CALL TO ORDER
Mayor A. C. Krauae called the regular
meeting of the Euless City Council to order at 8:05 P. M., i n the City Hall
Council Chambers with the following i n attendance: Councilmen Harold Copher,
Don Warren, Frank Douglass, Dan Shull and Dwayne Wilcox,
Also present Cqere City Manager C. J.
Griggs, City Attorney James Cribbs, Consulting Engineer Bill Ratliff and
City Secretary Vada Ferris.

APPROVAL OF MINUTES
The City Secretary presented Council
Minutes for a regular meeting, December 23, 1969, and a Called Meeting for
December 24, 1969, which were approved as written.
FIRST READING: ORDINANCE REZONING

Councilman Douglass made the motion to
approve first reading of the ordinance, (concurring with recommendation of
Planning and Zoning Commission), rezoning property as follows:
The North 3.6 acres, from "R -1" Single Family Dwelling District to
"C -2" Community Business District and the South 6.4'acres, from
"R -l" Single Family Dwelling District to "R -3" Multiple Family
Dwelling District, with conditions subsequent as follows:

A. A final site development plan shall be submitted to
the City Council within 18 months following final
passage of the ordinance effecting the requested
changes.
B. Construction in substantial compliance with the final
site development plan as approved shall be commenced
within 24 months following final passage of the
ordinance effecting the requested changes.
C. Construction in substantial compliance with the final
site development plan as approved shall have been
substantially completed within 36 months following
final passage of the ordinance effecting the requested
changes.
and that conditions subsequent become effective on the date the church
congregation vacates this location.
Councilman Shull seconded the motion
and the vote is as follows:
Ayes: Counci Imen Douglass, Shull , Warren, Copher and W Icox

Mayor Krause declared the motion carried. (This property is located approxi-
mately nine hundred (900) feet east of the west city I i m it line on Spur 350).
FIRST READING ORDINANCE APPROVING
INTERNATIONAL VILLAGE ADDITION,
PLANNED DEVELOPMENT (LOCATED EAST OF
NORTH MAIN STREET AT MIDWAY DRIVE)
KENNETH E. GOOD AND ASSOCIATES
(ZONING CASE NO. 190)
Mayor Krause recognized Mr. Robert, Power,
representing Kenneth Good and Associates, owners and developers of the proposed
project, International Village Development. Mr. Power presented a plat and plans
of the Planned Development.
Members of the council had been presented
a copy of the Engineer's letter dated December 1, 1969, copies of letters from
Mr. , Good, and Planning and Zoning minutes, dated December 16, 1969, i n which the
r motion was made to approve the layout, as presented, with the following provision:

1. The portion South of Blessing Branch shall not exceed
a density of 12.3 units per acre.
2. Provisions of the letter dated December 1, 1969, from
the City's Consulting Engineers shall be complied with.
3. The letter dated December 15, 1969, from Ken Good and
Associates shall be included in -this recommendation,
with exception of density requirements for that portion
of the tract' located North of Blessing Branch, which
shall be restricted to a maximum of twenty -two (22)
units per acres
4. Drainage and sewer connections shall be extended South --
the storm drainage to the existing storm sewer, and
the sewer line to the existing lift station located in
Somerset Place No. 2 -- to the City's specifications.
Mr. Power stated that a I I requirements
had been met, however, the Developer disagrees with the Engineer's suggestion
of extending a street to the north through the project (Engineer's letter
dated December 1, 1969).
Mr. Power stated that the School District
is aware of this project, and Mr. Good has visited with School Officials,
but, it seems the School District is waiting to see what the City wi I I do
before deciding on a school site. Mr. Good stated that plans had been made to
develop the entire area, since the School District was indefinite about their
plans some time ago.
M r . Hammonds, Assistant School Superin-
tendent, stated t h a t it now seems apparent Oat an elementary school w i l l be
needed, and that hnformation, i.e. - size of site, topography, price, and
size of apartments - will be needed in order for the School District to make
a decision. Mr. Hammonds stated that eight acres for $4,000.00 per acre
(previously mentioned in discussion with school officials) will provide for
a small elementary school.
Councilman Shull inquired if the City
could have the same option on the land mentioned for the school, if the
School District does not purchase it; stating it would be a good park site.
Mr. Good stated that the plans would have
to be revised and the area in question is approximately nine acres.
Mr. Hammonds stated that the School District
could make a definite decision on the site within ninety (90) days.

Discussion followed and Mr. Griggs stated
that considerafion should be given to extending a street north through the project`, -
for public protection and traffic circulation, with sidewalks in the proper-places.
Councilman Wilcox stated that the streets i n
this development are not dedicated and if this one is extended, you are inviting the
public to use the streets.
Councilman Warren made the following mouton:
(1) Approve the First Reading of the Ordinance for the Planned
Development District, concurring with the recommendation of the
Planning and Zoning Commission, with the exception of the street
to the north,
(2) provisions for pedestrian traffic be included in the plan if a
school iitbui-lt in the area,
(3) that the City have the fi rst option on the area considered as
a school site, if the School District does not purchase it
(approximately eight acres at $4,000.00 an acre) which would
be for a City park.
Councilman Shull seconded the motion and j
the vote i s as follows:
Ayes: Councilman Warren, Shull, Douglass, Copher and Wilcox
Nays: None
Mayor Krause declared the motion carried.
CONSIDER PROPOSAL FOR ERECTION
OF A MEMORIAL AT C I V I C CENTER SITE
Mayor Krause rOeogn i zed Mr. Mi chae(l
Midkiff, appearing to present a request to erect a Memorial at the Civic Center,
commemorating veterans of the Vietnam war. He stated, although he does not
have definite plans for material, size or shape of the memorial, the memorial
will be constructed at his own expense.
Councilman Shull suggested that considera-
tion should be given to include names of Euless veterans of other wars.

Mr. Midkiff questioned this suggestion, how-
ever, it was pointed out that the Euless population during World War I1, and the
Wo:reanoWar,ytWasrsmaTIoand therefore, only a limited space would be needed for
names of veterans of other wars.
Councilman Wilcox stated he is not in
opposition to this propos ,&I,mbutrrua6tant�o see a definite plan to be assured
the structure would be compatible with the Civic Center Buildings.
Councilman Douglass inquired about the
maintenance of the proposed memorial and Mr. Midkiff stated there would be
little maintenance; perhaps, mowing grass and edging.
Mayor Krause informed Mr. Midkiff he is not
opposed to his offer, however, he will, at this time, appoint Councilmen Douglass
and Wilcox to work on this proposal with Mr. Midkiff, in order for this matter to
be resolved without further presentation to the council.
I V.
CITY ENGINEER'S REPORT:
Bids on Construction of Water Wells
Mr. W. R. Ratliff, Consulting Engineer,
reported t h a t bids w i l l be accepted on January 23rd f o r d r i l l i n g two water wells,
(scheduled for completion by summer, 1970), and the Engineer's recommendation on
the bids will be presented for council consideration, January 27, 1970.
Councilman Shull made the motion to accept
the Engineer's report.
Councilman Douglass seconded the motion and
the vote i s as follows:
Ayes: Councilmen Douglass, Shull, Warren, Copher and Wilcox
Nays: None
Mayor Krause declared the motion carried.
V.
CITY ATTORNEY'S REPORT
Proposed Agreement between City of Euless and Euless
Athletic Association
City Attorney Cribbs advised the council that,

in a few days, he w i l l have a proposed lease agreement for a building to store
equipment, suggested by the Euless Athletic Association in October, 1969.
Well and Tank Site on North Main Street
(Mrs. Neva Cherry Property)
Mr. Cribbs reported tbat, as instructed by
the council on, December 23, 1969, $12,000.00 had been deposited with the County
Clerk, i n the condemnation of the site on North Main Street, selected as the site
for a million gallon water tank.
Mr. Ratliff informed the Council that
Engineers will be on the site, Wednesday, January 14, 1970, to del in their work
in preparation for drilling a well, and later, constructing a storage tank.
Lawsuit fi I e d against Mr. Reace Brewer
by former Employee, Mr. Jerry Wilson
. Mr. Cribbs informed the council that the
tfial in the lawsuit, filed against Mr. Reace Brewer, City of Euless Water and
Sewer Department Superintendent, by Mr. Jerry Wilson, former City employee, will
be held i n February, 1970.
Proposed Contract with City of Bedford
Pipeline Road Improvements
Mr. Cribbs stated that a proposed contract
for the improvements of Pipeline Road, with partial participation by the City of
Bedford, and assessment of Bedford resident$ on the north side of Pipeline Road,
is being considered by the City of Bedford.
CITY MANAGER'S REPORT
Regional Codes
City Manager Griggs informed the Council
that the Council of Governments is studying regional codes in an effort to have
codes (building, plumbing, electrical, etc.) applicable to the area cities.
Report on Trinity River Authority Bids
City Manager Griggs reported that bids on the
Bear Creek Interceptor were opened on January 9, 1970, and he expects a report from
Mr. Bob Tharp soon. Also, the Trinity River Authority Board will consider the

MEETING - JANUARY 21, 1970

City Manager Griggs informed the Council that
a Council of Government's meeting w i I I be held at 12:15 P. M., January 21, 1970,
and Mr. Sumner Myers, Director of Techno -Urban Studies, Institute of Public
Administration, Washington, D. C., is speaker.
He stated that reservations should be made
i n advance of the meeting, and the following announced intentions to attend:

TOPICS: "TRAFFIC OPERATIONS
PROGRAM TO INCREASE CAPACITY
AND SAFETY"
Mr. Ratliff stated that, at the meeting on
December 23, 1969, data on the Topiss program had been pres6nted by the Consult-
ing Engineers, only for information.
IX.
TORT CLAIMS ACT
In answer to a question, City Attorney Cribbs
stated that, at the next regular meeting, he w i I I present information on the Tort
Claims Act, which became effective January 1, 1970.
Mayor Krause informed the Council
that
information from Mr.
Dick McCarty,
of the Texas Highway Department, on
the
"Traffic Operations
Program to Increase
Capacity and Safety" (Topics)
(previously
on agenda December
23, 1969) would
be available i n a few days, and members of
the council would be
contacted to
arrange a meeting-1 for consideration
of the
materials .
Mr. Ratliff stated that, at the meeting on
December 23, 1969, data on the Topiss program had been pres6nted by the Consult-
ing Engineers, only for information.
IX.
TORT CLAIMS ACT
In answer to a question, City Attorney Cribbs
stated that, at the next regular meeting, he w i I I present information on the Tort
Claims Act, which became effective January 1, 1970.

CITIZEN INTEREST IN WAXER AND
SEWER REVENUE BOND ELECTION
Mayor Krause recognized Mr. Troy Fuller,
who commended the City Council on calling the Water and Sewer Revenue Bond
Election, and the Consulting Engineers on preparing a plan for improvements to
the water and sewer system.
He stated that he i s most hopeful of the
passage of the propositions i n the election, to be held Saturday, January 17,
1970, and is willing to assist in promoting the passage of the election
propositions; also, there are other citizens who are willing and anxious to work
with the council in efforts to inform Euless citizens of the need of approval
of the propositions on the ballot.
Mayor Krause thanked Mr. Fuller for his
comments and offer to help in this campaign.
XI.
RESOLUTION NO. 250:
ORDERING MUNICIPAL
ELECTION APRIL 1 1 , 1970
A resolution, ordering an election for the
purpose of ilecting three Councilmen for Place One, Place Threee and Place Five,
was presented.
Gounc i lman Douglass made the motion to
approve Resolution No. 250, (setting April 11, 1970, as date for the Municipal
election) as presented.
Councilman Copher seconded the motion, and
the vote is as follows:
Aygs: Councilmen Douglass, Copher, Shull, Warren and Wilcox
Nays: None
Mayor Krause declared the motion carried.

Mayor Krause reminded the members of the

council that a Called Meeting w i I I be held January 17, 1970, at 7:00 P. M.,
following the closing of the polls, i n order to canvass the ballots of the Water
and Sewer Revenue Bond Election, Fie stated he would be out of town and Mayor
Pro Tern Douglass would conduct the meeting.
