HomeMy WebLinkAbout1968-04-2371 Regular Meeting of the Euless City Council April 23, 1968 ..,t CALL TO ORDER The regular meeting of the Euless City Council was called to order at 8:15 P.M., in the Council Chambers of Euless City Hall by Mayor W. G. Fuller. The following Councilmen Were present: Messrs. Frank Douglass, Don Warren, Dan Shull and Harold Samuels. (Council- man Bill Byers - Absent). Also present were City Manager C. J. Griggs, City Attorney James Cribbs and City Secretary Vada Ferris. I NVOC AT I ON The Invocation was presented by Council- man Harold Samuels. VISITORS Visitors in attendance are listed as follows: Mr. and Mrs. C. J. Soles; Mesdms. Betty Potthoff and Martha Hand; i Messrs. R. D. Wise, Bill Ratliff, Richard Parks and Doctor, Carmichael. APPROVAL OF MINUTES- The minutes of the regular meeting dated April 9, 1968 were approved as written. I. SECOND READING - ORDINANCE NO. 332 REZONING 26.103 ACRES FCR PROPOSED MEDICAL HOSPITAL, D3CTCR BURT HYDE, (ZONING CASE NO. 172) City Secretary Vada Ferris presented second reading of Ordinance No. 332 rezoning from "A" Residential to "C" Commercial, 26.103 acres for proposed Medical Hospital requested by Doctor Burt Hyde, and stated this is a Condition - Subsequent Ordinance. (Zoning Case No. 172) Councilman Samuels made the motion to approve second reading of Ordinance No. 332 as presented.. Councilman Shull seconded the motion and the vote is as follows: 72 (Pape Two, Regular Meeting of the Euless City Council, April 23, 196 8) Ayes: Councilmen Samuels, Shull and Douglass Nays: None Abstained: Councilman Don R. Warren Mayor Fuller declared the motion carried. SECOND READING - ORDINANCE NO. 333 - REZONING PROPERTIES AT NORTHWEST CORNER OF NORTH.MAIN AND HARWOOD (ZONING CASE NO. 175 ) City Secretary Vada Ferris presented second reading of Ordinance No. 333 rezoning as follows: 6.2 acres, from "A" Residential to "B" Local.Business 12.6 acres, from "A" Residential to "B" Local Business 10 acres, from "A" Residential to "A -3" Apartments 0.5 acres, from "A" Residential to "C" Commercial requested by Euless Developers, and stated this is a Condition - Subsequent Ordinance. (Zoning Case No. 175) 1 Councilman Douglass made the motion to approve second reading of Ordinance No. 333 as presented. Councilman Warren seconded the motion and the vote is as follows: Ayes: Councilmen Warren, Douglass, Shull and Samuels Nays: None Mayor Fuller declared the motion carried DISCUSSION: ZONING CASE NO. 173 (PROPOSED MEDICAL HOSPITAL - MR. SEARCY DOBKINS) Councilman Samuels advised that he has inquiries concerning the date for a decision by the Council on Zoning Case No. 173. 'Mayor Fuller stated that this item had been tabled by the Council at a previous meeting, in order that the land owners might give consideration to comments concerning traffic problems submitted by the Land Planner, Robert Caldwell. Councilman Shull inquired if the land owners would have the opportunity to discuss these problems with Mr. Caldwell. 73 (Pape Three, Regular Meeting of the Euless City Council, April. 23, 196$) i Mayor Fuller stated that the land owners have been advised that the City Manager and City Engineers would assist them if they so desire. V. Mayor Fuller stated the Preliminary Plat for Crossroads Addition for I. C. Deal Investments, although listed on the agenda, was deleted at the applicant's request. V. LETTER OFFERING SITE FCR MEDICAL HOSPITAL FACILITY (HIGHWAY NO. 157) Mayor Fuller briefed the Council on a letter received from Doctor Burt E. Hyde and Associates, dated April 18, 1968, in which five (5) acres of land was offered to the City without cost, for the use of a community hospital site. Mayor Fuller stated that he considers this a fine getture on the part of Doctor Hyde and his associates; and recommends that the City Council submit a letter to the Euless representatives serving on the Hospital Authority, strongly ur§mgg their investigation of the feasibility of locating a Community Hospital on this site, and present their recommendation to the entire hospital authority membe rs h i p . Councilman Shull made the motion to concur with the Mayor's recommendation to forward a letter to the Euless Members of the Hospital Authority, advising Ibhat the Euless City Council encourages their consideration of the offer of this hospital site. Councilman Warren seconded the motion, and the vote i s as follows: Ayes: Councilmen Shull, Warren, Samuels and Douglass Nays: None Mayor Fuller declared the motion carried. (Members of bbe Council had previously been furnished a copy of Doctor Hyde's letter.) Mayor Fuller recognized Doctor Carmichael, of Bedford, who stated'that, in his opinion, the Cities of Hurst and Bedford will not be agreeable to the site offered by Doctor Hyde and his associates. Doctor Carmichael inquired as to the reason the rezoning request submitted by Mr. Searcy Dobkins, for rezoning property located South of the West Euless Park Site and West of Westpark Way to accommodate a medical hospital faci 1 ity, wes tabled. (Pape Four, Regular Meeting of the Euless City Council, April 23, 1968) Mayor Fuller stated that a petition of approximately two hundred, fifty (250) names was presented to the City Council in opposition b6 this rezoning -- that a plat of the site and all information available was forwarded to the City's Land Planner, Mr. Robert Caldwell, and Mr. Caldwell did not recommend this site as it was planned by the group requesting the rezoning. The Mayor further commented that utilities are not available, at this time, to this site; however, that the case has not been closed -- that the land owners have been advised to present another proposal and give serious consideration to the'traffic problems in the area, and when these items are presented, the Euless City Council will give further consideration to this request. Doctor Carmichael stated that he is hopeful t h a t the h o s p i t a l w i l l be a tri- city project and that the hospital wi I I be a reality in the very near future -- that he wi I I continue to work on this project as he has in the past. Mayor Fuller thanked Doctor Carmichael for his comments and appearance before'the Council. VI. TAX ROLL ADJUSTMENTS City Manager Griggs - presented a -1 ist of j tax ro I I adjustments, which Mr. Richard Parks, Tax Assessor - Collector, recommends the Council's consideration. Mr. Griggs stated that the adjustments amount to a net deduction of $1,519.06 and explained that these corrections are basically due to the boundary line adjustment on the western Euless City limits, adjacent to the City of Bedford. Members of the Council reviewed the adjustments. Councilman Samuels made the motion to approve the tax ro I I adjustments as recommended -by the Tax Assessor -Col lector, Mr. Parks. Councilman Douglass seconded the motion,' and the vote is as f o I lows : Ayes: Councilmen Douglass, Samuels, Warren and Shull Nays: None . Mayor Fuller declared the motion carried. VII. Mayor Fuller inquired if there were others present who wished to address the council. Mrs. Soles stated that she i s very grateful for the Mayor's explanation of the zoning case, as was explained to Doctor Carmichael.
