M., in the Council Chambers of Euless City Hall, with Mayor A. C. Krause presiding. Councilmen present are listed as follows: Messrs. Frank Douglass, Harold Copher, Dan Shull, J. Dwayne Wilcox and Don R. Warren. Alsp present were City Attorney James Cribbs, Consulting Engineer Bill Rat] iff and Recording Secretary Florence Murr. PUBLIC HEARING - ZONING CASE 190 REQUEST OF MR , ROBERT H . POWER FCR REZONING 82 ACRES IN SOLOMON HUITT SURVEY, ABSTRACT 702,, FROM "R -1" SINGLE FAMILY DWELLING DISTRICT TO "R -3" MULTIPLE- FAMILY DWELLING DISTRICT Mayor Krause opened the Public Hearing on Zoning Case No. 190, to consider rezoning 82 acres in the Solomon Huitt Survey, Abstract 702, from 1'R -11' Single Family: Dwelling District to- OR -3" Multip -le Family Dwelling District, as requested by Mr. Robert H. Power, Attorney represent- ing the owner of the tract. 1'0 (Paae Two. Regular Meeting of the Euless City Council, June 10 Mayor Krause recognized Mr. Power, who advised that he represents the owner and proposed owner of the property in question. Mr. Power stated that he appeared before the Euless Planning and Zoning Commission previously at which time the Commission recommended denial of this rezoning request -- that no definite plans were presented at that time. Mr. Power advised that he and his clients believe this is a unique tract because of its location, potential and because it is located in the City of Euless. Mr. Power reminded the Council of the tremendous growth which is anticipated, because of the Dallas -Fort Worth Regional Airport and of the strain and - pressure which are placed upon Cities from the standpoint of money. Mr. Power stated that he is aware of the responsibility placed upon the Council and is of the opinion all cities look for the highest and best use for properties and for that with the greatest yield to the City. Mr. Power presented an aerial photo of the area, including the Cities of Euless, Grape- vine and Irving -- the area to be encompassed by the Regional Airport was tinted, to emphasize its size. Mr. Power presented another aerial photo which indicated thoroughfares and proposed thoroughfares -- Midway Drive ex= tending into the airport area and Harwood Road extending into Highway 360 and into the airport. Mr. Power presented another map, pointing out the propetty in question and calling attention to freeways and proposed freeways located to the East, West, North and South. Mr. Power advised that this map indicates proposed use of adjacent properties, based on the City's Master Plan, and advised that Mr. Good, proposed developer of the property in question, traveled to Bryan and showed Mr. Caldwell his, plans, ih case the City of Euless contacted Mr. Caldwell concerning this matter. Mr. Power presented another drawing which indicated a deviation from the Master. Plan. Mr. Power advised that. Mr. Caldwell advised this Council -that there should be consideration given to industrial use-adjacent to the airport-and to buffer this with multi - family zoning. Mr. Power presented an architectural drawing of a comprehensive planned development, which is proposed for the tract in question. Mr. Power stated that the drawing is not in final detail, but the Architect has studied the property and prepared the drawing, recognizing what his clients have in mind. Mr. Power commented t h a t , in h i s opinion, Midway Drive should be a four lane divided collector type of street -- that it wi 11 be a major thoroughfare and protection should be given to the City to see that the dtreet is properly installed. Mr. Power called attention to the drainage of the property, which flows in an easterly direction and stated that the Developer prefers that there not be a dedicated concrete ditch -- that he would be willing to execute a covenant for maintenance for protection 105 (Page Three. Mr. Power advised that they propose to restrict a portion of the property to not more than fifteen (15) units per acre but to develop the remainder in accordance with the zoning ordinance. Mr. Power advised that they propose inner circulation and inner use, without infringing or bothering the neighbors, yet allowing citizens an expensive place to live. Mr. Power commented that it must be a quality development because of its cost and potential. He stated that they propose to commence development as soon as services are available to- the property -- that, with consideration being given to sewer facilities and other facilities, the Developers feel the timing would fit in well with their timing. Mr. Power introduced Mr. Kenneth M. Good, whose firm proposes to purchase, develop and maintain the property. Mr. Good advised that the total estimated cost of the Regional Airport is one billion dollars -- that a government project of this significance will also attract private development which must come to take care of the needs. Mr. Good stated that there is a need for housing in this area at this time, and that need will increase as the Regional Airport develops. Mr. Good introduced Mr. Ralph Kelman'.-the Architect employed 'by h1s� firm to design the planned development which is proposed far the' area. Mr. Kelman stated that he thinks of the project as a planned development in relation to material aseets which are already there the main traffic generator being Midway Drive, and the bulk of the project being designed in a ring system in relation to the draihage system or greenbelt. Mr. Ke -lman- stated: that low density will' min,im�ize traffic to the outside; garden type apartments wi I I have beeter relationship with the greenbelt area and no parked'veh-icles wiT9 be visible. Mr. Wilcox asked if Midway Drive will be wide enough and great enough to handle the traffic, in view of the school and residential areas. Mr. Kelman replied that, in his opinion, it will be adequate -- that traffic which is generated wi.11 be moving in an easterly direction. In reply to Mayor Krause's question concerning the type of structures which. are proposed, Mr. Kelman presented drawings and photographs of, other developments which were designed by his firm -- Willow Creek Development, located in Dallas, which is community planned for twelve hundred (1200) dwellings, including shopping facilities and a man -made lake, a development of town houses located on a single square block in the heart of a fine residential area in Dallas, a recreational facility at -Lake Tahoe in Nevada, and others. Mr. Kelman commented that each was designed for its intended use, to donform with the residential way of life and human environment. 106 F (Page Four, Regular Meeting of the Euless City Council, June 10, 1969) j I n reply to a question from Mayor Krause, Mr. Kelman advised that the density i n one area of the development w i I I be restricted to from thirteen (13) to fifteen (15) units per acre, most of which will be one - story =-. that twenty -five (25) or twenty -six (26) units will be proposed per acre for the remainder of the tract -- that there w I I be a total of approximately twelve hundred (1200) units. Mr. Good advised that the anticipated invest- ment is approximately twenty million ($20,000,000.00) dollars -- that construction will begin in 1970, as soon as sewer facilities are there, and completion is anticipated in 1975. Mr. Good adviaed that taxes on the facility, based on the present tax rate, w i l l be approximately $25,000,000.00. In reply to a question from Councilman Wilcox, Mr. Good advised that $160,000.00 is available for down - payment and development costs of $500,000.00 is available for the first phase. Mr. Good advised that; his firm w i l l own., develop, and manage the project j- that they consider this. land wi I I be priceless, and -they do not intend to sell it- Mr. Waite stated that he requests protection for adjacent single family dwellings and if the proposed school site does not materialize, he would recommend that the tract be dedicated as a park and not zoned for multi - family dwellings. Mr. Waite stated further that he and his associates can see that an effort has been made to protect their development, and they cannot oppose this rezoning for any logical reason; however, they possibly will change their plans for approximately fifteen (15) acres, which have not been platted, requesting other usage than single family dwellings. In a discussion, it was determined that Somerset Place abutts the property in question; however, only one small area at the southwest'corner presents the problem of single family dwellings being located adjacent to multipfamily dwellings. Mr. Waite pointed out hhat the fifteen acres referred to is located East of Somerset Place. Mayor Krause called for opponents to this zoning request and recognized Mr. Victor Bufo, who asked where the children would go to school, if the proposed school site does not materialize. Mr. Hugh Waite stated that he represents Main Development Corporation, Developers of Somerset Place, which is adjacent to the property in question on the South. Mr. Waite asked what is proposed for the pie- shaped tract which was omitted from this- rezoning request. T Mr. Good advised that he and his associates are st i I I talking with the School Board about using this tract as a possible school site, but that no committments have been made by either party. Mr. Bufo stated that the children have difficulty''getting to the park now,• because of the heavy traffic and he considers the proposed development would worsen -- that he is opposed to this zoning request �-- that he lived in apartments in Los Angeles and they are nothing but trouble. Mr. Larry Streiber stated that he would like to know what the tax revenue is going to be -- what each family will pay into the City of Euless. Councilman Shull advised that a comparison on taxation of multi - family dwellings and single family dwellings was recently Dubl i shed in the newspaper. It was determined that this information is not available at this time;, however, taxes for multi - family houses exceeds that of single famity dwellings. Mr. L,esl ie Nielson asked if construction can be restricted only to single story structure. The City Attorney rep] ied affirmatively =- that the Council can so restrict. Mr. Nielson stated that, in his opi'nion, this would be advantageous because the proposed development w i I I abutt single family residences. 1 Mr:, Cy Martin, who resides at 205 Primrose H i l l advised that existing zoning deviates from proposed zoning indicated on the Master Plan and asked -what guarantee�cltizens have that the industrial area will not snowball and surround their residences. M: Harry J. 'Arth, 1708 Toplea, asked why the Planning and Zoning Commission recommended denial of this rezoning request. Mayor Krause advised that Mr. Powers' contention was that it was turned, down because `insufficient information was presented.. Cour pay school taxes of approximately $750.00 average around$80,00`per child in school school`taxes per acre of development than may pay $800.00 to $1,000.00 for city and yield around $3,000.00 per acre. ci Iman Copher advised that apartments per'child in school whereas homes -- that apartments pay more city and homes -- that an acre of single family school taxes, and apartments would (Page Six, Regular Meeting of the Euless City Council, June 10, 1969) Mr. W. E. Crawford asked how much of the money brought in -. by apartment dwellers stays i n the City, in comparison with single family residents. Mr. David Martin, who resides on Eastcl iff, advised that apartments, create a higher density and the City has to provide more services -- that he is against apartments -- that�Mr. Robert Caldwell presented the Master Plan over a year ago and that rezoning this property will be a major change to our Master Plan. Mr, Franklin D. Jeffus, of Avis Rent -A- Car in Dallas -Fort Worth area, stated that his firm has a lot of people who try to snowball them when they move into a new area; however, they look into facts themselves -- that in a twelve hundred (1200) unit apartment complex there are approximately twenty -four. hundred (2400) parents, with, an average of 2.5 children per family, making a total of roughly three thousand (3,000) ,children., Mr. Jeffus,stated that you see and hear about beautiful plans, when apartments first go in, but his firm does not.put rental facilities near apartments because the undesirable element begins to drift i n and the better element, moves out from apartments, to rooms for rent, then slums. Mr. Jeffus stated further that intent, is a big word. He asked how many big city developers come in and admit that they intend to sell the development =- commenting that the average apartment is sold right after it is built. Mr. Jeffus stated that he came to Euless looking for "Home Town U.S.A." -- tha$ his home -on Primrose Hill is of fine quality construction, with only No. 1 and No. 2 lumber -- that i n apartments No. 3 and No. 4 grade materials are used; therefore, construction is beautiful .at fir,st., then it becomes shabby and you have a problem on your hands. Mr. Jeffus advised that apartments create an increase in crime rates causing a need for more police and higher taxes. In rebuttal, Mr. Power stated that it is touching to see citizens come forward and speak concerning their homes -- that this is the way it should be. Mr. Power stated further that, in his opinion, there must be a realization that, although we would like a Utopia, it is not that way -- from the practical standpoint, single family residents cannot afford to pay the taxes required for other needs and they must be provided for in some way.. Mr. Power commented that it is unfortunate that some people cannot buy a residence i n which to live; however, these people deserve a decent place in which to live. Mr. Power stated that a single family city will not have good streets on which to travel, parks which are mowed now w I I _ it have proper police protection because it cannot afford them. Mr. Power stated that Mr. Crawford stated that most of the residents of Somerset Place are opposed to the proposed rezoning -- that they are of the opinion the community would best be served by single family dwellings, reminding the Council that Mr. Waite pointed out that he would apply for rezoning of other properties„ if this zoning request .isi approved. Mr. Power stated that 100 (Page Seven, Regular Meeting of the Euless City Council, June 10, 1.969) there are bad apartments, and this could happen in the City of Duless, unless the City is protected -- that Euless has a City Council to provide, defend and protect its citizens. Mr. Power stated that the adjacent area,is zoned for industrial usage and, in his opinion, the Council should approve the proposed controlled development and provide for the one -story units., Mr. Power reminded the Council that the Developers are willing to file deed restrictions, for protection of the citizens -- that they cannot say p o s i t i v e l y t h a t the property w i l l not be sold; however, it i s not the inten- tion of the developers at this time. Regarding the proposed school site, Mr. Power.advised that he is of the opinion it should be a City Park, if the school,doesn't materialize; however, the Developers have not agreed with him at this time. Mayor Krause declared the Public Hearing closed. Councilman Douglass stated in reply to two questions presented earlier, that imaginary lines were used in preparation of the Comprehensive Plan -- that the slight deviation occurred as the result of the necessity for moving the l ines.,to coincide with property lines of the area. Councilman Douglass advised that this Council cannot promise that further encroachment wi I I not be made at some future date. Mayor Krause advised that further considera- tion will be given Zoning Case No. 190 at the next regular council,meeting, CONSIDERATION OF PROPOSED ONE -WAY SERVJCE. STREETS J : I Mayor Krause recommended that. the matter concerning proposed one -way service streets adjacent to.Highway 183, in the vicinity of Main Street, be tabled until a future meeting.' The Mayor advised that, in his opinion, consideration should be made of either delayed signals or left -turn signals on Main Street and that the matter should be discussed further with-representatives from the State Highway Department. - Councilman Warren made the motion to table the matter of proposed one -way service streets until the next regular council meeting, taking the matter under advisement, until another meeting with representatives from the State Highway Department can be scheduled. Councilman Douglass seconded the motion, and the vote is as follows: Ayes: Councilmen Douglass, Copher, Shull, Wilcox and Warren Nays: None Mayor Krause declared the motion carried. 110 (Page Eight,. Regular Meeting of the Euless City Council, June 10, 1969) EXTENSION OF CONDITIONS SUBSEQUENT APPLIED TO ORDINANCE 323, REZONING 14.497 ACRES IN T," Ar CASH SURVEY. ABSTRACT 280 FROM "A" RESIDENTIAL TO "C" COMMERCIAL (ZONING CASE 1 7 ), REQUEST OF MR. BILL PASTEUR Mayor Krause recognized Mr. B i I I Pasteur, representing the owners of a 14.497 acre ,tract situated in the T, A. ;Cash Survey, Abstract 280, Mr. Pasteur advised that the f i r s t condi timn subsequent applied to the rezoning of this tract expires in August, 1969, and he is present to request an eighteen (18) month extension from that date. Mr. Pasteur advised that there are many reasons for delay in development of the tract -- the fact that the freeway has not been completed, delay in development of Westpark Way and the necessity for extending water and sewer facilities for a great distance. Mr. Pasteur advised that the Hurst - Euless- Bedford Hospital Authority has acquired an adjacent tract 6ocated with the City of Bedford, and the Authority is working with Developers of the tract in question in the extension of utilities. Mr. Pasteur commented that the Hospital Authority experienced difficulty in having their property zoned by the City of Bedford; therefore, l i t t l e work could be done in that area. Mr. Pasteur stated that, in his opinion, an eighteen (18) month extension w i 1 1 allow s u f f i c i e n t time and that construction w i l l be started shortly thereafter. In reply to a question, Mr, , Pasteur advised that the property in question is owned by Mr, C. L. Webster_ and Westpark Venture -- that the Tax Rolls evaluate a portion of the tract at thirty -five (35) cents per square foot and the remainder at one dollar ($1.00) per square foot. Mr. Pasteur commented that it costs a lot of money-to hold this property. ,Councilman Douglass made the motion to concur with the recommendation of the Planning and Zoning Commission, granting an eighteen (18) month extension from the date of expiration on each of the conditions subsequent applied to Ordinance No. 323. Councilman Shull seconded the motion, and the vote is as follows: Ayes: Councilmen Douglass, Copher, Shull, Wilcox and Warren Nays = 'None Mayor Krause declared the motion carried. ill (Page Nine. EXTENSION OF CONDITIONS SUBSEQUENT APPLIED TO ORDINANCE 326, REZONING THE NORTH 1112 FEET CF TRACT 1, RAY SHELTON SUBDIVISION, FRCM "A" RESIDENTIAL TO "B" LOCAL BUSINESS AND THE SOUTH 200 FEET FRCM "A" RESIDENTIAL TO "C" COMMERCIAL (ZONING CASE 170) Mayor Krause recognized Mr. Bill Pasteur, who advised that he represents Messrs. Hmm and Sandlin, owners of Tract 1, Ray'Shelton Subdivision, in their request-for an'eighteen (18) month extension of conditions subsequent applied to Ordinance 326. . Mr. Pasteur advieed that delayed develop- ment of residential property in the area is-the primary reason for. delay in development of the tract in question. Mr. Pasteur stated'that a drug store, grocery store, affiliated shops and a service station are proposed for the site; however, the market at this time is not adequate. Mr. Pasteur advised that development of Mr. Reaves' subdivision, Oak Forest and Trailwood is progressing at this time, and he'considers the trac't in question has great potential -- that it IS evaluated at $10,000-.00. an acre on the' Tax Roll.. Councilman Wilcox made the motion to concur with the recommendation of the Planning and Zoning Commission and grant an eighteen (18) mohth extension from the termination date, on each of the conditions subsequent applied to Ordinance No. 326. Councilman Copher seconded the motion, and the vote is'as follows: Ayes: Councilmen Douglass, Copher, Shull, Wilcox and Warren Nays: None Mayor Krause declared the motion carried. V. CONSIDERATION CF MAYFLOOER INVESTMENT COMPANY'S REQUEST FCR FURTHER CONSIDERATION CF ZONING CASE 1899, REQUEST FCR REZONING' 7.914 ACRES I N J6' P.' HALFORD SURVEY ABSTRACT 711 FROM "R-1" SINGLE FAMILY DWELLING TO "R -3" MULTIPLE FAMILY DWELLING Councilman Douglass made a motion to table Mayflower Investment Company's request for' further , cons i derat on of Zoning Case No. 189, until such time as petitioner can be present in behalf of his case. Councilman Wilcox seconded the motion, and the vote is as fol ows; 112 (Page Ten, Regular Meeting of the Euless City Council, June 10, 1969) Ayes: Councilmen Douglass, Copher, Shull, Wilcox and Warren Nays: None Mayor Krause declared the motion carried. VI . CONSIDERATION OF PRELIMINARY PLAT, PUENTE DEL OESTE. MR_ JOHN PASS., DEVELOPER Mayor Krause recognized Mr. Walter Elliott, who stated that he represents Messrs. John Pass and Joe Farina, who request preliminary plat approval for Puente Del Oeste Addition, which is located at the southeast corner,of Highway 183 -and F. M. 157. - . Mr. E I I i ott advised that the proposed sub- division .consists of approximately' thirty -eight (38) acres and has been subdivided into five tracts -- that the property is� zoned "C -2" Community Business District and apartments are proposed for Tracts 1, 2, 3 and-4, and commercial usage is proposed for Tract 5,; Mr. E I I i ott presented the preliminary plat of Puente Del 0este, advising that one major street is proposed through the subdivision -- that entrances, are located approximately four hundred (400) feet South of Highway 183 at F. M.;-157 and five or six hundred feet East of the intersection, allowing access without great traffic problems. Mr. E I I i ott advised that sewer facilities are located 'along the property line,and pointed out the major drainage course through the tract which wi l] be maintained by the Developer with a covenant being furnished to the City. Mr. Elliott stated-that no major concrete lined channels are proposed -- that the channel w i I I be lined similarly' to the channel in Bridgegate Apartments,, with retainer walls and landscaping. Mr. Elliott advised that water lines will be extended around the permmeter of the property and through it_ In answer to a question, Mr. Elliott stated that twenty (20) to twenty -two (22) units are proposed per acre, and that Tract 1 is to be developed immediately. In a discussion of area streets, Mr. Cribbs asked if there is any way to exit from the subdivision except by Highway 183 and 157. Mr. E I I i ott replied that there is no other way., It was determined that approximately five hundred, sixty (560) units are proposed for the apartment development, with thirty -one (31) foot streets which are widened to two twenty -two (221 foot driving lanes, plus a median, at ingress and egress: 113 (Page Eleven. Regular Meeting of the Euless City Council, June 10. 19hQ) Mr. Elliott replied that bb cannot answer for Mr. Pass, but many times, when development progresses in phases, a certain number of units are under mortgage -- that, possibly, this is the reason. Mr. Elliott advised that, with a covenant, maintenance o f the channel w i l l be the Owner's responsibi 1 ity -- that he can see no difference in it. Mr. Ratliff stated that he tends to agree, considering the size of the tracts. With reference to the Engineer's letter, in which. they expressed concern regarding proposed thirty -one (31) foot streets, Mr. E I I i ott advised tha.t h.e can see that a problem might be created that there i s no assurance that on- straet parking w i I I not be permitted. Mayor Krause presented a letter from the City's Consulting Engineer for Mr. Elliott's review. (Letter. dated June 3, 1969, on f i l e as Council Exhibit.) Mr. Bill Ratliff asked Mr. Elliott why the apartment site was divided into four tracts. Mr. Ratliff commented that the drainage channel ecosses three of. the tracts and maintenance of the drainage channel could be a problem if a portion of the property is sold by Messrs. Pass and Farina. Mr. Elliott replied that bb cannot answer for Mr. Pass, but many times, when development progresses in phases, a certain number of units are under mortgage -- that, possibly, this is the reason. Mr. Elliott advised that, with a covenant, maintenance o f the channel w i l l be the Owner's responsibi 1 ity -- that he can see no difference in it. Mr. Ratliff stated that he tends to agree, considering the size of the tracts. Elliott advised that. the property is M. 157 and Spur 350 - -.that a �servlce Mr. Elliott advised that a concrete culvert has been approved' by -the Texas Highway Department -- that the Developers propose to tie into an existing draingge facility and extend it the length of the tract. Mr, Bill Ratliff, Consulting Engineer, advised that the water and sewer lines indicated on the plat will, have to be separated a greater distance than is indicated on the plans. Mr., Ell iott advised that this adjustment w i I I be made to comply with the City's requirements. AUTHORIZATION FCR NEGOTIATION CF 115 CONTRACTS FCR WATER LINE ADJUSTMENT AND EXTENSION UNDER SPUR 350 AND STATE HIGHWAY 183 Mr. Bill Ratliff advised the Council, at the request of City Manager Griggs, of the need for certain utility adjustments in the vicinity of Highway 183 and Spur 350. Mr. Ratliff stateld that the City has only one line which crosses Spur 350, that being an eight inch line located near Euless City Hall. Mr. Ratliff stated that a stub for a sixteen (16) inch line is located West of City Hall; however, it will be some time before it is available for use. Mr. Ratliff explained that, in order to get connections toward the East side, it is necessary to cross State Highway 183 and Spur 350, with a line, in the vicinity of the drainage channel crossing the Fuller property, and extend the line down Carter Street. Mr. Ratliff advised that contracts have been let by the Highway Department in the Brea of the crossing of Highway 183, and the Highway Department will not allow another contractor to do the work required by the City at this time. Therefore, a bid, in the amount of $3,550.00 has been received for the necessary adjustments in'that area, from J. D. Morgan and Company, who is the highway sub - contractor. Mr. Ratliff stated that the bid is higher than he had wstimated; however, he does recommend that this contract be negotiated at this time, because the cost will be greater later on. Mr. Rat] iff advised that J. D. Morgan and Company submitted a bid, in the amount of-$16,265.45, for construction of the remainder of the eight (8) inch water line across Spur 350. Mr. Ratl iff stated that the City can choose its contractor for this portion of the adjustments and, in his opinion, a lower bid can be obtained; therefore, he recommends that the City Manager be authorized to receive three quotations for the crossing of Spur 350, and that he be authorized to contract this work, so that the work can get under way. Mr. Rat] iff explained that July 10, 1969, is the date for letting of the State's contract in this area, after which time the City will experience the same problem of having to contract the work to the highway contractor. Mr. Ratliff recommended further that this matter be handled on an emergency basis, eliminating the required thirty (30) to forty -five (45) days for advertising. Councilman Shull asked if money is avail- able for this purpose, stating that he is aware of the emergency fund; however, in his,opinion; that money should be used only, for emergencies. Councilman Copher stated that he understands the job can be accomplished more economically, if it is done now. 116 (Page Fourteen, Regular Meeting of the Euless City Council, June 10, 1969) A discussion followed, and Mr. Ratliff stated that this matter was discussed with the City Manager and necessary funds are available. Councilman Warren made the motion to authorize the City Manager to negotiate the contract with J. D. IX: AUTHORIZATION TO CONTRACT FCR STREET IMPROVEMENTS (PORTIONS OF ALEXANDER, DALLAS AND EAST HUITT) AND FCR ADDITIONAL PARKING AND DRIVEWAY ON CIVIC CENTER 'SITE' i Mr. Bill Ratliff presented a drawing in- dicating additional parking spaces and a driveway which are proposed for the Civic Center Complex. Mr. Ratliff• advised that the parking lot in front of the Commanity Building has thirty (30) spaces at this time -- that the proposal to increase the size of that lot by extending it to the North to add an additional parking lot which will open into a driveway which extends around the Recreation Building, into the "'parking lot to the rear'of City Hall and extend into Spur 350. Mr. Ratliff stated that plans also include the paving of an existing parking Jot located behind the Police Departmond. Mr. Ratliff advised that SRO Asphalt, Inc. is: under contract for other work within the City at this time -- that they were contacted concerning a quotation for the work which is proposed at the Civic Center and submitted an estimate i n the 'amount of "$8,126:50. Councilman Shull stated that, in his opinion, a ramp is needed in the vicinity of one of the buildings -- that there are invalids who do not have access to the buildings. Mr. Ratliff advised that some type of ramp was proposed for the Police Building; however, SRO did not desire to bid the job. 11 (Page Fifteen. Regular Meeting of the Euless City Council, June 10, 1969} Councilman Copher stated that, in his opinion, sidewalks are needed around the parking lots and should be included in this building program. Mr. Ratliff stated that Bond Funds are avail- able for the building program. Mr. Ratliff advised that there i s a need for improvement of approximately seven hundred (700) feet of Alexander Lane, that portion of Dallas Drive from Denton to Collin and approximately four hundred (400) feet of East Huitt. He stated that SRO Asphalt submitted an estimate, in the amount of $10,325.00 for those improvements and that money is available for this work. Mr. Ratliff stated that he recommends extending the contract with SRO Asphalt, Incorporated to include these street improvements, as well as the proposed improvements to the Civic Center Site. Councilman Wilcox moved to authorize the City Manager to extend the contract with SRO Asphalt, Incorporated to include parking facilities and a driveway at the Civic Center Complex, at an estimated cost of $8,126.50 and improvement of portions of Alexander Lane, D'a'llas -Drive and East Huitt Lane at an estimated cost of $10,325.00, as recommended by the City's Consulting Engineer. DISCUSSION OF SIGNALIZATION AT HIGHWAY 183 AND MAIN STREET, MR. IVAN GREGORY Mr. 'Ivan Gregory 'stated that, yin his opinion, the. Council should not delay a ddcision regarding proposed one -way service roads and signalization at Highway 183 and Main Street because a delay w i l l jeopardize the City's position. Mr. Gregory stated that he i s of the opinion the proposed change should be approved while the Texas Highway Department is willing to work with the City. Mr. Gregory advised that the State has already stated t h a t they w i l l not do,anything unless the service roads are restricted to one -way traffic. XI I, CITIZEN'S OCM EN11B CONCERNING ZONING, MR. PAUL HUFFHINES Mr. In a brief discussion, Mayor Krause., advised that consideration should be given to 'turning signa'Is at this'' location -- that the City has until the first of the year to reach a decision -- that there is a possibility the State will install left -turn signals on Main Street, if the City approves one -way service roads, and this proposal should be discussed with representatives' from the Highway Department. . .,. DISCUSSION OF TAX ASSESSMENT ON PROPERTIES IN MINTERS CHAPEL AREA Councilman Copher advised that he has been contacted by several citizens in the northern part of the City concerning increased evaluation of their properties and suggested that this matter be investigated. The City Attorney stated that he was contacted by Mr. McCormick earlier in the day concerning this matter, and is of the opinion this matter can be worked out. Mayor Krause stated that, in his opinion, the tax assessor's appraisal has t o be based on the f a i r market value of a l l properties, regardless of their location -- that the City can assess as per agreement in their settlement of the de- annexation of properties in the Minters Chapel area.
