CALL TO ORDER
Mayor A. C. Krause called the regular
meeting of the Euless City Council to order at 8:15 P. M., i n the City
Hall Counci'I Chambers, with the fol lowing i n attendance: Councilmen Harold
Copher, Dwayne Wilcox, Don Warren, Frank Douglass and Dan Shull.
Also present were City Manager C. J:
Griggs, City Attorney James Cribbs and City Secretary Vada Ferris.

APPROVAL CF MINUTES
The City Secretary presented Council
Minutes for the regular meeting, October 14, 1969, which were approved as
written.
CONSIDERATION OF ZONING CASE NO_ 194,
REQUEST FCR REZONING JOHN HUTCHESON
PROPERTY - HIGHWAY 183 AND RAIDER DRIVE
The Council were aware of the following
facts in this case:
(1) Mr. Hutcheson, the applicant, operated a Mobile Home Sales
Business at this location on a Certificate of Occupancy (one year) granted
by the Euless City Council on September 12, 1967;
(2) Mr. Hutcheson, having been made aware of the expiration of the
Certificate of Occupancy, submitted an application to rezone the property
from "C -2" Community Business District to "I -1" Light Industrial, in order
to continue the Mobile Home Sales Business at this location.

(3) The Planning and Zoning Commission, on August 5, 1969,
recommended the Euless City Council deny the "I -1" Light Industrial District
zoning and request a ruling as to what the zoning classification should be
for this type business;
(4) The Euless City Council held a Public Hearing on October 14,
1969, on the rezoning reques't, *and instructed the City Attorney to study
the "C -2" class ificat.idn and present a legal opinion in this case.
Mr. Cribbs informed the Council that,
Mr. Robert Power, Attorney, representing Mr. Hutcheson, had contacted him
early 'today, requesting the council to hold this case for consideration at
the next council meeting, due to the fact he could not be present at this
meeting. Mr. Cribbs stated, however, that he had prepared an opinion
as requested by the council (a copy presented to the Mayor and Council
Members). To summarize, Mr. Cribbs stated that, in his opinion, the
zoning ordinance should be amended to specifically deal with mobile home
retail facilities, and in order to dispense with the necessity of acti'ng
on Zoning Case No. 194, he recommends Mr. Hutcheson be given a reasonable
period of time to phase out his retail trailer sales operation and obtain
a new tenant or use of the property.
Councilman Douglass mdde the following
motion: "
(�) concur'wifh the Planning and Zoning Commission and deny the
rezon ing ;
(2) permit the owners to continue to operate the Mobile Home
Retail Sales business on a temporary permit until April 1, 1970; and
(3) instruct Planning and Zoning Commission to present to'the
Euless City Council, a recommendation on a zoning classification for Mobile
Home Retail Sales.
Councilman Warren seconded the motion and
the vote i s as follows:
Ayes: Councilmen Douglass, Warren, Shull, Copher and Wilcox
Nays: None
Mayor Krause declared the motion carried.

ORDINANCE NO. 362:
SECOND AND FINAL READING
REZONING PORTION CF OAK
FOREST ADDITION TRACT
AT NORTH MAIN AND HARWOOD
ROAD
Councilman Copher made the motion to
approve second and fi n a I reading of Ordinance No. 362, rezoning the west
fifteen (15) feet and north 20.2 feet of Lot 1, Block 2, Oak Forest
Addition, from "C -1" Neighborhood Business District to "C -2" Community
Business District.
Councilman Wilcox seconded the motion and
the vote is as follows:
Ayes: Councilmen Copher, Wilcox, Douglass, Warren and Shull
Nays: None
Mayor Krause declared the motion carried.
PETITION REQUESTING CONSIDERATION
FCR THE CONSTRUCTION OF AN
OLYMPIC SIZED MULTI - PURPOSE
Mayor Krause announced that a petition
with eighty -six (86) signatures was presented to the Euless City Council,
with a request for the councils' consideration for the construction of an
Olympic sized, multi - purpose pool. Mayor Krause stated this is a matter for
consideration by the Park and Recreation Committee.
Councilman Shull inquired if the City of
Euless needs an Olympic sized pool and Mayor Krause stated this is a matter
for the Park and Recreation Committee.
Mayor Krause then recognized Mr. Charles
Hunt, a member of the `Park and Recreation Committee, who stated that he
thinks he can speak for the Committee -- and they want the following:
(1) the nicest swimming pool the City of Euless can afford; and

(2) an olympic sized pool , -- by next summer.
He stated the Committee is working on this project, but they need the
cooperation of the Mayor, City Council and citizens -- and they plan to
recruit many citizens.
Mr. Hunt stated that plans will'be
ready for presentation to the Euless City Council in three or four weeks.
IV.
CONSIDERATION OF F NAL PLAT
APPROVAL - CRIPPLE CREEK
ADD ITION
Mayor Krause announced that this item
w i I I be considered at the next council meeting, at the request of the
applicant. The City Secretary was instructed to place this item on the
next agenda, November 25, 1969.
V.
PLAT R E V I S I O N - LOT A,
TRACT 12, RAY SHELTON
SUBDIVISION (PROPERTY
LOCATED AT 1400 NORTH
MAIN STREET - DOCTOR
THOMES ANIMAL HOSPITAL)
City Attorney Cribbs stated that he
had studied the project plat and it is apparent that a mistake in platting
the property resulted in the tract being fifteen (15) feet short in depth,
and, therefore, a utility easement is under Doctor Thomes" building. The
survey should have allowed fifteen (15) feet for necessary widening of
North Main Street. City Attorney Cribbs stated that he recommends the
council approve the replatting as requested, which would allow fifteen (15)
feet to be added to the property - that the Developers own the adjacent
property to be added to Lot A, Tract 12.
Councilman Warren made the motion to
concur with the recommendation of the City Attorney and approve the
revision of Lot A, Block 12, Ray Shelton Subdivision, as requested.

REPORT OF NORTHEAST
CITIES ADVISORY COUNCIL
MEET I NG
Councilman Douglass, one of the Cities
representatives to the Northeast Cities Advisory Council, reported that, at
a recent meeting of the Advisory Council, members were requested to present
a I i s t of twenty -two (22) items termed possible area problems for each
council to consider for priority. Councilman Douglass read the list, as

Mayor Krause instructed the City Secretary
to furnish this list to each member of the council and advised he would-call
them on Friday, October 31, for three or four priority items from each one.

CERTIFICATE

The copy of 1969-City Tax Roll Certificate,
with a total assessed value of $67,556,170.00, had previously been submitted.

to the City Council, by the Tax Assessor - Collector, Mr. Richard Parks, with
a copy of tax roll corrections indicating a net deduction of $656.93.
City Manager Griggs recommended acceptance
of the 1969 Tax Roll Certificate as prepared and submitted by the Tax
Assessor -Col lector.
Councilman Warren made the motion to
concur with the recommendation of the City Manager and accept the Tax
Assessor - Collector's report, as submitted.
Councilman Shull seconded the motion and
the vote i s as follows:
Ayes: Councilmen Warren, Shull , Douglass, Wilcox and Copher
Nays: None
Mayor Krause declared the motion carried.

VIII.
ORDINANCE PROVIDING FCR
OPERATION OF POCL HALLS
City Attorney Cribbs presented an
ordinance providing for the operation of Pool Halls in the City, of Euless,
as requested by City Manager Griggs.
Mayor Krause inquired if there were
comments or questions concerning the proposed ordinance. Councilman Wilcox
stated that, Article 111, Section 5, Fees -- provides for the collection of
$2.50 f o r each b i l l i a r d table operated in the pool hall. Councilman Wilcox
stated that, in his opinion, this fee should be raised and suggested $10.00
per table .
Mr. Gregory was recognized by Mayor Krause.
Mr. Gregory inquired if .there is any provision requiring the Pool Hall
proprietors to take a closer look on his clientele. He stated that he has
questioned owners on this matter and been informed, this is a Police job. He

near the pool hall will take a certain amount of cooperation between the

FIBERGLASS TANKS AND
PIPING - SHELL SERVICE
STATION - HIGHWAY 157
AND SPUR 350
Mayor Krause recognized Mr. Wayne Spei r,
D i s t r i c t Engineer f o r S h e l l O i l Company, who requested the council's
consideration for use of fiberglass tanks and piping at the Shell- Service
Station, Highway 157 and Spur 350.
Mr. Speir stated he was advised that the
City of Euless permits metal and Shell 0 i I Company requests the council
consider allowing use of fiberglass.

There was concern expressed about the
size of tanks allowed in the City of Euless and City Manager Griggs was
requested to submit a report tb the council.
Councilman Wilcox made the motion to
cohcur with the recommendation of the City Manager and amend the City
Ordinance to allow fiberglass underground storage tanks with the Underwriter's
Laboratory Seal of Approval, bedded in sand with gas pump risers being of
metal with break -away joints.

X.
CONSIDER APPOINTMENT OF MEMBER TO
PARK AND RECREATION COMMITTEE
Mayor Krause announced t h at t h i s item
w i I I be considered at the next council meeting and requested each Councilman
submit a recommendation for consideration; that it i s necessary to appoint
a member to the Park and Recreation Committee at the next meeting.

PIPELINE ROAD IMPROVEMENTS
City Manager Griggs informed the cauncil
that a meeting with Bedford Officials has been scheduled for Friday, October
31, to discuss the Pipeline Road improvements and each Councilman would be
notified later of the exact time and place.
XI I.
DISCUSSION: AMENDING
ZONING ORDINANCE No. 347
Councilman Douglass stated the Planning
and Zoning minutes, dated October 7, 1969, recommended the council consider amending
Item 14, Section 7 -1002, page 36, Zoning Ordinance No. 347, City Manager Griggs
advised that several possible changes in the Zoning Ordinance are being studied
by the Planning and Zoning Commission and their recommendation will be presented
to the City Council in the near future.

CHARTER AMENDMENTS
Councilman Douglass inquired if the
amendment to the Euless City Charter, approved by voters on February 18,
1969, had been inserted and made a part of copies of the Charters at the
City Hall and i n the Library.
City Manager Griggs stated that a copy
of the amendments is available at City Hall. The City Secretary was
i n s t r u c t e d to i n s e r t the amendments in a l l available copies of the charter.

WATER AND SEWERAGE SYSTEM

City Manager Griggs, in answer to a
question by Councilman Douglass, stated that a work session for the purpose
of evaluation of the five year plan for water and sewer needs, prepared by
Consulting Engineers, Knowlton -Rat] iff -En91 i�h, can be scheduled within the
next two or three weeks. Councilman Douglass inquired about the necessity
of a bond election and Mayor Krause stated he was of the opinion that the
City Council would not be "keeping the faith" with Euless citizens to call
another bond election when the present bond program is not final.
Xv.
WILSHIRE SCHOOL
TRAFFIC SIGNS AND
MARKINGS
Mayor Krause recognized Mr. 1\b1son Jones,
who stated that he commends Mr. Sustaire, Director of Public Safety, on his
assistance at the Wilshire Elementary School. Mr. Jones stated that several
traffic problems existed and that a meeting of school officials and Chief
Sustaire resulted in a better understanding by the school, of the Police
Department and solved some problems which were hazardous to the school
children. Mr. Jones stated there are still a few areas for consideration -
painting crossing areas and loading zones - however, these are matters that
can probably be solved by the Principal of the School and Police Department.

Mayor Krause stated that these matters
should be checked by the City Manager. City Manager Griggs-_.advised t h a t con-
sideration has already been given t o these items and a l l work is presently in
progress.

Councilman Warren made the motion to
concur with the recommendation of City Attorney Cribbs and suspend the
rule requiring f rst and second reading of an ordinance, and approve
Ordinance No. 363 on f i r s t and final reading abandoning an easement in Lot A
of a portion of Tract 12, Ray Shelton Subdivision. (Dr. Thomes Animal
Hospital . )
Councilman Copher seconded the motion and
the vote i s as follows:
