Called Meeting
of the
Euless City Council
February 18, 1969
CALL TO ORDER
Mayor W. G. Fuller called the meeting to
order at 7:15 P. M. i n the Council Chambers of Euless City Hall with the
f o l l o w i n g Councilmen present: Messrs. Frank Douglass, Dan S h u l l , B i l l Byers,
Don Warren and Harold Samuels.
Also present were City Manager C. J.
Griggs, City Attorney James Cribbs and Recording Seceetary Florence Murr.
VISITORS
Visitors in attendance are listed as
follows: Mr. Ivan Gregory, Mrs. Dan Shull and Mrs. Betty Potthoff, represent-
ing Mid - Cities Daily News.
RESOLUTION NO. 228A
CANVASS CF ELECTION BALLOTS
Mayor Fuller announced that this meeting
was called for the purpose of canvassing ballots cast in the City of Euless
Special Election held on th is date for the purpose of voting on proposed
amendments to the existing City Charter.
Mrs. Reba Cromer, Election Judge, present-
ed a tabulation of votes cast, as follows:
AMENDMENT NO, 1
Should Section 1, Article 11 of the Euless City Charter be
amended to provide that Councilmen be elected by the places -
at -large system?
FCR 89 AGAINST 23
AMENDMENT NO, 2
Should Section 1 of Article 11 of the Euless City Charter
be amended to provide that the City of Euless shall pay to
the Mayor and each City Councilman a salary of $25.00_.for
each regular Council meeting attended by such Mayor and -City
Councilmen provided that such salary to the said Mayor and
Councilmen shall not exceed the sum of $50.00 each month?

AMENDMENT NO . 3
Should Section 1, Article III of the Euless City Charter be
amended to provide that regular City elections shall be held
annually on the second Saturday in April?

Should Section 5, Article III of the Euless City Charter be
amended to provide for the election of the Mayor and City
Councilmen by majority vote?

AMENDMENT NO, 5
Should Section 1, Article X of the Euless City Charter be
amended to provide that the Planning and Zoning Commission
be increased from five members to a minimum of seven - members?

AMENDMENT NO, 6
Should Section 6 of Article XII of the Euless City Charter
be amedded to provide for written notice of claim against
the City for damages?

AMENDMENT NO, 7
Should Article XII of the Euless City Charter be amended by
the addition of Section 19 thereto which shall exempt the City
of Euless from the requirement of posting bonds in action
suits, appeals or proceedings wherein the City is a party
to a legal proceeding?
FOR 70 AGAINST 43
Mrs. Cromer reported that a total of one
hundred, thirteen (113) votes were cast in this election and that all
propositions carried, with the exception of proposed Amendment No. 2, which
failed to carry a majority of votes.

Mrs. Cromer presented election materials,
as required by law, to City Officials. The vote tabulation and documents were
reviewed by Members of the Council.
Councilman Samuels made the motion that
the Council accept the tabulation of votes as presented by the Election Judge,
Mrs. Reba Cromer, declaring approval by the voters of Amendments Nos. one,
three, four, five, six and seven, and rejection of Propoeed Amendment No. Two.
Councilman Byers seconded the motion, and
the vote i s as follows:
Ayes: Councilmen Byers, Douglass, Samuels, Warren and Shull
Nays: None
Mayor Fuller declared the motion carried.
City Attorney Cribbs advised that he
w i l l forward a copy of the minutes and Charter Amendments to the Secretary
of State in Austin, as required by law.
RESOLUTION NO. 229
CALLI NG MUN ICI PAL ELECTION
City Attorney James Cribbs presented
Resolution No. 229, calling a municipal election on April 12, 1969, for the
purpose of electing candidates to fill the-office of Mayor, Councilman Place
Two and Councilman Place Four.
Councilman Douglass made the motion
to approve Pesolution No, 229 as presented. Councilman Shull seconded the
motion, and the vote is as follows:
Ayes: Counci Imen Byers, Douglass, Samuels, Warren and Shull
Nays: None
Mayor Ful I e r declared the motion carried.
III.
CITIZEN'S COMPLAINT
Mayor Fuller advised Members of the
Council that he was recently contacted by Reverend R. M. Keller, Minister
of Bear Creek Baptist Church, who advised that members of his congregation
are unable to get from the street to the church property because of a ditch
which has been dug to install a water line.

Mayor Fuller stated that he had advised
Reverend Keller that the water line is being extended by the City of Fort Worth;
however, he would attempt to alleviate this problem.
City Manager Griggs advised that the
Contractor and engineers with the Fort Worth Water Department has been most
cooperative and t h a t he w i l l contact them and advise them of this matter.
IV.
TRINITY HIGH SCHOOL
SWIMMING FCCL
There was a brief discussion by the Council
on the results of the Council Committee meeting with the School Board Committee
on the contract for joint -use of Trinity High School Swimming Pool. It i s
expected that a report, from school officials, will be made following the School
Board meeting to be held on Monday night, February 24, 1969.
V.
CONSIDER APPOINTMENTS
HURST -EULESS -BEI FCRD
HOSPITAL AUTHORITY
Mayor Fuller reminded Members of the
Council that in February, 1967, three citizens of the City of Euless were
appointed to serve on the Hurst - Euless- Bedford Hospital Board for terms expir-
ing May 1, 1969, The Mayor requested that nominees for appointment to this
Board be presented to him by Councilmen at the next regular City Council
Meeting. (Copies of a letter dated February 12, 1969, from Mr. Blease
Tibbets, which concerns this matter were presented to Members of the Council
prior to this meeting.)
VI.
ANNOUNCEMENT OF ORGANIZATIONAL
MEETING FCR REGIONAL AIRPORT AREA
COORDI NAT I NG COMMITTEE
-Mayor Fuller stated that Members of the
Council received copies of a letter dated February 14, 1969, from Mr. James
R. Mettler, Deputy Executive Director of the Dallas -Fort Worth Regional
Airport Board, advising of the organizational meeting of the new "Regional
Airport Area Coordinating Committee ". This meeting w i l l be held at 2:00 P.M.
on Friday, February 21, 1969, at the Inn of the Six Flags.

Mayor Fuller advised that this meeting wi l l
be open to Members of the Council; however, it is not a public meeting, Mayor
Fuller stated that he and the City Attorney plan to attend and he is hopefdil some
of the Councilmen w i l l be able to do so.
