Krause presiding. Councilmen present are listed, as follows: Messrs. J. Dwayne Wilcox, Harold L. Copher, Dan Shull and Frank Douglass. (Absent: Councilman Don R. Warren) Also present were City - Attorney James Cribbs, City Manager C. J. Griggs and Recording Secretary Florence Murr. INVOCATION The invocation was presented by City Attorney Cribbs. PUBLIC HEAR1 NG CONCERNING PROPOSED ONE -WAY SERVICE STREETS ADJACENT TO HIGHWAY 183 1 N VICINITY OF MAIN STREET Mayor Krause opened the Pub] i c Hearing concerning proposed one -way service streets as a condition precedent required by the Texas Highway Department for the furnishing, installing and operating of a Full Traffic Actuated, Volume Density Signal at State Highway 183 and Main Street. Mayor Krause stated that this Public Hearing was not required by law ' but was called for the Council's edification and education, to determine the desires of the citizens before judgment is made by the City Council. • Mayor Krause recognized Mr. Dick McCarty, Traffic Engineer for Fort Worth District of the Texas Highway Department. Mr. McCarty advised that representatives from the Highway Department discussed this matter with the Mayor and Chief of Police in 1963 and were reasonably assured that the City would one -way the two service roads in order to eliminate such long intervals and to restrict some of the movements from the highway to Main Street and from the service roads to Highway -183. Mr. McCarty stated that the Hig'hway Department asked that right turns, from Highway -183 onto' Main Street, and I e ft tu'rns from the service roads onto Highway 183 be prohibited -- that motorists be required to utilize the service roads. Mr. McCarty commented that the same plan was presented to the City of Hurst at about the same time, and the City of hurst d'id agree'to it'. Mr. McCarty presented a drawing, stating that it is a pictorial of actual construction as it is today, pointing out that the North Service Road would be one -way West bound and the South Service Road would be one -way East bound. Mr. McCarty stated that the Highway Department requested the restriction of a right turn from Highway 183 onto Main Street, and a left turn from the service roads onto Highway 183. In reply to a question, Mr. McCarty stated that there will be a left turn signal on Highway 183, allowing left turns from the highway onto Main street from both directions. Mr. McCarty advised - that. the' primary difference in the type of`equ•ipment is what the' Highway Department calls a traffic actuated type of signal., with detectors in the pave- ment• which give the righ't of way to the demand of traffic. Mr. McCarty advised that left turns will be permitted from Highway 183 both ways. In- reply to a question, Mr. McCarty advised that there 'will be no actuated left turns for traffic moving from- Main Street onto Highway. 183. Mr. Richard Pfiester stated that the traffic from the surrounding areas has been concentrated on Main Street to the point that the existing light will not take care of the traffic -- that 'the right 'and left turn movement is very heavy in this area. Mr. Pfiester stated further that several streets in the neighborhood, which are normally used to gain access to Highway 183, have been cut and no provis -ions have been made to take care of the traffic. Mr. Pfiester advised that several months ago the Highway Department was requested to make adjustments in the timing of the traffic signal at this location and, in his opinion, it did not relieve the situation. Mr. Pfiester stated further that, in his opinion, the new highway will not relieve the turning movements on Main Street -- that traffic will be pulled'd'own'to`Main Street. Mr. McCarty stated that he is of the opinion the new highway w i I I relieve the situation -- that there w i I I be an interchange at Main Street, Ector Drive and Highway 157. 1 n reply to a question, Mr. McCarty advised that Highway 157 w i I I be signalized when the demand is great enough' -- that the demand is determined -by traffic counts, accident records and development of the surrounding area. 85 1. (Pape Three, Regular Meeting of the Euless City Council, May 27, 196g) Councilman Shull inquired concerning the status of signalization at F.M. 157 an -d Pipeline Road. Mr. McCarty replied that the Texas Highway Department has approved signalization at this location -- that installation will be made by the City of Fort Worth, and he is of the opinion it is in their program at this time. Councilman Douglass asked if it is correct that vehicles traveling South on North Main Street will not be allowed to turn toward Dallas on the freeway, but must travel on Highway 183. . Mr. McCarty stated that he i s not too familiar with the geometrics., and could not answer this question definitely. Councilman Douglass stated that this is the location where people are. realizing a problem concerning left turns. . Councilman Wilcox asked if any recent consideration has been given to I e ft turns from North Main onto Highway 183. I Mr. McCarty advised. that- no traffic count or accident study has been made -- that he -has discussed, with the Chief of Police', studying the north and south movement, on a temporary basis, with the existing signals. Councilman Copher asked how vehicles w i l l travel from North Main Street East on Highway 183. The City Attorney explained to the audience that representatives from the Highway Department have been invited to attend this public hearing to answer as many questions as possible, in order for the Council to hear both sides of what appears to be a very difficult problem. Mr. Cribbs advised that there are those who are concerned with the existing traffic controls at this location and those who desire some type of permanent signalization -- that business concerns of the area are also to be considered. Mr. Cribbs advised that the Highway Department might consider requests for additional studies, if they are in accord -- that they are trying to help solve a very difficult traffic problem. Mr. McCarty stated that it will be essentially the same as it is now -- that there wi I I be no left turn signals, however, as the traffic moves over the detector, the time of the green interval is extended up to a certain maximum. Mr. McCarty advised that, as -long as traffic from one direction. has the right of way, it will maintain It until the other traffic catches up. The City Attorney explained to the audience that representatives from the Highway Department have been invited to attend this public hearing to answer as many questions as possible, in order for the Council to hear both sides of what appears to be a very difficult problem. Mr. McCarty replied that this is a very good possibility. At the request of Mayor Krause, City Manager Griggs reported that from December, 1967, to January, 1969, there have been forty -seven (47) accidents involving two or more vehicles at this intersection, with twenty (20.) injuries requiring medical treatment and one death. . Mr. Jimmy Payton, representing First Methodist Church, stated that in his opinion, more problems will be created if citizens are not allowed to turn left from the service road, as this will necessitate t h e i r t r a v e l i n g t o the top of the h i l l and crossing four lanes of traffic, to travel down the other service road. Mr. McCarty replied that the purpose of traffic lights is not to regulate traffic but is to move the traffic as safely as possible. Mr. John Loutrel explained that crossing four lanes of traffic will-not be necessary' -- that they can travel in the left lane and turn in one of the turning places, such as the one at Buddies' Super Market. Mr. Loutrel stated .that, in his opinion, this is an inconvenience; however, it i s a saving of lives. Mr. Loutrel stated further that he-would recommend installation of a left turn signal, from Main Street onto Highway 183. Attorney, Mr. McCarty advised that days. It was determined that citizens traveling the service .roa.d. in the vicinity of E- -Z Way Market must turn right on Cullum and travel around to South Main Street before they can travel northward. 87 (Page Five, Regular Meeting of the Euless City Council, May 27, 1969) Mr. W. 0. Jenkins stated that he resides out' North. Main and drives to work every day -- that, in his opinion, the green light for traffic on Main Street does not allow enough time for traffic to move -- that only one or two cars can turn left onto Highway 183. Mr. Jenkins stated that numerous vehicles run the stop sign loeated on the service road, and he considers it a dangerous situation. Mr. Jenkins advised that he is in favor of making the service roads one -way and obtaining a signal which allows more time to turn from Main Street onto Highway 183. I n reply to a question from Mr. Ronald Streetenberger, Mr. McCarty advised that traffic on the feeder roads w I I be controlled by the same light that controls traffic on Highway 183. Mrs. Ann Pfiester stated that she called Mr. McCarty's office in January, requesting a traffic count at this location, to consider lengthening the interval for the green light on North Main Street. the message. Mr. McCarty advised that he did not receive Mr. Bobby Fuller asked what go{erns the timing of the existing light governing traffic on Main Street. i Mr. McCarty advised that it is a fixed cycle i on the dial in the timer, which can be adjusted. In reply to a question from Mr. Fuller, Mr.- McCarty advised that the highway has been given preference -- that their primary objective is to move as many cars es possible on Highway 183. Mr. Fuller stated that he is not trying to belittle the Texas Highway Department; however, he is of the opinion the Council should consider thet it has a concern for the citizens of Euless and not some- thing which will enable the Highway Department to move a greater number of cars on Highway. 183. Mr. McCarty advised that they are also trying to enable the movement of more cars on North and South Main Street. Mr. Fuller asked if the time could be extended for movement of traffic on Main Street. Mr. McCarty advised that the total volume of traffic is the controlling facet. Mr. Fuller stated that it is his understanding the Highway Department would not extend the time because the City of Euless would not one -way the service roads. Mr. McCarty stated that he did aot know who Mr. Fuller has been talking to. • (Page Six. Regular Meeting of the Euless City Council, May 27 1A (,A In reply to a question from Mr. E. D. Alexander, Mr. McCarty advised that traffic traveling West on Highway 183 will be allowed to turn left at Main Street and enter the service road on the South. Mr. Don Hastings asked what part the City Council plays in action'which may be taken by the Texas Highway Department. City Attorney Cribbs stated that the Council is faced with a decision of making a request to the Highway Department that there are citizens who feel some improvements must be'made and on the other hand there are businessmen who must be considered -- that the Council wants to understand the basis for opposition and get a full picture of the situation. Mr. Cribbs stated that there is a possibility the Council wi I I request a survey, which w i I I help to determine the existing problems. I n reply to a question from Mr. Ronald Streetenbarger, the C ity Attorney stated that he i s confident the Counci 1 w I I request a study of the number of cars turning left off of Main Street onto Highway 183. Mr. Bobby Fuller stated that he would like to go on record as being opposed to making traffic one -way on the service roads -- that in h.is opinion, an extension of time on the turning signals would benefit both parties going to Fort Worth and Dallas. Mr. Fuller reminded the Council that it must consider the Fire Station located on' Euless Boulevard -- that in the event of fire in the western part of the City, the fire trucks would have to travel East to Cullum and take a right turn, traveling back around to Main Street, in order to gain access to westbound traffic. Mayor Krause recognized Mr. W. W. McCormick who stated that Mr. Fuller has covered his comments. Mr. Bill Byers stated that he is opposed 'to making the service roads one -way -- that he is of the opinion it can be worked out with service roads remaining two -way. Mr. C. L. Tolbert stated that, in his opinion, Mr. McCarty has not given reasons for one -way service roads heloJ,bng the situation at the signal light. Mr. McCarty replied that the Texas Highway Department has found that one -way service roads are by far safer then two -way roads. proposed changes. Mr. Larry Streiber stated that he is i n favor of making the service roads one -way -- that there is a danger of head -on collisions with two -way traffic on service roads. A lady in the audience stated that she is of the opinion the streets should be one -way for safetyls sake. Mr. Robert McMillan stated that he is in favor of one -way service roads -- t h a t the inconvenience o f one -way streets w i l l not keep him from going to business establishments, if that is where he wants t o go. Mr. George Barrowcliff stated that he talked with a number of citizens concerning the matter being discussed tonight -- that many of the people were unable to attend this meeting; therefore, he prepared a petition, containing primarily the requirements of the State Highway Department. M r . Barrowcliff advised t h a t a l l of the persons who were at home when he called, signed the petition -- that he acquired approximately sixty (60) signatures. Mr. Barrowcliff stated that most everyone wanted to know if a left turn signal I would be provided and stated that, in their opinion, there should be a left turn signal 'for cars traveling from North Main onto Highway 183. (Petition on file as Council Exhibit) Mr. Hugh Waite stated facetiously that he enjoys -the existing two -way facilities as an exercise of maneuverability; however, he sells houses on North Main Street and customers complain that they can't get to work very easily, therefore, he is for traffic light improvement. Mr. Ronald Streetenberger advised that he is opposed to two -way traffic on t-he service roads because there are many people who think they are one -way. Mr. Streetenberger stated further that, i n his opinion, without a left turn signal from Main Street onto Highway 183, this whole thi'iig is an exercise of futility. Mr. Richard Pfiester stated that he i s opposed to two -way frontage streets; however, it seems that the citizens believe it is the entire obligation of the Highway Department to solve the problem. Mr. Pfiester stated that, in his opinion, the City of Euless has some obligation -- that the Highway Department has done several things to which he was opposed. Mr. Pfiester cited the handling of traffic during construction, stating that he does not I i ke to be inconvenienced and commenting that he wonders if they have had cooperation of the Police. Mr. Pfiester stated that he i s i n favor of one - way streets; however, he does not feel the Highway Department i s obligated to solve City problems. • ,. (Page Eight, Regular Meeting of the Euless City Council, May 27, .1969) Mayor Krause stated that the City is perfectly willing to accept its responsibil'ity in this matter -- that it involves the State Highway, and the City must have the Highway Department's help. Mr. Pfiester stated that he hesitates to bring this matter up, taut on one occasion, fortunately when there was no traffic, during the time the Highway Department was permitting the contractor to pump water onto North Main, he calldd the City Police Department and they refused to recognize his. call, stating that they had absolutely no jurisdiction. . The City Attorney stated that the relation between the Texas Highway Department and the City has been one of cooperation -- that they had a difference of opinion on this one particular problem; however, they have had en excellent relationship and, if our City Police did, this, the matter should be investigated. Mr. Pfiester stated that he is not criticizing the Highway Department -- that he is saying that the Citizens of Euless cannot expect the Highway Department to do it a I I . Counci Iman S h u l l asked when this i nc i dent occurred Mrs.; Pfiester replied that it was i n November of last year, but they got it fixed. Councilman Copher asked if the City has any jurisdiction„ after contracts have' been let on a construction. job. Councilman Shull addised that the contractor controls that which is within his signs. Mr.. McCarty stated that it is the contractor's obligation to furnish flag men for the protection of motorists when crossing the street or highway -- that they sometimes 'hire *off -duty policemen for this purpose because they have found this very effective; however, the contractor cannot issue citations. Mr. Robert Nail commented that the Highway Department's recommendation was based on a survey made i n 1964 -- that the population has increased approximately 10,000 people since then, and he considers this increase should be taken into consideration. Mr. W. W. McCormick stated that he sees no point i n making a lengthy survey to determine the number of cars traveling from Main Street onto Highway 183 -- that a person could spend one day, any day of the week, and see what is occurring at that intersection. 91 (Page Nine, Regular Meeting of the Euless City Council, May 27, 1969) The City Attorney advised that action taken by a governmental bureau must be based on a survey. Mr. J. R. Stone, of the Texas Highway Department advised that a survey was made at this. location in 1963 or 1964, at the City's request, at which time one -way service roads were recommended. At that time, the Highway Department determined that temporary signals should be install- ed until traffic actuated signals could be installed -- money was appropriated for actuated signals and the existing signal -s, and this money will just go so far. Mr. Stone advised that the Highway Department will made a survey -- that they will get to it as soon as they can -and work with the City in every way possible. Councilman Douglass stated that the caution light at this intersection burns for approximately four seconds, and asked if the length of time allowed will be extended. Mr. Stone replied that it could be. Councilman Shull asked if,. at one time, there was a light at the top of the hill warning motorists that they are approaching traffic. signals.. A brief discussion revealed that this was the case, at one -time. . , Councilman Shull asked if, should this matter be approved, the City can expect an extended delay in installation of the signals, as has been experienced concerning traffic signals at Highway 183 and Wilshire. Mr. McCarty stated that the delay was caused by one of the manufacturer's being on..strike - -- that ordinarily it takes from eleven to sixteen weeks after the bids are taken. Mr. McCarty advised that he estimates that the signals at Highway 183 and Wilshire should be installed within thirty to forty -five days. Mr. Alexander commented that, possibly, Spur 350 w i I I create a d i f f e r e n t pattern and actuated s i g n a l s w i l l take care of the situation. Mayor Krause asked if actuated signals w i l l make the intersection safer. Mr. McCarty replied affirmatively stating that allowance for the last vehicle for clearance is a buklt. in safety feature. (Public Hearing held on May 13, 1969). 'Councilman Shull made the motion to waive the requirement that an ordinance must be read on two eeparate occasions, and approve Ordinance No. 353, rezoning Lot 4 and the East 17.1 feet o f Lot 3 , V i l l a West'Addition,"from' "R -3" Multiple Family Dwelling District to 11C -2" Community Business District on First and Final Reading, with conditions subsequent as f o 1 lows:. . A. A f i n a l site development City Council within 18 passage of the ordinance changes. plan shall be submitted to months following final effecting the requested B. Construction in substantial compliance with the final site development plan as approved shall be commenced within 24 months following final passage of the ordinance effecting the requested changes. C. Construction in substantial compliance with the final site development plan as approved shall have been substantially completed within 36 months following final passage of the ordinance effecting the requested changes. Mr. McCarty advised that a final set of plans must be prepardd -- that the equipment can be ordered prior to completion of plans, unless plans deviate from those recommended by the Highway Department. Mr. McCarty commented that delay i,h obtaining equipment is one of the main delays, and he estimates eleven to sixteen weeks for receipt of the equinpment. Mayor Krause declared the public hearing closed, advising that further consideration wi I I be given this matter at the next regular council meeting. CONSIDERATION CF REQUEST FROM MESSRS. JOE P. FARINA AND JOHN PASS FCR NEW HEARING ON ZONING DISTRICT CHANGE (PROPERTY LOCATED AT NORTHEAST CORNER CF MIDWAY DRIVE AND F.M. 157) Mayor Krause -advised that Messrs. Joe Farina and John Pass do not have a representative present for discussion of their request for a new hearing on the zoning district change of property located at the northeast corner of Midway Drive and F. M. 157 and asked the Council's decision concerning the matter. Councilman Shull made the motion to deny the requested hearing on a zoning district change because it is not consistent with the City's policy that one year must elapse between zoning requests. Councilman Copher seconded the motion, and the vote is as follows: Ayes: Councilmen Douglass, Copher, Shull and Wi Icox Nays: None Mayor Krause declared the motion carried. IV. RESOLUTION NO. 236, CALLING A PUBLIC HEARING TO CONSIDER REQUEST OF MESSRS. LEO CORRIGAN AND EDWIN B. JORDAN FOR REZONING LOTS 7, 9, 1 1 , i2, 13, 14, 15, _.16, 17, 18 AND 19, BLOCK A, SHEPPARD ADDITION, FROM ."R-111 SINGLE FAMILY DWELLING DISTRICT TO _ "R -3" MULTIPLE FAMILY DWELLING DISTRICT (ZONING CASE 191 City Manager C. J. Griggs presented Resolution No. 236, calling a Public Hearing to consider the request of Messrs. Leo Corrigan and Edwin B. Jordan for rezoning Lots 7, 9, 11, 12, 13, 14, 15, 16, 17, 18 and 19, Block A, Sheppard Addition, from "R -1" Single Family Dwelling District to "R -3" Multiple Family Dwelling District. The City Manager advised that the earliest possible date to coincide with a regular meeting is June 24, 1969. a7. `#: (Page Twelve. V.• RESOLUTION NO. 237, AUTHORIZING EXECUTION OF AN AGREEMENT. S FCR MAINTENANCE OF STATE HIGHWAYS City Manager Griggs presented Resolution No. 237, authorizing Mayor A. C. Krause to execute'an agreement to exist between the City of Euless and the State of Texas concerning the maintenance, control, supervision and regulation of State Highways located within the City of Euless, Mr, Griggs explained that this is a standard agreement which allows the State Highway Department to come within the City for matters concerning State Highways and Farm to Market Roads. Mr. Griggs advised that a small section of Highway 360 is covered by this agree- ment, along with Highway 183 and F. M. 157. Councilman Shull made the motion to approve Resolution 237 as presented. UN FURTHER DISCUSSION CONCERNING PROPOSED ONE -WAY SERVICE ROADS Councilman Copher stated he desires that the City request a survey concerning the green light on Main Street and that consideration be given to the warning light on Highway 183 advising motorists that there is a traffic light. Councilman Shu-11 stated that he is of the opinion the State Highway Department is, and w i I I continue, to work toward helping the City work out its' problem. 95 (Page Thirteen, Regular Meeting of the Euless City Council, May 27, 1969) The City Attorney stated that the problem created by one -way streets is not going to change -- that, in his opinion, the Council is delaying a decision hoping to get a left -turn signal. .Councilman Wilcox stated that Mr. McCarty advised that the. installation of what the Highway Department is recommending now would not preclude a survey; however, it would necessitate additional appropriation of funds. Counci Iman Wi Icox asked when Spur 350 w 11 be opened to relieve the >situation. The City Manager estima'ted that 'it w 11 probably be two years from now. Mr. Griggs advised that 30,280 vehicles pass through the intersection at Highway 183 and Main Street in a twenty -fo'ur hour period f- that a survey made i n 1964 proved that actuated signals were needed -- and bt that time, approximately 15,000 vehicles passed through the intersection i n twenty -four hours, which indicated a large increase i n traffic. Mr. Cribbs stated that, in his opinion, the State Highway Department has demonstrated that they do not intend'to do anything until the streets are restricted to one -way traffic. Mr. Cribbs suggested that the Council might negotiate for a left turn signal, if it decides to make the streets one -way. The City Manager was in agreement with the City Attorney and stated that action should be taken on the matter'- - that the reason €he State is in a position to buy, install and operate' the signal at their cost is because the official census for the City of Euless is under 5,000 -- that the City will have to bear this expense when its population exceeds this number. Mayor Krause stated that he is of the opinion the City should go along with the State Program, taking what they can give and requesting a survey for additional help from them. The Mayor advised that he will call for a vote on this matter at the next regular could 1 meeting. VI. DISCUSSION OF PROPOSED PURCHASE OF RECORDING SYSTEM FCR CITY HALL Councilman Shull inquired concerning the status of the City Manager's investigation of recording equipment. Mr. Griggs advised that - .equipment is being used tonight, i n an effort to perfect a system which i s being consider- ed. The Mayor appointed Councilman Dwayne Wilcox to serve as Chairman of this committee. IX. CITIZEN'S COMMENTS, MR, W. W, MCCORMICK Mr. W. W. McCormick expressed appreciation for his nomination as a member of the Euless Library Board. DISCUSSION ON ENFORCEMENT OF ORDINANCES PROHIBITING ABANDONED VEHICLES AND ON -STREET PARKING WITHIN CERTAIN AREAS Councilman Douglass asked if the City. is receiving many calls concerning abandoned vehicles. Councilman Douglass advised that he is aware of between fifty and one hundred cars, predom_i nantly in Midway Park Addition, which have been parked for a year. Mayor Krause stated that he has received several calls concerning illegal parking on Harwood Road. 'The Mayor instructed the City Manager to contact Chief Sustaire requesting that Patrolmen look into the situation. Councilman Shull stated that, in his opinion, an investigation should be made. Councilman Douglass stated that on- street parking in some areas i s a hazard and asked if it is necessary for citizens to file complaints on these cases. The City Manager replied' negatively and advised that the City will increase its enforcement concerning abandoned cars on the street. Councilman Copher stated that he is of t h e o p i n i o n a l l ordinances should either be enforced or changed. XI. PROPOSED AGREEMENT CONCERNING IMPROVEMENT OF PEBBLE CREEK (MORR ISDBLE ESTATES) City Attorney Cribbs presented a letter dated May 23, 1969, which was transmitted from his office to Mr. Robert L. Wright, the Attorney reApesenting Mr. Paul Huffhines, as follows: "This letter is to confirm our agreement of Tuesday, May 20th, at the meeting with City Manager C. J. Griggs, Euless City Engineer Bill Ratliff, Mr. Paul Huffhines and his engineer, Dub Elliott, yourself and the undersigned, wherein it was agreed as follows: (1) Dub E I I i o tt would submit complete plans , for the proposed concrete bottom in Pebble Creek to City Engineer B i I I Ratliff for his approval. (2) Upon approval of the plans, Mr. Huffhines w i I I proceed to install a concrete bottom 10 ft. in width of a thickness of 6 inches in Pebble Creek from Pipeline Road to Woodvine. (5) Upon installation of the concrete bottom and acceptance by the City of Euless, the City of Euless wi I I then agree to accept a general warranty deed from Paul Huffhines conveying fee simple t i t l e to the fifty foot wide tract extending from Pipeline Road to Woodvine Street to the City. (6) Weather permitting, the concrete bottom is to be installed on or before September 1, 1969. Mr. Cribbs stated that the proposed agreement was presented for the Council's consideration and that he would recommend acceptance of it- ' I Councilman Douglass asked if the City's Consulting Engineer is of the opinion the concrete bottom of the channel can be utilized in a future Bond Program. The City Attorney replied affirmatively, stating that Mr. Ratliff and Walter Elliott have discussed the possiblitty of installing iron rods which will be bent over and covered with earth, so they can be tied onto at some future date -- that the rods will be installed by Mr. Huffhines, and the City will check on it and work with Mr. Huffhines, I n reply to a question, the City Manager advised that he thinks this is the best way out of a situation which has evolved through the fault of no one present. Mr, Huffhines advised that this will be an extension of 3/8 inch steel which will be indicated on the plans. DISCUSSION OF PIPELINE ROAD IMPROVEMENTS Councilman Shull inquired concerning the status of Pipeline Road improvements. City Manager Griggs advised that the Cities of Bedford and Euless are still waiting on Mr. Lewis, County Commissioner; however, at the last meeting the Bedford City Manager indicated that it was their intention to participate in the improvements regardless of the County's action. 1 Councilman Shull asked . if the City of j Bedford wi I I assess the property owners on their side of Pipel ine Road for curb and gutter. Mr. Griggs stated that, in his opinion, this has not been definitely determined; however, the City of Bedford proposes to recommend that property owners be assessed. Mayor Krause advised that it wi 11 be necessary for the City of Euless to move its boundaries over to the edge of the gutter i n the new street. In reply to a question from Councilman Shul l , the C'ity Manager advised that construction of the f irst phase of this project should start within sixty days.. The City Manager advised that signaliza- tion has been discussed, and the City of Bedford has agreed to share in the cost of necessary signal lights.
