CALL TO ORDER.

Mayor William G. Fuller called the meeting
Quo order at 7 :45 P.M. in the conference room at the Euless City Hall with the
f o l l o w i n g Councilmen present: Councilman B i l l Byers, Bobby Fuller and Frank
Douglass. (Absent: Councilmen Don Warren and Harold Samuels.)
Also present were City Manager Lee Cowell,
City Attorney James Cribbs and City Secretary Vada Ferris.
Mr. Robert Caldwell, the City's Planning
Consultant, was also present.
PROGRESS REPORT:
UP- DATING MASTER PLAN
Mayor Fuller opened the meeting and
stated that the purpose of this meeting is to discuss Mr. Caldwell ls progress
in up- dating the City's Master Plan. Mr. Caldwell stated that the basic planning
is about 90% complete and that his firm has made some detailed studies of the
new a i r p o r t ; t h a t the a i r p o r t w i l l have a tremendous impact on the growth in
the City of Euless and on the character of the City of Euless for the next 25
years. He commented that Euless is rather limited as far as its growth is
concerned and that plans should be made for the entire area, He stated zoning
i s a very important factor, an essential i n order to protect the Euless
potential for the future. He stated that considerable multiple family dwelling
can be expected -- Aircraft business, also numerous .single family dwellings.
Mr. Caldwell informed the Council that his
firm is completing a preliminary land use map for presentation to the City
Council and Planning and Zoning Commission in the very near future.
Mr. Caldwell presented several maps for the
Council is viewing and discussion followed. The maps were as follows:
(1) An urbanization map with population at the 1960 level and then from
1960 to the summer of 1966;
(2) A population distribution map indicating where people live in the City
of Euless and that each dot on the map indicates twenty (20) persons;
( 3 ) A study area map showing what w i l l be needed and where, in the future;
(4) Land use as it is today;
(5) Density map.
Mr. Caldwell presented a map, in color, showing the proposed airport plans.
Members of the Council stated that a map of this type should be available at the
City Hall for those who wish to view it

Mr. Caldwell stated that he needs a map
showing Euless as it is now. The City Attorney stated that he would furnish such
a map to Mr. Caldwell. Mr. Caldwell suggested that the Council take a thorough
look at the zoning in the entire City. Mr. Cribbs informed Mr. Caldwell that
the City Council has proposed a zoning ordinance which would considerably expand
our present zoning abilities -- that no action has been taken, although this
proposed ordinance has been in the possession of the City - Council members
approximately two years.
Members of the Council agreed'that a
zoning ordinance should be the next step in the land planner.',s phase of the
program.
Mr. Caldwell stated that the zoning
ordinance should set up zoning classification for mobile homes which seems to be
the trend at this time. Mr. Caldwell discussed the population projection of
1963 to 1990, showing graphs of same, Mr. Caldwell stated that specific
zoning should be required for mobile homes. City Attorney Cribbs inquired if
there is criteria for zoning mobile homes. Mr. Caldwell answered negatively
stating that ordinances can be obtained from Florida and a few other states that
will be helpful in preparing such an ordinance.
Councilman Byers inquired about the plans
for Highway 157. Mr. Caldwell commented that, at this time, his fi -rm is
concentrating on the business areas in the City of Euless.
City Attorney Cribbs reminded those present
of the Charter provision which states that citizens can ask for an election to
vote against zoning, planning, etc.
It was discussed that there: should not be
speculative zoning. Mr. Caldwell stated that he is desirous of a joint Planning
and Zoning and City Council meeting very soon to discuss future planning for
the City of Euless.
REPORT ON BEDFORD-EULESS CONSOLIDATION
Mayor Fuller reported that Mr. Shirley
Peters stated that he plans to appeal the Bedford - Euless Consolidation case.
The Mayor further advised the Council that several individuals have employed a
Public Relations firm which is compiling data of the City of Bedford and the
City of Euless, in order to inform citizens of the financial and economical
status of both towns and the feasibility of the consolidation of the cities of
Bedford and Euless. However, Mayor Fuller stated that he is desirous of knowing
if the Euless City Council is in favor of this consolidation. Mayor Fuller
called on each member present, asking their opinion. Those Councilmen present
commented favorably of the consolidation. Mayor Fuller commented that the

consolidation of the two cities i s an ideal means of adding additional
territory to the City of Euless.
DISCUSSION: REVENUE BONDS AND
FINANCIAL ADVISORS' MEETING
• Mayor Fuller informed the Council that
recently Messrs. Morong and Vineyard had discussed with him and the City
Manager, the financial status of their firm uesulting from their purchase of
some of the City's bonds - and stated that they are desirous of recalling'
some of the bonds, (No action taken in this matter.)
IV.
CITY MANAGER'S DISCUSSION
WITH MR.' FLOYD DEACON
Mr. Cowell stated he had recently talked
with Mr. Deacon, who is concerned about the law suit which has been pending
for some time - that, from all indications, Mr. Deacon is anxious to finalize
this matter.
Mr. Cowell stated he informed Mr. Deacon
that the City could not lower his taxes from the present 25% now existing on
his property. He stated that Mr. Deacon stated that he plans to advise the
people involved in this matter not to take this case back to the Supreme Court.
Mr. Cowell commented that Mr. Deacon i s ready to finalize this - that he does
not wish to spend any more money fighting this case.

CITY ATTORNEY'S REPORT ON
BILL SMITH CASE

City Attorney Cribbs informed the Council
that the ruling in this case was in favor of the three (3) Euless officers
involved. However, these officers are on two (2) years probation. Mr. Cribbs
stated this matter should hot be discussed after this time.
