CRIME CONTROL AND PREVENTION DISTRICT
MINUTES OF BOARD MEETING
May 28, 2020
ITEM 1. CALL TO ORDER
A meeting of the Crime Control and Prevention District (CCPD) Board was called to order
by President Ron Shields on Thursday, May 28, 2020, at 5:00 p.m. in the Council
Chambers in City Hall, 201 North Ector Drive, Euless.
Board members present included:

Citizen Member Rusty Brown, Vice President
City Council Member Perry Bynum
City Council Member Eddie Price
Citizen Member Mike Pruitt
Mayor Pro Tem Jeremy Tompkins
City Council Member Harry Zimmer
Director of Finance Janina Jewell, Treasurer
City Secretary Kim Sutter, Secretary
Additional staff and Council members present included:

City Manager Loretta Getchell
Deputy City Manager Chris Barker
Police Chief Mike Brown
Assistant Chief of Police Gary Landers
ITEM 2. ELECTION OF OFFICERS
Upon motion by Council Member Price and second by Council Member Bynum, Ron
Shields was appointed to serve as the President. The motion carried by a unanimous
vote.
Upon motion by Council Member Bynum and second by Council Member Tompkins,
Rusty Brown was appointed to serve as Vice President of the Board. The motion carried
by a unanimous vote.
ITEM 3. APPROVED MINUTES OF APRIL 15, 2020 MEETING
Upon motion by Citizen Member Pruitt and second by Council Member Tompkins, the
minutes of the April 15, 2020 meeting were approved by a unanimous vote.

ITEM 4. ACCEPTED ANNUAL AUDIT FOR EULESS CRIME CONTROL AND
PREVENTION DISTRICT FISCAL YEAR ENDING SEPTEMBER 30, 2019
Director of Finance Janina Jewell referred to the Comprehensive Annual Financial Report
(CAFR) for Fiscal Year Ending September 30, 2019, for the City of Euless, which had
been previously distributed. She advised that the external auditors, Weaver, L.L.P.,
conducted the audit and issued an Unmodified Opinion, which is the highest level of
assurance that can be provided.
Ms. Jewell presented the total revenues, expenditures, and ending fund balance for the
fiscal year:
Revenues
General Sales Tax and interest earnings $2,691,484
Total Expenditures $2,679,788
Ending Fund Balance $1,295,869
Ms. Jewell advised that the ending fund balance exceeded the FY 2019 projected fund
balance by $110,465 for the year, due mainly to reduction in expenditures and strong
interest income.
Upon motion by Council Member Bynum and second by Citizen Member Brown, the audit
for the Euless Crime Control and Prevention District budget for Fiscal Year 2019 was
accepted by unanimous vote.
ITEM 5. DISCUSSED CRIME CONTROL AND PREVENTION DISTRICT
RENEWAL
City Secretary Sutter provided the update and advised that at the April 15, 2020 meeting,
the Board took action to postpone the continuation election to the November 3, 2020
uniform election date, and likely further action is not required.
ITEM 6. HELD PUBLIC HEARING ON EULESS CRIME CONTROL AND
PREVENTION DISTRICT PROPOSED BUDGET FOR FISCAL YEAR
2020-2021
President Shields opened the public hearing at 5:10 p.m. to receive input on the proposed
Crime Control and Prevention District (CCPD) Budget for Fiscal Year 2020-2021.
Finance Director Jewell presented a summary of the current year's budget and reviewed
the projected revenues and expenditures for Fiscal Year 2020, and advised that the
budget is based on the successful continuation of the district if approved by the voters on
the November 3, 2020 Uniform Election Date. Should the District not be continued, it will
terminate on March 31, 2021.

She advised that the projected fund balance for the end of the fiscal year is $394,147,
which is a decrease of$391,845 from the original budget projections due to the negative
impact of the COVID-19 pandemic to sales tax revenues.
Finance Director Jewell presented the proposed Fiscal Year 2020-2021 budget.

Police Chief Mike Brown reviewed and addressed questions related to the proposed
capital requests items for fiscal year 2020-2021, which includes funding for the following:
Capital Requests
- Radar and Laser Equipment $21,280
- Portable Radios $18,255
- Protective Vests $15,300
- Drone Supplies $10,000
- Ammunitions, Simunitions and Holsters $18,000
Total $82,835
Police Chief Brown responded to questions regarding the proposed capital request items.
President Shields asked for any comments from the audience.
There being no one requesting to speak, President Shields closed the public hearing at
5:27 p.m.

BUDGET FOR FISCAL YEAR 2020-2021
Upon motion by Council Member Bynum and second by Council Member Price, the Crime
Control and Prevention District Budget for Fiscal Year 2020-2021 was approved as
presented by unanimous vote.
ITEM 8. ADJOURNMENT
Upon motion by Citizen Member Pruitt and second by Citizen Member Brown to adjourn
the meeting, President Shields adjourned the meeting at 5:28 p.m.
