In the first order of business, the Secretary was instructed to pay for a telephone call made by Warren Fuller to Mr. Wisenbaker in Tyler concerning the recent water shortage in the Village. Next the matter of water rights in Bell Ranch Terrace Addiiton was taken under consideration, in view of the fact that the developer, Mr. T. H. Parham, has recently, without franchise or permit, opened one street and laid water lines. After due discussion, a motion was made by M. L. Anders that-Mayor Umphress call Mr. Parham requesting that he desist from further cutting of streets and laying of water lines until he secured proper franchise, -and also authorize Attorney Gleason to f i I e legal proceedings for court action against Mr. Parham or others who might attempt such operations. This motion was seconded by A. E. Tillery. The vote was unanimously in favor. Finally the matter of changing the incor- poration of the "Village of Euless" to the "City of Euless" was brought up. Ample discussion brought out the fact that the Village could now legally qualify as a city -;and that many advantages would be obtained by operating as a city rather than a village. Therefore, the following motion was made by M. L. Anders: That the Village of Euless be changed to the City of Euless. K H. fuller offered a second. The vote was unanimously in favoe. The meeting adjourned at 2:45 p.m. /s/ J. S. Anderson Secretary /s/ Joe Umphress Mayor
