HomeMy WebLinkAbout2020-09-22MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, September 22, 2020 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:34 p.m. on Tuesday, September 22, 2020, in the Council Chambers of City Hall, 201 North Ector Drive. Mayor Linda Martin was present in the Council Chambers. Mayor Pro Tern Jeremy Tompkins, Council Members Tim Stinneford, Eddie Price, Perry Bynum, Harry Zimmer, and Salman Bhojani were present via video conferencing. During the Precouncil meeting: ➢ City Manager Loretta Getchell reviewed the regular agenda. Discussion ensued regarding engine noise from the fire trucks and the diesel extraction system as related to agenda Item #6. ➢ Emergency Management Coordinator Suzanne Hendrickson provided an update regarding the COVID-19 pandemic and provided the current statistics worldwide, statewide, and locally. She reviewed the Tarrant County Schools Dashboard and advised that on Monday, September 21, 2020, Tarrant County Public Health recommended returning to online learning based on information available in the dashboard. Additionally, she reviewed the status of potential vaccines and the latest Executive Orders issued by Texas Governor Greg Abbott including guidelines for nursing homes and long term care centers as well as increasing capacity in restaurants to 75 percent. City Manager Getchell addressed the City Council regarding the possibility of resuming in person meetings should Tarrant County continue to report no significant increases in the COVID-19 case numbers. She advised that staff is proposing a room configuration to meet the recommended social distancing protocols that would allow the members of the City Council to resume in person meetings as soon as October 13, 2020. Discussion ensued regarding the proposed changes and health protocols. The City Council was in agreement to return to meeting in person as long as the number of cases do not increase significantly. ➢ Director of Public Works and Engineering Hal Cranor presented the quarterly Public Works Department update, including the status of current construction and road projects, water and sewer maintenance, and new employees. ➢ Director of Parks and Community Services Ray McDonald presented the Parks Department update, including the status of the Parks at Texas Star Phase VII renovations. Council Minutes Page 2 of 6 September 22, 2020 ➢ Finance Director Jewell presented the Financial Report for the period ending August 31, 2020. She reported that sales tax collections for the month of July were down 3.65 percent over the same period last year. Additionally, she advised that car rental tax collections were down 58 percent from prior year (July) and down 25 percent year to date. CLOSED SESSION The City Council convened into closed session at 5:50 p.m. for deliberation regarding the following: The purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code related to: • Cresthaven Addition Mayor Martin recessed closed session at 6:15 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:01 p.m. for consideration of scheduled items. Council Member Stinneford motioned to approve the consent agenda items number 1 through 5. Mayor Pro Tern Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford, Price, Bynum, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 1. AUTHORIZED THE CITY MANAGER TO EXECUTE A DISCRETIONARY SERVICE AGREEMENT Authorized the City Manager to execute a Discretionary Service Agreement with Oncor Delivery Electric Company, LLC for the relocation of a 300kVA pad mounted transformer and burying approximately 650 linear feet of overhead 2-phase primary along with removing approximately 650 linear of open wire secondary utilities for the Parks at Texas Star Phase VII. The estimated expenditure is $57,939.44. ITEM NO. 2. APPROVED A JOB ORDER CONTRACT Approved a Job Order Contract (JOC) with ABM Building Services, LLC, Fort Worth, Texas for HVAC services through The Interlocal Purchasing System (TIPS) #RCSP 181101. This contract will allow for the maintenance, repair, and procurement of equipment and services needed to maintain, and or replace HVAC systems and components throughout the year. The estimated expenditure is $80,000 and will be on an as needed basis. ITEM NO. 3. APPROVED RENEWAL OF BID NO. 009-17 Renewed Bid No. 009-17, for new plumbing installations, plumbing maintenance and repair services to Concord Commercial Services, Inc., 11400 Long Street, Balch Springs, Texas. The bid provided for an initial contract for a period of one year with an option to renew for three additional one-year terms. This request represents the last of the three optional renewals. The estimated annual expenditure is $60,000. ITEM NO. 4. APPROVED RESOLUTION NO. 20-1591 Approved Resolution No. 20-1591, authorizing the City Manager to execute the Texas Coalition for Affordable Power (TCAP) Professional Services Agreement (PSA) and Gexa Council Minutes Page 4 of 6 September 22, 2020 Energy's (Gexa) Commercial Electric Service Agreement (CESA) relating to participation in TCAP's Strategic Hedging Program (SHP). ITEM NO. 5. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of September 8, 2020. REGULAR AGENDA ITEM NO. 6. HELD PUBLIC HEARING REGARDING PLANNED DEVELOPMENT 20-04-PD AND APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2261 Mayor Martin opened the public hearing at 7:06 p.m. Director of Planning and Economic Development Collins presented the item to the City Council and advised that the City of Euless is seeking to change the zoning on 1.38 acres at the northwest corner of East Ash Lane and Hope Drive. Fire Station No. 1 has served the citizens of Euless for several decades from its location on East Ash Lane. During recent years, new and larger fire trucks have been put into service. The size and configuration of the site and the building became less efficient and effective. Therefore, the city acquired additional property located immediately adjacent to the east of the current fire station. Purchase of this property enables a new fire station to be developed on an expanded site that would improve internal circulation and ingress/egress for the fire trucks and provide a safe, quality facility for our fire personnel to operate from for the next 40 years. The proposed Fire Station No. 1 is approximately 12,983 square feet. The new structure contains storage for firefighting equipment, offices, housing for the fire department shift employees, and four drive -through bays that are oriented parallel to Ash Lane. Mr. Collins advised that after further evaluation a wood fence would be placed on the north side of the property instead of a masonry screening wall. Additionally, the Planning and Zoning Commission held a public hearing on September 1, 2020, and recommended approved of the Planned Development ordinance by a vote of 7-0-0. Mayor Martin asked to hear from any proponents followed by opponents of the item. There being none, Mayor Martin closed the public hearing at 7:15 p.m. Mayor Pro Tern Tompkins inquired about the fencing surrounding the property and if shining headlights would be an issue for nearby residents. Mr. Collins advised that a two -foot retaining wall as well as an eight -foot fence will serve to block headlights from nearby residences. Council Member Bhojani motioned to approve Ordinance No. 2261, amending the City of Euless Code of Ordinances, Chapter 84, Unified Development Code, amending the City of Euless zoning district map on approximately 1.38 acres in the Ben F. Crowley Survey, Council Minutes Page 5 of 6 September 22, 2020 Abstract No. 320, Tract 2A and Oakwood Acres Estates, Block 1, Lots 5 and 6 by changing the zoning from Two Family Dwelling (R-2) district and Single Family Detached Dwelling (R-1) district into Planned Development (PD) district zoning. Council Member Bynum seconded the motion. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. -_ 2262 Assistant tam City Manager Betsy Deck advised that on March 31, 2020, Atmos filed a `RaOe Review Mechanism (RRM) request for an annual increase in system wide revenue 6f-$14).2.-0lRon, $102.2 million of which would apply to ACSC members. The ACSC -ExQrut�`Committee has reviewed this request and negotiated with Atmos for an agreed upon $9'D million to begin on December 1, 2020, rather than October. The impact of the settlef ient on average residential rates is an increase of $5.15 on a monthly basis, or 9.9 percent. The increase for average commercial usage will be $15.48 or 6.56 percent. Council Member Price motioned to approve Ordinance No. 2262, approving a negotiated settlement between the Atmos Cities Steering Committee and Atmos Energy Corporation, Mid -Tex Division regarding the company's 2020 Rate Review Mechanism (RRM) filings. Council Member Bynum seconded the motion.
