MayorFullerstatedthatthemeetinghad
beencalledforthepurposeofthe State Highway'sproposaltore
shapethedrainagechannelwhichnowexistsontheHomerFullerandAlexander
properties,CityManagerCowellstatedthatthe State HighwayDepartmentwants
reshapethischannelwithintheexistingeasementandlineaportionof
withconcrete.Cowellcommentedthatseveralmeetingshave been held
concerningthismatterandthat
RatliffhasmetwiththeStateHighway
onvariousoccasionstodiscusstheirproposal.largeblueprintofthearea
wasviewedandthosepresentandAlexander,who owns property
frontingHighwaystatesthatheobjectsbecausethehighway proposes an
opendrainagechannel
thathefavorsasewerwherehisproperty
connectwithFuller'sproperty.Fullerstatedthatheveryconcerned
aboutthismatter;thathefeelsthatthehighway'sproposal,followed
through,lowerthevalueofhisproperty.Fullerstatednow
naturaldrainage through thispropertyandtheHighwayDepartmentplansto
a
lowerthegrade about feetthenaturaldrainagewhichdropmore
theareathannormallydrainsintothechannel.
MayorFullerstatedthatthe State has
thechannelbeconcretelinedapproximately600feetand
notbecoveredthatthechannelintoapipebut the City,someone,
havebeartheexpensetheStatenotpay $13,000.00, whichthe
costtheproject,

MayorFullerstatedthattheCity did not
plananunderpassatthislocationandthereforenotintheplans.
CribbscommentedthattheCitymay
telltheStatethatthepropertyownersnotagreetotheirplan;however,
thispossiblyresultinalaw'suit.Alexanderstatedthattherea
concretepipeonHighwayandthat,inthe past, the water hasflowed
throughthispipeadequately;thattheHighwayproceedswiththeirplans
createagorgeonhisproperty.Alexanderstatedthathefeelsthat
acoveredconduitwouldbefeasible;however, he doesnotwant
thistransactionthathetheopinionthatstormsewercanbeput
inandnotasdeeplyinthegroundastheHighwayproposes;thattheHighway's
proposalcreatingadangerous

assumethefollowing:Thatnothingcouldbeworkedoutandthet
linefeetofthechannel;condemnthepropertyandletthedrainagecome
underthehighway,letdrainonthepropertyastheHighwayDepartmentpro

thecostofimpravementsresulti'ngwouldbetremendous.Hestatedthathedoes
notsaythatthishappen,buttheState could justdumpthewaterinon
the property andpaythepropertyownerdamagesandtheStatewouldnot
havetolinethechannel;theCitywouldbesaddledwiththeofthis
ageproblem,whichcouldbea.seriousandcostlyone.
MayorFullercommentedthattheState

OFAIRPORT AUTHORITY
Cribbs informed the Council that the
Legislature planning to enact a law creating the North Central Texas
port Authority, and that from all indications, the cities involved, and the
school district be unable to benefit from the taxes on the airport
property. He stated that an industry builds a facility on land belonging
to the Airport Authority, the city would have to receive the Airport Authority's
permissiontotaxthisfacility.Cribbscommentedonaletterwhichhad
beenwordedtosendtothe representatives inAustin.Hestated,inessence
thatthislawtryingtocreateataxexemptentitybycreatingtheAirport
