City Councilmen, and are 12 (Page Two, Minutes of Called Meeting, Euless City Council, April 5, 1966) hereby elected to the Office of City Councilmen for two years. Councilman Fuller seconded the motion, c.nd:. and the votes is as follows: Ayes: Councilmen Byers, Fuller and Warren Nays: None Mayor Fuller declared the motion carried and thanked Mrs. Cromer for having served as Election Judge. MOTOROLA CONSOLE FOR POLICE DEPARTMENT City Manager Cowell stated that Mr, Spurgeon, representative of Motorola, Inc., was present to discuss the radio console to be considered for placement in the new Police Quarters, at the Civic Center. (Mayor and Members of Council were presehted pictures and information on console, prior to this meting.) Mr. Spurgeon stated that the console will make dispatching more effective, and that the ideal time to place a console, is at the time of construcfion of a building. He stated further, that this console sells 1 for approximately $4,300.00 and can be purchased for $3,700.00; 'Remote relays coste $65.00 each. Mr. Spurgeon stated that a tape recordet can be attached to 'this con- sole which will monitor all telephone calls; however, there is an additional charge for the -tape recorder. The Chief of Police pointed out that the Police and Fire Departments' calls are, possibly, the -ones that need to be recorded. It was pointed m1t that this console is only to remote the present city equipment. The City Manager stated that he and Chief of Police .Sustaire recommend that the City purchase this console, and that the cost will be approximately $4,100.00 for the console and the necessary equipment for the Water Department. Mr. Spurgeon stated that, in his opinion, the City Manager, Chief of Police and, possibly others, should have one of the phone type fixtures,in their offices, which will enable them to be in closer contact with all units. Mr. Spurgeon pointed out that there are several special features on this console, and that many cities are equipping their facilities with - the tape recorder. After considerable discussion, Councilman Byers made the motion to concur with the recommendations of the City Manager and (Page Three, Minutes of Called Meeting,' Euless C -irtyi Counci 1; Aori l S. 19661 and Chief of Police to purchase this console for approximately $4,100.00. Council- man Fuller seconded the motion, and the vote is as follows: Ayes: Councilmen Byers, Fuller and Warren Nays: None Mayor W. G. Fuller declared the (Motion carried. Mr. Spurgeon mentioned that the tape re= corder and other features could be added at a later date, if the Council so desires. The City Manager stated that he considers that five (5) telephone units would be necessary for the City'of Euless. Mr. Spurgeon thanked the Council for this and fence . r BIDS ON EXECUTIVE CAR City Manager Cowell reviewed the bids on the executive car, which were opened on April 1, 1966, at 2:00 P.M., at Euless City Hall, and each member of the Council was presented a copy of the bid tabulation on the date of the bid opening.' been advised by Bob Cooke Motors, one of the �brddersgetrhaat tnedspeciricationsaaid not call for power steering; however the.value of the car, when trading, would be greater if equipped with power steering, which wi I I cost approximately $70.00. Vandergriff Enterprises $2,646.00 $2,$95 .16 Ford Galaxie 500 Chevrolet Impala City Secretary Vada Ferris stated that nine (9) bid letters had been mailed from the Administrative Offices, inviting bids. After discussion, Councilman Byers made the motion to accept the low bid of $2,6.46.00, as submitted by Bob Cooke, Inc. and that the car be equipped with power steering, at an approximate cost of $70.00. Councilman Warren seconded the motion, and the vote is as follows: Ayes: Councilman Warren, Byers and F u l l e r Nays: None Mayor W. G. Fuller declared the motion carried. April 5._1966), IV: APPOINTMENT LIST Mayor Fuller presented each'Member of the Council with a list of the various Commissions and Boards of the City, which will have vacancies within the next few weeks,. .Mayor:Fuller requested that each member of the Council submit recommendations for appointments to these groups, and that the appointments would be made at the first Regular Meeting in April. Mayor Fuller stated that Councilmen Warren, Fuller and Douglass will take the Oath of Office at the first Regular Council Meeting, April 12, 1966. V. DISCUSSION: HARWOOD ROAD CONSTRUCTION Mayor Fuller recognized Mr. Jack Nolen, who stated that it is his understanding that the construction plans on Harwood Road indicate that an island will be placed near the North Euless Elementary School, and that this island will deny the use of the North section of the road to him, as well as,some others in the vicinity. After considerable discussion, the Con- sulting Engineers were requested to evaluate this matter and present their conclu- sions - and possible recommendations at the next Council Meeting, April 12, 1966.
