EULESS CITY COUNCIL
Tuesday, October 13, 2020
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:31 p.m. on Tuesday, October 13, 2020, in the Council Chambers of City Hall, 201
North Ector Drive. Mayor Linda Martin, Mayor Pro Tern Jeremy Tompkins, Council
Members Tim Stinneford, Perry Bynum, Harry Zimmer, and Salman Bhojani were present
in the Council Chambers. Council Member Eddie Price was present via video
conferencing.
During the Precouncil meeting:
➢ City Secretary Kim Sutter advised of the temporary closure of the Euless Family Life
Senior Center polling location on the first day of early voting. She noted that Tarrant
County Elections made the decision to temporarily close the polling place due to a
shortage of clerks to staff the polling location. The staffing shortage was the result of
a COVID-19 exposure at an election clerks training session conducted by Tarrant
County Elections. Tarrant County was able to staff and open the polling location later
the same day at 11:05 a.m.
➢ City Manager Loretta Getchell reviewed the regular agenda.
➢ Emergency Management Coordinator Suzanne Hendrickson provided an update
regarding the COVID-19 pandemic, including the current statistics worldwide,
statewide, and locally as well as hospitalization rates. Additionally, she reviewed the
latest Executive Orders issued by Texas Governor Greg Abbott, and actions taken by
Tarrant County Judge Glen Whitley, and the status of potential vaccines. Ms.
Hendrickson provided a reminder on how best to stay safe including wearing a mask,
handwashing, and social distancing.
➢ City Secretary Sutter provided an update on the Boards and Commissions
appointment process and requested feedback regarding how to conduct the
interviews while taking COVID-19 cases and safety measures into account.
Discussion ensued and the City Council agreed to conduct interviews in person on
Monday, October 26, 2020, in the Council Chambers with an option for applicants to
participate remotely via video conferencing.
➢ Director of Parks and Community Services Ray McDonald presented the Parks and
Community Services update and provided alternative programs for the holiday
season to allow for safe social distancing among the participants.
➢ Police Chief Mike Brown presented the Police Department update, including reports
on the Public Safety Drive through Open House event and National Night Out.
Additionally, he addressed the City Council regarding the status of the City's narcotics

task force through an agreement with Tarrant County and proposed the formation of
a new task force to include the cities of Hurst, Euless, Bedford, and Grapevine.
Discussion ensued regarding funding sources and reallocation of positions
associated with the formation of the task force.
➢ Finance Director Janina Jewell provided the Financial update for the period ending
August 31, 2020, and advised that sales tax collections was up 8.5 percent over the
same period last year and up 2.24 percent year to date and car rental tax collection
was down 56 percent over the same period last year.
➢ Deputy City Manager Chris Barker provided the transportation update and advised
that he spoke with TxDOT and Texas Transportation Institute representatives
regarding the new managed lane along State Highway (SH) 121. TxDOT has
tentative plans to open the lane in November and the lane will be opened for travel
from 5 a.m. to 8 p.m. each day.
CLOSED SESSION
The City Council convened into closed session at 6:05 p.m. for deliberation regarding the
following:
Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas
Government Code related to pending or contemplated litigation or a settlement offer,
including:
• Fearn v. Graham, et al (City of Euless)
• Riverwalk Planned Development
• Mid City Inn
The purchase, exchange, lease or value of real property as authorized by Section
551.072 of the Texas Government Code related to:
• Cresthaven Addition
• Loving Tract
Mayor Martin recessed closed session at 6:49 p.m.

Council Member Perry Bynum led the pledges of allegiance to the flags of the United

CONSENT AGENDA (items 1 through 11)
Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 1
through 11.
Mayor Pro Tern Tompkins seconded the motion.

ITEM NO. 1. AUTHORIZED CITY MANAGER TO EXECUTE A CONTRACT
Authorized the City Manager to execute a contact for copy/scanner/print/fax equipment,
managed print services, and maintenance with DocumentWorks, 607 Bailey Avenue, Fort
Worth, Texas, through the Omnia Partners purchasing cooperative. The estimated annual
expenditure is $40,068 for a contract term of 60 months.

ITEM NO. 2. AUTHORIZED AWARD OF BID NO. 017-20
Approved award of Bid No. 017-20 for a construction contract to Excel 4 Construction,
LLC, 5733 Hart Street, Fort Worth, Texas, for the replacement of sanitary sewer main
along El Camino Real between Sotogrande Boulevard and Woodvine Drive, and
authorized the City Manager to enter into a contract with Excel 4 Construction, LLC. The
estimated expenditure is $317,330.
ITEM NO. 3. AUTHORIZED PURCHASE OF GROUNDS MAINTENANCE
EQUIPMENT
Authorized the purchase of grounds maintenance equipment at Texas Star Golf Course
from Professional Turf Products, L.P., 1010 North Industrial Boulevard #7442, Euless,
Texas, through the BuyBoard Cooperative Purchasing Program Contract No. 611-20.
The estimated expenditure is $229,750.
ITEM NO. 4. AUTHORIZED PURCHASE OF FIVE (5) POLICE PATROL
VEHICLES
Authorized the purchase of five Police Interceptor sport utility vehicles for Police Patrol
from Rockdale Country Ford, 479 West Highway 79, Rockdale, Texas, through the
Tarrant County Contract No. 2019-041. The estimated expenditure is $202,950.
ITEM NO. 5. AUTHORIZED PURCHASE OF OFFICE SUPPLIES
Authorized the purchase of office supplies from Office Depot, through the Omnia Partners
purchasing cooperative Contract No.19-12R. This is a unit price contract and actual
annual expenditure will be determined by actual quantities ordered. The estimated
expenditure is $60,000 and is authorized for a one-year period.
ITEM NO. 6. AUTHORIZED PURCHASE OF JANITORIAL SUPPLIES AND
PAPER PRODUCTS
Authorized the purchase of janitorial supplies, paper products and related items from
Network Services Company distributor Brady Industries, (formerly Campbell Paper
Company) through the Omnia Partners purchasing cooperative Contract No. 202329-01.
This is a unit price contract and actual annual expenditure will be determined by actual
quantities ordered. The estimated expenditure is $55,000 and is authorized for a one-
year period.
ITEM NO. 7. AUTHORIZED PURCHASE OF LIBRARY MATERIALS
Authorized the purchase of Library print and multimedia materials through the State of
Texas CO-OP Program Contract No. 715-M2 from Ingram Library Services, Inc., 1 Ingram
Boulevard, La Vergne, Tennessee. The estimated expenditure is $171,000.

ITEM NO. 8. AUTHORIZED PURCHASE OF DIGITAL LIBRARY MATERIALS
Authorized the purchase of digital library materials (e-books and a -audio books) from
Bibliotheca, Inc., 403 Hayward Avenue North, Oakdale, Minnesota, the sole source
provider of materials for the Cloud Library platform in use by the library. The estimated
expenditure is $60,000.
ITEM NO. 9. AUTHORIZED PURCHASE OF DIGITAL LIBRARY MATERIALS
Authorized the purchase of digital library materials (e-books, a -audio books, video, and
music) from Midwest Tape, Inc., 1417 Timberwolf Drive, Holland, Ohio, the sole source
provider of materials for the Hoopla digital circulation platform in use by the library. The
estimated expenditure is $50,000.
ITEM NO. 10. AUTHORIZED PURCHASE OF REPLACEMENT ACTIVE
SHOOTER EQUIPMENT GEAR
Authorized purchase of replacement Active Shooter Equipment gear for Police and Fire
Department personnel from GT Distributors, Inc. through the Buyboard Cooperative
Purchasing Program Contract No. 603-20. The estimated expenditure is $114,907.22.

Approved City Council minutes of the regular meeting of September 22, 2020.

ITEM NO. 12. REQUEST BY BJ HAZEL TO MAKE A PRESENTATION OF
APPRECIATION TO THE MAYOR, FIRE AND POLICE CHIEFS
Citizen BJ Hazel presented Mayor Linda Martin, Police Chief Mike Brown, Assistant
Police Chief Gary Landers, Fire Chief Wes Rhodes, and Assistant Fire Chief Chanc
Bennett with handmade wooden signs in appreciation of all the City has done for its
citizens.
Mayor Martin expressed her appreciation and stated that Ms. Hazel brought a small group
of artists to create a chalk art installation outside of the Police and Fire Departments
earlier in the summer that were wonderful.

City Attorney
City Attorney Wayne Olson stated that he was glad to be back in person at the meeting
and was pleased to see everyone.
City Council
Mayor Martin announced the employee service awards and expressed her
congratulations to the following employees on reaching an employment milestone with
the City of Euless:
October 2020
Library Assistant Denise Olson — 5 years of service;
Crew Leader Carlos Rodriguez — 5 years of service;
Senior Police Officer Gabbie Robinson — 5 years of service;
Field Tech II Daniel Mafileo — 10 years of service;
Public Service Officer Jordan Scoggins — 10 years of service;
Senior Police Officer Brian Mabry — 15 years of service;
Computer Support Specialist II Brett Bennett — 20 years of service; and
Public Service Officer Russell Carter — 20 years of service.
Mayor Martin advised that early voting began today, October 13, 2020, and continues
through Friday, October 30, 2020, and announced the candidates as they will be listed
on the ballot for the November 3, 2020 City of Euless General Election.

Additionally, she advised of two propositions on the ballot. Proposition A — Whether the
Euless Crime Control and Prevention District should be continued for 20 years and the
Crime Control and Prevention sales tax should be continued for 20 years. And
Proposition B — An initiative petition submitted by Unite Here related to Fair Overtime and
Scheduling Standards.
