EULESS CITY COUNCIL
Monday, August 3, 2020
CALL TO ORDER
A special meeting of the Euless City Council was called to order by Mayor Linda Martin
at 7:01 p.m. on Monday, August 3, 2020, in the Council Chambers of City Hall, 201 North
Ector Drive.
Mayor Linda Martin was present in the Council Chambers. Mayor Pro Tern Jeremy
Tompkins, Council Members Tim Stinneford, Eddie Price, Perry Bynum, Harry Zimmer,
and Salman Bhojani were present via video conferencing.

INVOCATION
Mayor Linda Martin gave the invocation.
PLEDGES OF ALLEGIANCE
Council Member Salman Bhojani led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. AUTHORIZED THE CITY MANAGER TO PURCHASE AND
CONTRACT FOR THE INSTALLATION OF TWO WATER WELL
PUMPS, MOTORS, AND ASSOCIATED APPURTENANCES
Deputy City Manager Barker presented the item to the City Council and advised that
approval of this item would authorize Weisinger, Incorporated, 18150 Interstate 45 North,
Willis, Texas, to furnish and install new pumps and motors for the Far North and Fuller
Wells at a cost of$542,060.
Council Member Stinneford motioned to authorize the City Manager to purchase and
contract for the installation of two water well pumps, motors, and associated
appurtenances at the Far North and Fuller Wells, in the amount of $542,060, through
Weisinger, Incorporated.
Council Member Bhojani seconded the motion.

Mayor Martin declared the motion carried.
ITEM NO. 2. AWARDED BID NO. 013-20
Deputy City Manager Barker presented the item to the City Council and advised that three
bids were received and staff is recommending award of the bid to the low bidder, Knight
Erosion Control, Inc., 1222 Corporate Drive W Suite F, Arlington, Texas, in the amount of
$124,771.28.
Council Member Tompkins motioned to approve the award of Bid No. 013-20, for Channel
Improvements at the Texas Star Golf Course, Hole No. 9, and authorize the City Manager
to execute a construction contract with Knight Erosion Control, Inc., in the amount of
$124,771.28.
Council Member Bynum seconded the motion.

Price, Bynum, and Bhojani

ITEM NO. 3. APPROVED RESOLUTION NO. 20-1586
Finance Director Jewell presented the item to the City Council, and advised that recent
legislative changes require the designation of an officer or employee by the governing
body to calculate the no-new-revenue and the voter-approval tax rates.
Council Member Stinneford motioned to approve Resolution No. 20-1586, designating
the City Manager or his/her designee as the employee to calculate the no-new-revenue
tax rate and the voter-approval tax rate in accordance with the Texas Tax Code.
Council Member Price seconded the motion.

ITEM NO. 4. APPROVED RESOLUTION NO. 20-1587
Finance Director Jewell presented the item to the City Council, and advised that the City
of Euless was declared part of a disaster area on March 13, 2020, due to the COVID-19
global pandemic outbreak, and in accordance with the Texas Tax Code, the City Council
can direct the designated employee, who is calculating the no-new-revenue tax rate and
voter-approval tax rate, to calculate the voter-approval tax rate of the taxing unit in the
manner provided for a special taxing unit, which is at eight percent instead of 3.5 percent.
Council Member Price motioned to approve Resolution No. 20-1587, directing the
designated employee to calculate the voter-approval tax rate in the manner provided for
a special taxing unit pursuant to Section 26.041(c-1), Texas Tax Code.
Council Member Bhojani seconded the motion.

Price, Bynum, and Bhojani

ITEM NO. 5. SET PUBLIC HEARING ON FY2020-2021 PROPOSED CITY OF
EULESS BUDGET FOR AUGUST 17, 2020
C4.nCl_ICllpmber Bynum motioned to set a public hearing for August 17, 2020, 7 p.m. in
the Fins"--City Council Chambers regarding the proposed City of Euless Budget for
—Fiscal Yeai M020-2021.
Council MEn3ber Zimmer seconded the motion.

Price, Bynum, Zimmer, and Bhojani

Mayor Martin declared the motion carried.

ITEM NO. 6. PLACE A PROPOSAL TO ADOPT CITY OF EULESS AD
VALOREM TAX RATE ON THE AUGUST 24, 2020 AGENDA
Council Member Stinneford motioned to place a proposal to adopt a tax rate of 46.250 on
the August 24, 2020 agenda.
Council Member Bhojani seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 7. SET PUBLIC HEARINGS ON PROPOSED CITY OF EULESS AD
VALOREM TAX RATE FOR AUGUST 17, 2020
Council Member Bynum motioned to schedule a public hearing on the proposed City of
Euless Ad Valorem Tax Rate for August 17, 2020
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani
Nays: None
Mayor Martin declared the motion carried.
