AlsopresentwereCity'ManagerLee CityAttorneyJamesCribbs,ConsultingEngineerRatliffandCitySecretary VadaFerris. TORS VisitorsinattendancewereHomer Fuller,AlexanderandhisassociateKnight. PROPOSAL STATEDEPARTMENT ,. .I. MayorFullerstatedthatthemeetinghad beencalledforthepurposeofthe State Highway'sproposaltore shapethedrainagechannelwhichnowexistsontheHomerFullerandAlexander properties,CityManagerCowellstatedthatthe State HighwayDepartmentwants reshapethischannelwithintheexistingeasementandlineaportionof withconcrete.Cowellcommentedthatseveralmeetingshave been held concerningthismatterandthat RatliffhasmetwiththeStateHighway onvariousoccasionstodiscusstheirproposal.largeblueprintofthearea wasviewedandthosepresentandAlexander,who owns property frontingHighwaystatesthatheobjectsbecausethehighway proposes an opendrainagechannel thathefavorsasewerwherehisproperty connectwithFuller'sproperty.Fullerstatedthatheveryconcerned aboutthismatter;thathefeelsthatthehighway'sproposal,followed through,lowerthevalueofhisproperty.Fullerstatednow naturaldrainage through thispropertyandtheHighwayDepartmentplansto a lowerthegrade about feetthenaturaldrainagewhichdropmore theareathannormallydrainsintothechannel. MayorFullerstatedthattheCity did not plananunderpassatthislocationandthereforenotintheplans. CribbscommentedthattheCitymay telltheStatethatthepropertyownersnotagreetotheirplan;however, thispossiblyresultinalaw'suit.Alexanderstatedthattherea concretepipeonHighwayandthat,inthe past, the water hasflowed throughthispipeadequately;thattheHighwayproceedswiththeirplans createagorgeonhisproperty.Alexanderstatedthathefeelsthat acoveredconduitwouldbefeasible;however, he doesnotwant thistransactionthathetheopinionthatstormsewercanbeput inandnotasdeeplyinthegroundastheHighwayproposes;thattheHighway's proposalcreatingadangerous RatliffstatedthattheCouncilcan assumethefollowing:Thatnothingcouldbeworkedoutandthet linefeetofthechannel;condemnthepropertyandletthedrainagecome underthehighway,letdrainonthepropertyastheHighwayDepartmentpro poses and thathe does notthinkthattheCitycantakethisresponsibility thecostofimpravementsresulti'ngwouldbetremendous.Hestatedthathedoes notsaythatthishappen,buttheState could justdumpthewaterinon the property andpaythepropertyownerdamagesandtheStatewouldnot havetolinethechannel;theCitywouldbesaddledwiththeofthis ageproblem,whichcouldbea.seriousandcostlyone.
