EULESS CITY COUNCIL
Tuesday, September 8, 2020
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, September 8, 2020, in the Council Chambers of City Hall, 201
North Ector Drive. Mayor Linda Martin was present in the Council Chambers. Mayor Pro
Tem Jeremy Tompkins, Council Members Tim Stinneford, Eddie Price, Harry Zimmer,
and Salman Bhojani were present via video conferencing. Council Member Perry Bynum
joined the meeting via video conferencing at 4:34 p.m.
During the Precouncil meeting:
➢ City Manager Loretta Getchell reviewed the regular agenda.
Ms. Getchell also expressed her appreciation to the Police Department and the
Criminal Investigations Division for quickly identifying suspects and taking them in
custody following a homicide investigation.
Mayor Martin agreed and was grateful to Police Chief Mike Brown for the quick work
by his department.
➢ Emergency Management Coordinator Suzanne Hendrickson provided an update
regarding the COVID-19 pandemic, including the current statistics worldwide,
statewide, and locally. She reviewed the new online Tarrant County Schools
Dashboard, which tracks cases by school. Additionally, she reviewed the latest
Executive Orders issued by Texas Governor Greg Abbott, and actions taken by
Tarrant County Judge Glen Whitley, and the status of potential vaccines.
➢ City Manager Getchell provided the West Nile Virus update and advised that the
northeast Tarrant County area is experiencing an unusually high rate of mosquitos
testing positive for the West Nile Virus. Tarrant County Public Health is
recommending an aerial spray of the affected areas and will fund 50 percent of the
cost. She requested feedback regarding participation in the aerial spraying.
Discussion ensued regarding public service announcements regarding the aerial
spraying and current City measures being taken. The City Council was in agreement
to participate with Tarrant County in the aerial spraying.
➢ Assistant to the City Manager Betsy Deck presented the Atmos Rate Review
Mechanism (RRM) update and stated the Atmos Mid-Tex Cities Steering Committee
negotiated with Atmos to decrease the proposed system-wide revenue increase of
$141.2 million to $102.2 million. She advised that an item will be presented at the
September 22, 2020 City Council meeting for consideration to approve the negotiated
settlement set to take effect in December 2020. The average residential bill will
increase by $5.15.

➢ Deputy City Manager Chris Barker provided the Texas Coalition for Affordable Power
(TCAP) update and advised that the City's current electricity contract is set to expire
December 31, 2022. He introduced TCAP Executive Director Margaret Somereve to
provide additional details.
Ms. Somereve provided information regarding the City's current contract as well as a
new strategic hedging option available to the City.
Mr. Barker requested input from the City Council regarding the strategic hedging
option. With no objections, he advised that an item will be brought forward for City
Council consideration at a future meeting.
➢ Finance Director Janina Jewell provided the Financial update for the period ending
July 31, 2020, and advised that car rental tax collection was down 58 percent over
the same period last year and 25 percent year to date.
➢ City Manager Getchell provided the Capital Projects update and advised that Fire
Station #1 is moving to the temporary fire station as renovations begin.

The City Council convened into closed session at 5:30 p.m. for deliberation regarding the

551.072 of the Texas Government Code related to:

The appointment, employment, evaluation, reassignment, duties discipline or dismissal
of a public officer or employee as authorized by Section 551.074 of the Texas
Government Code related to:
• Planning and Zoning Commission and Zoning Board Adjustment
Mayor Martin recessed closed session at 5:47 p.m.

CONSENT AGENDA (items 1 through 4)
Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 1
through 4.
Mayor Pro Tem Tompkins seconded the motion.

ITEM NO. 1. APPROVED RENEWAL OF BID NO. 013-19
Approved renewal of Bid No. 013-19 to Atlas Utility Supply Company, 2301 Carson Street,
Haltom City, Texas, and Ferguson Waterworks, 2650 South Pipeline Road, Euless,
Texas, for the purchase of pipe, clamps, fittings, meter boxes, fire hydrants and other
water utility repair materials. Contracts are awarded to both companies, as primary and
secondary suppliers, based on pricing of product categories. This is the first of two one-
year renewals as allowed in the original bid. The estimated expenditure is $150,000.

ITEM NO. 2. APPROVED AWARD OF BID NO. 016-20
Approved award of Bid No. 016-20 for Channel Improvements at the Texas Star Golf
Course, Hole Number 9, and authorized the City Manager to execute a construction
contract with Knight Erosion Control, Inc., 1222 Corporate Drive W#F, Arlington, Texas.
The total estimated expenditure is $129,970.
ITEM NO. 3. APPROVED RESOLUTION NO. 20-1592
Approved Resolution No. 20-1592, authorizing submittal of an application to the Office of
the Governor for the FY21 Edward Byrne Memorial Justice Assistance Grant for the
purchase of crime scene equipment and technology and designating the Police Chief as
the authorized official to act on the behalf of the City of Euless to apply for, accept, reject,
alter, or terminate. This grant has no match requirement and no costs to the City of
Euless.

Approved City Council minutes of the special called meeting of August 17, 2020, and the
regular meeting of August 24, 2020.
REGULAR AGENDA
ITEM NO. 5. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 20-
11-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2259
Mayor Martin opened the public hearing at 7:06 p.m.
Director of Planning and Economic Development Collins presented the item to the City
Council and advised that the applicant, Kelsi George representing Urban Grooming
located at 101 West Glade Road, Suite 201, is seeking a revised Specific Use Permit to
change the owner of record for the business. The Specific Use Permit that was last
approved by the City Council was in March 2017. Additionally, the Planning and Zoning
Commission held a public hearing on August 18, 2020, and recommended approval of
the Specific Use Permit by a vote of 7-0-0 with the following conditions:
1) The Specific Use Permit is tied to the business owner; Kelsi George;
2) The Specific Use Permit is tied to the Business Name: Urban Grooming LLC;
3) All animals shall be kept within clean and safe conditions;
4) Tracking of animal vaccinations shall be kept within business records; and
5) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:08 p.m.

Council Member Bhojani motioned to approve Ordinance No. 2259, approving a Specific
Use Permit in the Glade Crossing Shopping Center, Block 1, Lot 1R1A, 101 W. Glade
Road, Suite 201 for Dog Grooming, Day Care, and Kenneling in the Community Business
District (C-2).
Council Member Bynum seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 6. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2260
Deputy City Manager Barker presented the item to the City Council and advised that
Ordinance No. 2260 updates the language in Chapter 10, "Animals," of the City of Euless
Code of Ordinances to correspond with the recently adopted amendments to Chapter 30,
"Fees," and provides that a person adopting an animal from the City shelter may take the
adopted animal to a veterinarian of their choice for rabies vaccination and spay or
neutering. Mr. Barker advised of an amendment to the "confidentiality" section by adding
"to the extent allowed by law" following the first sentence as it relates to the adopters'
personal information.
Council Member Price motioned to approve Ordinance No. 2260, amending the City of
Euless Code of Ordinances, Chapter 10, "Animals," Section 10-168, "Adoption of dogs or
cats" with the amendment as presented.
Council Member Stinneford seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani
Nays: None
Mayor Martin declared the motion carried.
