HomeMy WebLinkAbout1969-04-2253 Regular Meeting of the Euless City Council April 22, 1969 CALL TO ORDER The regular meeting of the Euless City Council was called to order at 8;00 P. M., in the Council Chambers of Euless City Hall, with Mayor W. G. Fuller presiding. Councilmen present are listed as follows: Messrs. Bill Byers, Frank Douglass, Harold Samuels, Don Warren and Dan Shull. Newly elected Mayor Albert C. Krause and Councilman Harold Copher were also present. Also present were City Attorney James Cribbs, City Manager C. J. Griggs and Recording Secretary Florence Murr. INVnr'.AT10KI The Invocation was presented by Councilman Frank Douglass. APPROVAL CF MINUTES Minutes were approved of council meetings listed as follows: Regular Meeting - March 25, 1969 Regular Meeting - April 8, 1969 Called Meeting - April 12, 1969 SECOND AND FINAL READING OF ORDINANCE 352, REZONING THE WEST 150 FEET OF A 1.0 ACRE TRACT, B. HARRINGTON SURVEY, ABSTRACT 08 FROM "R -1" SINGLE FAMILY DWELLING DISTRICT TO "C -2" COMMUNITY BUSINESS DISTRICT (ZONING CASE NO. 186) Councilman Samuels made the motion to approve Second and Final Reading of Ordinance 352, rezoning the West 150 feet of a 1.0 S (Page Two, Regular Meeting of the Euless City Council, April 22, 1969) acre tract out of the B. Harrington Survey, Abstract 808, from "R -1" Single Family Dwelling District to "C -2" Community Business District, with the following conditions subsequent: A. A final site development plan shall be submitted to the City Council within 18 months following final passage of the ordinance effecting the requested changes. B. Construction in substantial compliance with the final site development plan as approved shall be commenced within 24 months following final passage of the ordinance effecting the requested changes. C. Construction in substantial compliance with the final site development plan as approved shall have bben substantially completed within 36 months following final passage of the ordinance effecting the' requested changes. Councilman Byers seconded the motion, and the vote is as follows: Ayes: Councilmen Byers, and Samuels Nays: Councilmen Douglass and Shull Abstained: Councilman Warren Councilman Douglass advised that Mayor Fuller has not been given an opportunity to vote this year -- that the Council is of'the opinion he should be allowed the privilege, therefore, the vote on this item was fram6d,'necessitating the Mayor's vote to break the'tie. Mayor Fuller voted "aye" and declared the motion carried. II, CERTIFICATION AND CANVASS CF ELECTION RETURNS The City Council formally certified and canvassed the results of the regular Municipal Election held on April 12, 1969, and declared Mr. Albert C. Krause to be duly elected Mayor and Mr. Harold Copber to be duly elected Councilman Place 2. OATHS CF OFFICE City Attorney James Cribbs administered Oaths of Office to Mr. Albert C. Krause and Mr. Harold Coph6r, and they were officially seated as Mayor and Councilman, Place 2, for the City of Euless. FULLER As his first official act, Mayor Krause presented former Mayor Fuller the gavel with which he presided during his six year tenure. Mayor Krause expressed appreciation to Mr. Fuller for his dedicated service to the City. V. VI. RESOLUTION NO. 233, CALLING A PUBLIC HEARING TO CONSIDER REQUEST FCR REZONING LOT 4 AND THE EAST 17.1 FEET CF LOT 3, BLOCK A, VILLA WEST ADDITION, FROM "R -3" MULTIFAMILY DWELLING DISTRICT TO "C -2" COMMUNITY BUSINESS DISTRICT, G & C PROPERTIES (ZONING CASE 188 City Manager Griggs advised that G & C Properties has requested the rezoning of Lot 4 and the East 17.1 feet of Lot 3, Villa West Addition, from "R -3" Multi - Family Dwelling District to '!C -2" Community Business District. The City Manager stated that a Public Hearing was held before the Planning and Zoning Commission concerning this request and that the Planning and Zoning Commission recommends approval of the rezoning request. (Zoning Case 188) Councilman Douglass moved to approve Resolution No. 233, setting May 13, 1969, as the date for Public Hearing to consider Zoning Case No. 188. Councilman Copher seconded the motion, and the vote is as follows: 56 (Page Four, Regular Meeting of the Euless City Council, April 22, 1969) I Ayes: Councilmen Copher, Douglass, Samuels, Warren and Shull Nays: None Mayor Krause declared the motion carried. VI I. CONSIDERATION CF MR. PIERS CHANCE'S REQUEST FOR REZONING 7.914 ACRES, J. P. HALFORD SURVEY, ABSTRACT 711, FROM "R -1" SINGLE FAMILY DWELLING DISTRICT TO "R -3" MULTI - FAMILY DWELLING DISTRICT (ZONING CASE 189) City Manager Griggs stated that Mr. Piers Chance requests the rezoning of 7.914 acres out of the J. P. Halford Survey, Abstract 711, from "R -1" Single Family Dwelling District to 1111-3" Multi- Family Dwelling District. The City Manager advised that the Planning and Zoning Commission, following a Public Hearing concerning this request, recommends that the City Council deny this rezoning request. Councilman Samuels made a motion to deny Public Hearing on Zoning Case No. 189. Councilman Shull seconded the motion, and the vote is as follows: E Ayes: Councilman Copher, Douglass, Samuels, Warren and S h u l l Nays: None Mayor Krause declared the motion carried. VIII. CONSIDERATION OF ZONING CASE NO. 190, REQUEST OF MR. ROBERT H. FOAER FOR REZONING 82 ACRES OUT OF SOLOMON HUITT SURVEY, ABSTRACT 705, FROM "R-l" SINGLE FAMILY DWELLING DISTRICT TO "R -3" MULTI- FAMILY DWELLING DISTRICT The City Manager advised that a Public Hearing was held before the Planning and Zoning Commission to consider Mr. Robert H. Power's request for rezoning 82 acres out of the Solomon Huitt Survey, Abstract 705, from "R -l" Single Family Dwelling District to 11R -3" Multi - Family Dw &l l ing District -- that after such hearing, the Planning and Zoning Commission recommends denial of this rezoning request. Councilman Shull made the motion to deny Public Hearing on Zoning Case No. 190.
