HomeMy WebLinkAbout2020-10-27 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, October 27, 2020 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:34 p.m. on Tuesday, October 27, 2020, in the Council Chambers of City Hall, 201 North Ector Drive. Mayor Linda Martin, Mayor Pro Tern Jeremy Tompkins, Council Members Tim Stinneford, Perry Bynum, Harry Zimmer, and Salman Bhojani were present in the Council Chambers. Council Member Eddie Price was present via video conferencing. During the Precouncil meeting: ➢ City Manager Loretta Getchell expressed her condolences to the family of longtime resident and City volunteer Iris Elliott who passed away on Saturday, October 24, 2020. ➢ Deputy City Manager Chris Barker advised that the Mary Lib Saleh Euless Public Library is tentatively scheduled to reopen on Monday, December 7, 2020, following the renovation of the building. He stated that the City Council is welcomed to tour the facility prior to the November 24, 2020 City Council Precouncil meeting at 3:30 p.m. ➢ City Manager Getchell reviewed the regular agenda. ➢ Director of Planning and Economic Development Mike Collins presented the Development update, including residential and commercial development. Additionally, he presented the industry impacts of COVID-19 related to retail, restaurants, jobs, and traffic. Mr. Collins advised of a rental assistance program and a second round of small business assistance grant funding, stating that 62 of 80 Euless small businesses have received grant funding. Mr. Collins advised of additional Community Development Block Grant (CDBG) funding through the CARES Act of $268,000 and discussed proposed improvements to the Euless Family Life Senior Center. ➢ Emergency Management Coordinator Suzanne Hendrickson provided an update regarding the COVID-19 pandemic and provided the current statistics worldwide, statewide, and locally. Additionally, she reviewed hospital capacity as well as the status of potential vaccines. Discussion ensued regarding contact tracing efforts. ➢ City Manager Getchell announced that the annual employee Christmas party typically held in December each year at the Euless Family Life Senior Center has been cancelled due to the ongoing COVID-19 pandemic. She advised that money Council Minutes Page 2 of 6 October 27, 2020 budgeted for the annual party will be redirected to allow each department to celebrate individually. ➢ Finance Director Jewell advised that the charging of processing fees for credit card users is currently on hold as Bank of America is revising their convenience fee program. ➢ City Manager Getchell advised that the City is ending Fiscal Year 2020 in a much stronger financial position than initially projected. She stated that sales tax collections ended the fiscal year flat rather than down 20 percent as projected. She added that the city received CARES Act funding which was applied to public safety salaries. Additionally, as approved in the budget, she advised that she is recommending a one- time lump sum payment to be paid to full-time and part time permanent employees in December 2020 in lieu of an annual salary adjustment. Mayor Martin recessed the Precouncil session at 5:40 p.m. CLOSED SESSION The City Council convened into closed session at 5:46 p.m. for deliberation regarding the following: To seek legal advice and consult with its attorney related to pending or contemplated litigation or a settlement offer as authorized by Section 551.071 of the Texas Government Code: • Proposition B • Fearn v. PLEDGES OF ALLEGIANCE Council Member Harry Zimmer led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF DISTINGUISHED BUDGET PRESENTATION AWARD Finance Director Jewell announced that the Government Finance Officers Association (GFOA) has awarded the City of Euless the Certificate of Recognition for Budget Preparation. The award is presented to those who have been instrumental in their government unit achieving a Distinguished Budget Presentation Award. Finance Director Jewell stated that this is the 29th consecutive year the City has received the award, which is looked upon favorably by other communities. The award recognizes that the budget document is understandable to the community, acts as a planning document and as a guide into the new budget year for staff. She acknowledged the entire Finance Department for their assistance in the budget preparation process. Council Minutes Page 4 of 6 October 27, 2020 CONSENT AGENDA (items 2 through 4) Mayor Martin asked Deputy City Manager Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 2 through 4. Mayor Pro Tem Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Tompkins, Council Members Stinneford, Price, Bynum, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 2. AUTHORIZED AWARD OF BID NO. 015-20 Authorized award of Bid No. 015-20 for a construction contract to Excel 4 Construction, LLC, 5733 Hart Street, Fort Worth, Texas, for the replacement of sanitary sewer main in Midway Park 3rd Addition, Phase 1, and along North Main Street, and authorized the City Manager to enter into a contract with Excel 4 Construction, LLC. The project includes the rehabilitation of sanitary sewer lines servicing Midway Park 3rd Addition, Phase 1: 1. Between Crane Drive and Donley Drive from Harwood Road to Aransas Drive; and 2. Between Ector Drive and Fayette Drive from Lamar Drive to 160 feet east of Ector Drive. The project also consists of the replacement of the wastewater mains between North Main Street and Salem Drive from 200 feet north of Town Creek Drive to State Highway 183. The estimated expenditure is $387,724.50. ITEM NO. 3. APPROVED AWARD OF BID NO. 018-20 Approved award of Bid No. 018-20, for a janitorial services contract to Global Building Maintenance, Inc., 2001 West Northwest Highway, Suite 130, Dallas, Texas. The bid requested a contract period of one year with an option to renew for three additional one- year terms by mutual written agreement. The estimated annual expenditure is $115,697. ITEM NO. 4. City Council Mayor Martin expressed her congratulations to the November 2020 Employee of the Month, Crew Leader Randall Goodrum. Council Member Bhojani wished Council Member Price a speedy recovery following his recent surgery. ITEM NO. 8.
