MINUTES
A regular meeting of the Planning and Zoning Commission was called to order by
Chairman Richard McNeese at 6:00 p.m. on August 4, 2020 in the in the Council
Chambers of City Hall, 201 North Ector Drive. Chairman Richard McNeese was present
in the Council Chambers, Vice Chairman LuAnn Portugal, and Commission Members:
Ronald Dunckel, Steve Ellis, Eric Owens, and Warren Wilson were present via video
conferencing.
During the Pre-Session Meeting:

The Euless Planning and Zoning Commission continued their meeting in the Council
Chambers at 6:30 p.m. for consideration of scheduled items.

ITEM 1. APPROVED PLANNING AND ZONING MINUTES
Commissioner Wilson made a motion to approve the minutes for the regular meeting of

July 21, 2020.
Commissioner Dunckel seconded the motion. The vote was as follows:

Chairman McNeese declared the motion carried. (6-0-0)
ITEM 2. HELD A PUBLIC HEARING FOR PLANNED DEVELOPMENT CASE
NO.20-03-PD AND RECOMMENDED DENIAL OF AN ORDINANCE
Chairman McNeese opened the public hearing at 6:35 p.m.
Senior Planner Stephen Cook gave a brief description of the case. The applicant's
request is to amend the Planned Development ordinance 1944, which establishes the
zoning for the Glade Parks development. This amendment would only apply to the subject
property located north of the existing QuikTrip store and south of the Bear Creek. The
amendment, if approved, allows a limited auto service shop to make application for a
Specific Use Permit for this property. Currently, that particular use is not permitted in the
Glade Parks PD permitted use table. All other provisions of the Glade Parks Planned
Development would apply to this parcel. The following Permitted Use Table would be
adopted through approval of the amendment:

This would effectively add a new permitted use entitled Limited Auto Service which would
be defined as:
"A facility offering minor vehicle services and maintenance such as oil changes;
replacement of batteries, wipers, lamps, and air filters; fluid exchange (e.g., transmission,
radiator, differential, a/c, etc.); and tire rotation; but excluding any mechanical repair or
body work. All services occur indoors and are completed in one business day or less,
with no overnight storage or keeping of customer vehicles."
The subject property is within the Glade Parks Commercial area as originally designated
in the Glade Parks PD. The size and configuration of this parcel, coupled with its' visibility
limitations, does not make the site commercially viable for other retail or restaurant uses.
Glade Parks contains almost 70 businesses that occupy approximately 670,000 square
feet. The only other end user that has considered this site was a car wash. With
appropriate site planning and use conditions, staff believes that a limited auto service
could operate appropriately on this specific location.

A specific use permit would be required for a limited auto service to locate on this parcel,
including an oil change and lubrication store. The specific use permit process requires
the applicant to provide a full site plan that meets all requirements of the Glade Parks PD.
The Planning and Zoning Commission and City Council have the authority through the
Specific Use Permit process to establish other conditions that would ensure the land use
operation is high quality and sustainable and has a positive relationship with surrounding
land uses. SUP's approved by the City of Euless typically contain conditions in which the
SUP is tied directly to a particular property owner, and to a business name. Any proposed
changes in these conditions requires the SUP to go through the process again for
consideration by the P&Z and City Council.
Previously approved Specific Use Permits for automotive services have included
conditions that all work on vehicles must be performed interior to the structure and no
merchandise may be displayed or stored exterior to the building. The conditions have
also included a specific list of services that the business will provide so that there is a
clear understanding that more intense repair procedures are not be allowed if not
approved in the original SUP.
The action that the Planning and Zoning Commission is being asked to consider is
granting entitlement for the land use with a Specific Use Permit. If the Planning and
Zoning Commission and City Council approves the PD amendment, Valvoline would
make application for a Specific Use Permit in the near future. Valvoline has made a
commitment to propose conditions in the SUP that would include a requirement that the
store be operated as a corporate store for a period of fifteen (15) years and that franchise
or independent operators are not permitted.
Staff recommends approval of the Planned Development Ordinance.
Chairman McNeese asked if the applicant was present.
The applicant Mr. Richard Galagos was present and wished to make a presentation;
however, due to technical difficulties the public hearing recessed at 6:42 p.m.
Chairman McNeese resumed the public hearing at 6:47 p.m.
Mr. Brad Williams, representative for Valvoline, made a short presentation. Mr. Williams
stated that Valvoline has been around since the 1980s and has many locations
throughout the DFW area. He gave a brief description of the lot in question and explained
its poor visibility and access restrictions, and that this lot would most likely not appeal to
a restaurant or retail developer. Therefore, Valvoline would like to place an instant oil
change store at this location. This location would only offer preventative vehicle
maintenance. There would be no body repair work nor any vehicles left over night.
Valvoline feels that this type of service would be a very low intensity use, very
inconspicuous, and have minimal impact to the district.
Mr. Williams addressed the store that was located on Highway 10 in Euless. He stated
that that store was not a corporate store and was always operated by Valvoline Express
Care Association, an independent operator. Once that operator no longer wanted to do

business at that location, Valvoline terminated the agreement along with the SUP and the
location no longer had any ties to Valvoline Corporation, Mr. Williams stated that with the
way this current SUP is written the same situation with the Highway 10 location could not
occur with the Glade Parks location. In other words this location could not be operated by
an independent operator but operated only by Valvoline Corporation.
Mr. Williams stated that he understands that the City of Euless is making sure that the
Glade Parks area is kept at a certain standard; however, he feels that the location of the
proposed Valvoline has a feeling of being outside of the Glade Parks development. The
building will be small and the aesthetics of the building will also blend in with the
surrounding buildings. The ample amount of landscaping along with the natural tree lines
will also provide somewhat of a visibility shield to the rest of the Glade Parks development.
Again making this location feel like a separate area and not part of the Glade Parks
development.
Chairman McNeese asked to hear from any proponents/opponents who wish to speak.
Seeing none, Chairman McNeese closed the public hearing at 7:05 p.m.
Commissioner Owens voiced concerns about the landscape. The proposed landscape
plans show what it would look like in 15 years, but what would it be like past the 15 years.
He feels that the landscape plays an important role in the Glade Parks development. He
also stated concerns about the lot due to the irregular shape of the property.
Commissioner Wilson also agreed with Commissioner Owens in that that presentation
given by Mr. Williams was very informative but would like to know how the landscaping
will be maintained and look like past the 15 years as shown.
Mr. Williams addressed the landscaping issues. He stated that the lease between
Valvoline and the property owner is for 15 years; therefore, the rendering of the proposed
landscaping is shown for 15 years. If after 15 years the location is still a prosperous
location then Valvoline will continue to operate and maintain the landscaping, but at this
moment they feel that Valvoline will occupy this property past the 15 years.
Commissioner Ellis asked Mr. Williams about the 15 year lease and what would happen
if Valvoline no longer operates at this location. If a new order were to occupy the location
would a new SUP need to be applied for?
Mr. Williams stated that as long as Valvoline is operating at the location they will follow
the ordnances but that if they left the property the new occupants would need to have a
new SUP and ordnances drawn up.
Mr. Cook also stated that if Valvoline leaves this location then the SUP and ordinances
would be terminated. If a new specific use owner or change in name occurs then it would
trigger the SUP process again. Then the Planning and Zoning Commission along with the
City Council could add further conditions to the new SUP.
Vice Chairman Portugal voiced her concerns over setting a precedence with this zoning
change.

Chairman McNeese also voiced the same concerns as Vice Chairman Portugal. That at
this date and time the proposal of putting a vehicle service store at the opening of the
Glade Parks development is not beneficial to the further development of the area.
A brief recess was taken at 7:16 p.m. and resumed at 7:20 p.m.
There were no further questions or comments presented by the Commission.
Chairman McNeese made a motion to deny Case No. 20-03-PD for a Planned
Development to change the zoning of 0.932 acres in the J. Doss Survey, Abstract No.
441 and the B.B.B. &C. Railroad Co. Survey Abstract No. 204 located east of Rio Grande
Boulevard, north of Cheek-Sparger Road from Planned Development(PD) District Zoning
to Planned Development(PD) zoning to allow limited auto service by Specific Use Permit.
Vice Chairman Portugal seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members:
Dunckel, and Owens
Nays: Commission Member: Ellis
Abstention: Commission Member: Wilson

ITEM 3. APPROVED FINAL PLAT CASE NO. 20-10-FP
Senior Planner Stephen Cook gave a brief description of the case. A final plat establishes
the appropriate easements for the development, enabling the required public
infrastructure to be constructed for the development. The final plat is for a single
commercial lot containing a retail lease building. The final plat conforms to the standards
of the zoning district.
The Development Services Group (DSG) has reviewed and certified the application has
met all of the information required for consideration by the City of Euless. Staff
recommends approval of the final plat.
There were no questions or comments presented by the Commission.
Vice Chairman Portugal made a motion to approve Case No. 20-10-FP for a Final Plat to
be located on 0.8852 acre out of the Villages of Bear Creek Addition, Block 11, Lot 6, to
be platted as Harwood/360 Addition, Block A, Lot 3 located at 1001 E. Harwood Road.
Commissioner Ellis seconded the motion. The vote was as follows:

Dunckel, Ellis, Owens and Wilson.

ITEM 4. APPROVED PRELIMINARY PLAT CASE NO. 20-02-PP
Senior Planner Stephen Cook gave a brief description of the case. The applicant
proposes to preliminary plat the above described property for single family detached
dwelling development. The intent is to subdivide the property into sixteen (16) buildable
lots and two (2) open space lots.
The technical aspects of the subdivision, including setback distances and placement of
easements, comply with the City of Euless Unified Development Code.
The Development Services Group has reviewed the proposed Preliminary Plat and has
certified that it meets the technical standards of the City of Euless. Staff recommends
approval.
There were no questions or comments presented by the Commission.
Commissioner Ellis made a motion to approve Case No. 20-02-PP for a Preliminary Plat
of 4.04 acres on L. Franklin Survey Abstract No. 513 to be platted as Bear Park Estates,
Block A, Lots 1-16, A and B located at the northwest corner of N. Main Street and Mid-
Cities Boulevard.
Commissioner Wilson seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members:
Dunckel, Ellis, Owens and Wilson.
Nays: None

ITEM 5. APPROVED REPLAT CASE NO. 19-07-RP
Senior Planner Stephen Cook gave a brief description of the case. The applicant
proposes a replat of the above described property in order to move a property line
between two lots currently platted as Lots 29 and 30. The lot line is shifted four (4) feet to
the north to enable a five (5) foot utility drainage easement to be placed on the south
property line of 325 Norman Drive. This will allow the homes under construction will meet
the minimum setback distances of the R-1 zoning district.
The Development Services Group (DSG) has reviewed and certified that the application

has met all of the information required for consideration by the City of Euless. Staff
recommends approval of the replat.
There were no questions or comments presented by the Commission.
Commissioner Dunckel made a motion to approve Case No. 19-07-RP for a Replat of 0.4
acres out of property previously platted as Oakwood Terrace Addition Block 5, Lots 29-
30 to Oakwood Terrace Addition Block 5, Lots 29R-30R, located at 323 and 325 Norman
Drive.
Commissioner Wilson seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members:
Dunckel, Ellis, Owens and Wilson.
Nays: None
