Mayor Krause called the regular meeting
d)(6 the Euless City Council to order at 8 :05 P. M., i n the City Hall Council
Chambers, with the following in attendance: Councilmen Frank Douglass, Harold
Copher and Dwayne Wilcox. (Absent:' Councilmen Don Warren and Dan Shull.)
• Also present were City Manager C. J.
Griggs, City Attorney James Cribbs and City Secretary Vada Ferris.

Councilman Frank Douglass offered a
prayer.

Mr. Pasteur stated that previously a
portion of this tract had been rezoned, however, due to the turning radius,
the site is too small for the purpose intended and, therefore, the rezoning of
this additional footage is necessary.
Mayor Krause inquired if there were other
proponents or ppponents in this rezoning case. There were none and Mayor
Krause advised Mr. Pasteur this matter wi I I be considered at the next regular
council meeting, October 14, 1969.
PUBLIC HEARING! ZONING CASE
NO. 194 - REQUEST FOR - REZONING JOHN
HUTCHESON PROPERTY - HIGHWAY NO. 183
AND RL-ADER DRIVE
Mayor Krause opened the Publ'ic Hearing
on Zoning Case No. 194, a request for rezoning a tract in the John Groves
Survey, Abstract No. 599, from "C -2" Community Business District to 111 -1"
Light Industrial District to accommodate a Trailer Sales Business. This
property is owned by Mr. John P. Hutcheson, et ux,, and located at the North-
east corner of Raider' Drive and State Highway 183.
Mayor Krause announced' that Mr. Robert H.
Power, representing Mr. Hutcheson, had requested a postponement i n this case.

Secretary as Counci 1 Exhibit.)
Mayor Krause inquired if there were
proponents or opponents present. There were none.
Mayor Krause stated that the Public
Hearing would be continued at the next regular council meeting on October
14, 1969.

SECOND AND FINAL READING,
REZONING GEORGE GORDON PROPERTY
ON NORTH MAIN STREET
The City Secretary presented Ordinance

Survey from "C -1" Neighborhood Business District to "C -2" Community Business
District - property located on West side of North Main Street, North of Shield's
Pharmacy. (Zoning Case No. 192)

Councilman Douglass made the motion to
approve Ordinance No, 361 on second and fi n a I reading. Councilman Copher seconded
the motion and the vote i s as follows:
Ayes: Councilmen Douglass, Copher and Wilcox
Nays: None
Mayor Krause declared the motion carried.

LETTER FROM .MERCANT I LE NAT I Q N A L
BA N K A S EV I D_ENCE FOR SOT- OGRANDE,
PHASE 1.1 FINANCIAL REQUIREMENTS
Councilman Wilcox made the motion to accept
the letter from the Mercantile National Bank of Dallas on behalf of Mr. Robert
Folsom, as sufficient evidence of meeting the requirements for the development of
Sotogrande.
Councilman Douglass seconded the motion and
the vote is as fol lows:
Ayes: Councilmen Wilcox, Douglass and Copher
Nays: None
Mayor Krause declared the motion carried.
V.
NORTHEAST CITIES ADVISORY
COUNCIL REPORT - COUNCILMAN
FRANK DOUGLASS
Councilman Douglass, one of the City's
representatives to the Northeast Cities Advisory Council, stated that the
regular meeting of the Advisory Council on September 4, resulted in members
agreedi q to discuss with their respective councils the feasibility of the
continuance of the Northeast Cities Advisory Council, and if so, what areas
for future -study by the Advisory Council .

Dallas, submitted on behalf of Mr. Robert S.
Folsom in connection with
Phase 11
of Sotogrande Development Contracts.

Councilman Wilcox made the motion to accept
the letter from the Mercantile National Bank of Dallas on behalf of Mr. Robert
Folsom, as sufficient evidence of meeting the requirements for the development of

V.
NORTHEAST CITIES ADVISORY
COUNCIL REPORT - COUNCILMAN
FRANK DOUGLASS
Councilman Douglass, one of the City's
representatives to the Northeast Cities Advisory Council, stated that the
regular meeting of the Advisory Council on September 4, resulted in members
agreedi q to discuss with their respective councils the feasibility of the
continuance of the Northeast Cities Advisory Council, and if so, what areas
for future -study by the Advisory Council .

Councilman Douglass stated that the
Advisory Council' has studied and presented facts'to the area councils on
projects:
area water needs
joint fire training center (Haltom City)
joint fire dispatching
centralized purchasing
The following were mentioned as items for study by the Advisory Council:
Area Dump - Councilman Cophe r
Zoning Ordinance (Applicable to a I I Cities) - Mayor Krause
Fire Protection, Disposal of Garbage, City Dump - Councilman Wilcox
Councilman Douglass stated that area -wide apartment zoning is -a subject of
interest to most of the member cities.
The Mayor and members of the council agreed
that the Northeast Cities Advisory Cauncil should continue to function and
expressed appreciation to Councilman Douglass for his participation, on behalf
of the City of Euless.
VI.
CITY MANAGER REQUESTED TO
CHECK STREET CONDITION
Councilman Douglass stated that several
accidents have occurred on North Main Street, just South of the Trailwood
Addition, and alleged street conditions may have been the cause of these
accidents.
The City Manager was requested by members
of the council to check the condition of the street in this area.
VII.
EULESS ATHLETIC ASSOCIATION
REQUEST FCR COUNCIL CONSIDERATION
FCR CONSTRUCTION CF EQUIPMENT BUILDING
Mayor Krause recognized Mr. Bob Johnson,
representing the Euless Athletic Association', who stated that the Association
requests the council's consideration for construction of a building in Midway
Park, to house equipment owned by the Euless Athletic Association and additional
restroom facilities. Members of the council had been presented a letter of
request.

In answer to a question by Councilman
Douglass, Mr. Spivey (a member of the Athletic Association) stated that the
proposed site for the building is almost directly behind Ball Field No. 3.
Mayor Krause stated that members of the
council received the letter of request just prior to the meeting, and must be
given consideration by the City Attorney before action can be taken. Fie
announced this item w i I I be scheduled for council action at the next regulat
council meeting, October 14.
