A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EULESS,
TEXAS, AMENDING EARLY VOTING DATES FOR THE GENERAL
ELECTION FOR THE OFFICES OF MAYOR AND CITY COUNCIL
MEMBERS PLACE TWO AND PLACE FOUR TO BE HELD TUESDAY,
NOVEMBER 3, 2020.
WHEREAS, pursuant to the Election Code of the State of Texas and the Euless City
Charter, on January 14, 2020, the City Council approved Resolution No. 20-1565, ordering
a General Election to be held May 2, 2020; and
WHEREAS, in accordance with Texas Government Code, Section 418.016, on
March 13, 2020, the Governor of Texas, Greg Abbott, certified that the novel coronavirus
(COVID-19) poses an imminent threat of disaster and, under the authority vested in the
Governor by Section 418.014 of the Texas Government Code, declared a state of disaster
for all counties in Texas; and
WHEREAS, on March 18, 2020, Governor Abbott issued a proclamation
suspending Sections 41.0052(a) and (b) of the Texas Election Code to the extent
necessary to allow political subdivisions that would otherwise hold elections on May 2,
2020, to move their general and special elections for 2020 only to the next uniform
election date, occurring on November 3, 2020, without otherwise adjusting the term of
office; and
WHEREAS, on March 24, 2020, the City Council approved Resolution No. 20-1574,
postponing the general and special elections to be held May 2, 2020, to the next uniform
election date on November 3, 2020; and
WHEREAS, in order to ensure that elections proceed efficiently and safely when
Texans go to the polls to cast a vote in person during early voting or on election day for
the November 3, 2020 elections, the number of days in which polling locations will be
open during the early voting period has been increased, such that election officials can
implement appropriate social distancing and safe hygiene practices; and
WHEREAS, on July 27, 2020, Governor Abbott issued a proclamation suspending
Section 85.001(a) of the Texas Election Code to the extent necessary to require that, for
any election ordered or authorized to occur on November 3, 2020, early voting by
personal appearance shall begin on Tuesday, October 13, 2020, and shall continue
through the fourth day before election day; and
WHEREAS, Governor Abbott's July 27, 2020 proclamation additionally suspended
Section 86.006(a-1) of the Texas Election Code, for any election ordered or authorized to
occur on November 3, 2020, to the extent necessary to allow a voter to deliver a marked
mail ballot in person to the early voting clerk's office prior to and including on election day.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS, THAT:
SECTION 1.
The City Council of the City of Euless, Texas, at a regular meeting held this date,
does hereby extend early voting by personal appearance in accordance with the
Proclamation issued by the Governor of Texas on July 27, 2020. Early voting will begin
on Tuesday, October 13, 2020, and shall continue through the fourth day before election
day.
SECTION 2.
Early voting by personal appearance shall be conducted at the Euless Family Life
Senior Center, 300 Midway Drive, Euless, Texas, 76039, and at the County's Main Early
Voting location, 2700 Premier Street, Fort Worth, Texas, 76111. Branch offices for early
voting shall also be established as outlined in the joint election agreement with Tarrant
County.
Early voting by personal appearance will begin on Tuesday, October 13, 2020, and
will end on Friday, October 30, 2020, and the hours designated for early voting by personal
appearance shall be as set forth below:
October 13 —October 17 (Tuesday— Saturday) 8:00 a.m. to 5:00 p.m.
October 19 — October 23 (Monday— Friday) 8:00 a.m. to 5:00 p.m.
October 24 (Saturday) 7:00 a.m. to 7:00 p.m.
October 25 (Sunday) 11:00 a.m. to 4:00 p.m.
October 26— October 30 (Monday— Friday) 7:00 a.m. to 7:00 p.m.
SECTION 3.
Heider Garcia, Tarrant County Elections Administrator, 2700 Premier Street, Fort
Worth, Texas, 76111, or his successor is hereby appointed as Early Voting Clerk and Kim
Sutter, City Secretary, 201 N. Ector Drive, Euless, Texas, shall serve as Deputy Early Voting
Clerk. Applications for ballot by mail must be received by 12 noon or close of business,
whichever is later, by Friday, October 23, 2020 (Mailing Address: P. O. Box 961011, Fort
Worth, Texas, 76161-0011; Attention: Heider Garcia, Early Voting Clerk.)
SECTION 4.
The City Manager and the City Secretary, in consultation with the City Attorney, are
hereby authorized and directed to take any and all actions necessary to comply with the
provisions of the proclamation in carrying out and conducting the election, whether or not
expressly authorized herein.

August 11, 2020, by a vote of 7 ayes, 0 nays, and 0 abstentions.
