CALL TO ORDER .

Mayor W. G. Fuller called the Regular
Meeting of the Euless City Council to order- at 8 :04 P.M., in the Euless City Hall
Council Chambers, with the following present:. Councilmen Frank Douglass, Harold
Samuels, .Don Warren, Bobby ,Fuller and Bill Byers.
Also present were City Manager Lee Cowell
and City Secretary Vada Ferris.

Consulting Engineer, Mrs. Martha Hand, Star Telegram reporter, Mrs. Betty Potthoff,
Mid - Cities Daily News reporter, and Mr. Joe Hendley.
SECOND READING, ORDINANCE NO. 291
City Manager Lee Cowell presented the
Second Reading of Ordinance No. 291, annexing certain territories lying adjacent
to the City of Euless, described by metes and bounds as follows:
Being a part of the J. E. Field Survey, Abstract No. 540, the B. Harrington
Survey, Abstract No. 808, the L. Franklin Survey, Abstract No. 513, the
G. Linney Survey, Abstract No. 939, and the J. M. Cummings Survey, Abstract
No. 302, Tarr.ant,County, Texas and being more particularly described by
metes and bounds as follows:
Reg inning: At the intersection of the South Line -of County Road No. 3036 and
the East Line of F. M. Highway-No. -157, said point being on the
South l i n e of the area described in Ordinance No. 57.
Thence: Southerly along and with the East R.O.W. Line of F: M. Highway
Noy. -1571 and the boundary line of said Ordinance No. 57, approxi-
-mately: 10,:600 feet to the North.l ine of County Road No. 3011,
said point being i n the North Line of the area described i n
Ordinance No. 48;
Thence: Easterly, along and with said North Line of County Road No. 3011
approximately 1,500 feet to a point in the West Line of the area
annexed to the City of Eu,les,s -through the provisions of Ordinance
No. 159;

Councilman Fuller made the motion to ap-
prove Second Reading �of. Ordinance No. 291. Councilman Warren seconded the motion,
and the vote -is as follows:

Second Reading of Ordinance! No. 292, which annexes certain territories lying ad-
jacent to the -C ity'of Euless, described by metes and bounds a". follows:
Being a part of the B. F. Crowley Survey, Abstract No. 320, Tarrant County,
Texas and being more particularly described by metes and bounds as-follows:
Beginning, at the intersection of the East line of County Road No. 3129 and
the North line of County Road No. 3011, said point being in
the North line of the area annexed through the provisions of the
City of Euless Ordinance No, 48;
Thence: Easterly, along and with said North line of County Road No. 3011,
a distance of 2,600 feet, more or less, to its intersection with
the West 1 i ne of County Road No. 3121 ;

Thence: Northerly, along and with said West line of County.Road No. 3.121,
a distance of 4,690 feet, more or less, to a point on said West

Councilman Douglass made the motion to ap-
prove Second Reading of Ordinance No. 292. Councilman Samuels seconded the motion,
and the vote i s as follows:
yes: Councilmen Byers, Douglass, Fuller, Samuels and Warren
Nays: None
Mayor Fuller declared the motion carried.

III.
RESOLUTION - SUPPORT CF PROPOSED
MEDICAL HOSPITAL
(Official copy of Ordinance No. 292 on
City Manager Cowell read a resolution
endorsing the efforts of civic leaders for the purpose of organizing a medical
hospital 'in the Hurst - Euless- Bedford area.
After discussion, Councilman Samuels made
the motion to approve the resolution as presented. Councilmen Fuller seconded the
motion, and the. vote i s ,a-s follows:
Ayes: Councilmen Byers, Fu ler„ Samuels and Warren
Nays: None
Abstained: Councilman Doug ass

IV.
CONS I DER APPO I NTEE M
PLANNING AND ZONING COMMISSION
City Secretary Vada Ferris presented a
letter, addressed to the Mayor and Council Members, from Mr. Paul Gates, which
stated that he i s moving from the City of Euless and requests that his resignation
as a Member of the Planning and Zoning Commission become effective immediately.
Mayor Fuller requested that Members of the
Council furnish names for possible appointees to the City Secretary on Wednesday,
December 28, 1966.
Councilman Samuels stated that he did not
have anyone in mind at this time.
Mayor Fuller stated that several people
had contacted him over the past few months, stating an interest in serving on City

Commissions. Mayor Fuller stated that he will appoint a member to the Planning and
Zoning Commission, if Members of the Council do not have names to submit for dis-
cussion.

Councilman Byers stated that he had been
contacted by citizens concerning the lack of street lights near the North-Euless
Elementary School on Harwood Road.
Mayor Fuller- stated that the request should
be submitted, in writing, to the City Manager, in order for it to be determined if
street lights are definitely needed in the area.
VI.
DRIVEWAY CONSTRUCTIONS ON VINE STREET
.Councilman Samuels stated• that he had been
contacted by a citizen on Vine Street, concerning a possible discrimination in the
pouring of the driveways in the area of construction.
Several members of the Council, the Mayor
and the City Manager stated that they' had been contacted by an individual in this
particular area.
Mr. Bill Ratl i f f stated.th -at his' off ice
had also been contacted by a citizen in this area, and he made every effort to ex- _
plain the pouring of the driveways. Mr. Ratliff stated that he would have to have
specific addresses to determine if there was a d4screparrcy in this matter.

Councilman Fuller made the - motion to ad-
journ. Councilman Warren seconded the motion, and the vote is as follows:
Ayes: Councilmen Byers, Fuller, Douglass, Samuels and. Warren
Nays: None I ,
Mayor Fuller declared the motion carried, and the meeting adjourned at 8;20 P.M.
