HomeMy WebLinkAbout2020-02-06TEEN COURT ADVISORY BOARD MINUTES MEETING OF FEBRUARY 6 2020 STATE OF TEXAS § COUNTY OF TARRANT § CITY OF BEDFORD § The Teen Court Advisory Board of the cities of Hurst, Euless and Bedford, Texas met at 6:00 p.m. at Bedford City Hall on the 6th day of February, 2020 with the following members present: HURST: Bien Camungol, Lorrie Dickerson EULESS: Robin Edwards, David Lawwill, Renu Sloan BEDFORD: Chris Morrison, Kathleen Toms TEEN REPRESENTATIVES: Hurst Council Liaison — Cathy Thompson Bedford Council Liaison — Euless Council Liaison — Eddie Price HEB Teen Court Coordinator — Mindy Eichorst HEB Senior Teen Court Clerk — Also present: Hurst City Secretary — Rita Frick Euless Staff Liaison — Bedford Court Manager — Hurst Court Manager — HEB Teen Court Teen Liaison. Bedford Administrative Services Director - MEMBERS NOT PRESENT: Diana Howard, Lucy Snearley, Nancy Welton CALL TO ORDER Chairperson Kathleen Toms called the meeting to order at 6:00 p.m. with a quorum of seven Board Members present. APPROVAL OF MINUTES 1. Consider approval oft following Teen Court Advisory Board minutes: a) January 9, 2020 Regular Meeting b) January 9, 2020 Gala Committee Meeting Robin Edwards made a motion to approve the January 9, 2020 Regular Meeting and the Gala Committee Meeting minutes and Bien Camungol seconded the motion and all were in favor. 2. Introductions Everyone that was present in the room reintroduced themselves. OLD BUSINESS 3. Discuss and possibly take action on items as they relate to 2020 annual Teen Court Scholarship Gala, Chairperson Kathleen Toms mentioned that Vice -Chairperson Bien Camungol will be doing the Invocation at the Gala. Teen Court Coordinator mentioned she will be ordering the invitations on Friday (February 7, 2020) from Office Depot, Ms. Eichorst also mentioned utilizing EventBrite (City of Bedford's account) instead of PayPal and each of the City's social media outlets along with magazines and newsletters. David Lawwill mentioned posting a copy of the invitation to the City of Euless Police Department Facebook page because of the interest via the followers. Ms. Eichorst also mentioned that she is working on getting the QR code to be added to the invitations. Bien Camungol asked Hurst City Secretary Rita Frick about linking the QR Code and any other information to the Hurst website and Ms. Frick suggested contacting the City of Hurst Communications Coordinator. Kathleen Toms reminded everyone to bring donations to the April Advisory Board Meeting to allow for prepping the items. Each Board Member is asked to bring a minimum of three items. David Lawwill suggested auctioning (live auction) a ride -along with the local police department and sitting in police dispatch. Mr. Lawwill works for Fossil and mentioned he may be able to get a few watches or handbags donated. Chris Morrison suggested an idea about "Mayor for the Day" where a teen can shadow the Mayor, sit in on a City Council Meeting, and have a street sign with their name presented to them. City of Euless Councilman Price mentioned the Euless Chief of Police would be happy to assist with the ride along and would look into providing a street sign. Councilman Price also added that the Euless Chief of Fire would also be happy to assist with a ride along. NEW BUSINESS 4. Discuss and possibly take action on the Scholarship Applicants. The Scholarship Committee suggested the following scholarship amounts to the teen recipients: Brinda Giri $1,000, Sean Toney $1,000, Jonah Engelmann $1,500, Cody Smith $1,500, Sean Steves $1,000, and Gabriel Covarrubias $1,250 for a total of $7,250. Chairperson Kathleen Toms made a motion to approve $7,250 in scholarship monies and Robin Edwards seconded the motion. Everyone was in favor. 5. Discuss and possibly take action on a date for the next Teen Court Gala Committee Meeting. The next Teen Court Gala Committee Meeting will be on Thursday, April 2, 2020 at 5:00 p.m. at Bedford City Hall, upstairs conference room. 6. Discuss and possibly take action on a date for the next Teen Court Advisory Board Meeting. Kathleen Toms asked if a March Advisory Board Meeting was necessary and David Lawwill asked for clarification as to why there would not be a need for a meeting. He felt that a March meeting would be good. There were several conflicts with the first and second Thursdays of the month of March but March 19, 2020 was suggested. Robin Edwards made a motion for March 191 2020 and David Lawwill seconded the motion and all were in favor. The next Advisory Board Meeting will be on March 19, 2020 at 6:00 p.m. at Bedford City Hall, upstairs conference room. Teen Court Coordinator Mindy Eichorst went over the Coordinator Report and the Revenue and Expenditures of the Teen Court Scholarship Fund. Ms. Eichorst mentioned there was a discrepancy from the December Revenue and Expenditures Report. There was a deposit in the amount of $754.66 from the City of Hurst that Ms. Eichorst thought was for a donation but it was for the City of Bedford Finance Department. City of Bedford Finance Department took care of the matter by transferring the amount to the correct account. David Lawwill asked a question about the Coordinator's report in regards to repeat offenders and recidivism amongst the teens. Ms. Eichorst explained that there are not any numbers that are tracked. Each Municipal Court has their own software and does not have access to two of the three cities' software systems. Ms. Eichorst went on to explain that there is not one State of Texas Teen Court database that can add the teens' information to. ADJOURNMENT Robin Edwards entered a motion for the meeting to be adjourned and Renu Sloan seconded the motion an all voted in favor.
