HomeMy WebLinkAbout2012-08-04 Budget WorksessionMINUTES OF A WORK SESSION OF THE EULESS CITY COUNCIL August 4, 2012 A work session of the Euless City Council was called to order at 8:30 a.m. on Saturday, August 4, 2012, in the Travis Room at the Texas Star Conference Center, 1400 Texas Star Parkway, Euless, Texas, for the purpose of discussing the proposed annual budget and related items for Fiscal Year 2012 -2013. Those attending included: Mayor Mary Lib Saleh Mayor Pro Tem Perry Bynum, Place 6 Council Member Tim Stinneford, Place 1 Council Member Leon Hogg, Place 2 Council Member Linda Martin, Place 3 Council Member Donna Mickan, Place 4 (morning only) Council Member Glenn Porterfield, Place 5 City Manager Gary McKamie Deputy City Manager Loretta Getchell Assistant City Manager Chris Barker City Secretary Kim Sutter Finance Director Vicki Rodriquez Staff present for discussion related to the Texas Star Goff Course (CIP): Texas Star Golf Course General Manager Glenda Hartsell - Shelton Texas Star Golf Course Head Golf Pro Dan Walden Texas Star Golf Course Goff Superintendent Scott Boven Staff present for discussion related to the proposed aquatics center (CIP): Director of Parks and Community Services Ray McDonald Texas Star Golf Course Goff Superintendent Scott Boven and Texas Star Golf Course Head Gaff Pro Dan Walden addressed the City Council regarding the golf course greens replacement. He stated that the greens are due for replacement in 2016 as the life expectancy of the greens is 20 years. He presented the cost associated with the greens replacement, reviewed the products and pros and cons of each, and discussed the impact to the operation of the course during the replacement. Texas Star General Manager Glenda Hartsell - Shelton stated that depending on the type of grass to be used, the fans currently used to keep the bentgrass cool, could be eliminated thus reducing electricity cost and maintenance cost associated with maintaining/replacing the fans. The City Council voiced concerns with pace of play, the environmentally sensitive areas on the course, the need for GPS to track the carts on the course, condition of the golf carts, and attentiveness of staff when dropping off golf clubs. Budget Worksession Minutes Page 2 of 2 August 4, 2012 Staff advised that the greens replacement could occur as early as 2013, but not later than 2015. Director of Parks and Community Services Ray McDonald addressed the City Council regarding the proposed indoor and outdoor aquatics facility to be located on the grounds of the Midway Family Life Center, including projected construction cost, and anticipated revenue and operating costs. Assistant City Manager Chris Barker addressed the City Council regarding the reclaimed water line extension. Individual topics of discussion included: 2013 Calendar Strategic Planning Individual topics of discussion that were included on the posted agenda, but were not discussed at the August 4, 2012, work session: Capital Improvement Plan General Fund including Tax Rate Insurance and Benefits Risk Management Equipment Replacement Hotel/Motel Half Cent Sales Tax Crime Control District Car Rental Tax Water and Sewer including rates Texas Star Golf and Conference Centre Texas Star Sports Complex Other Enterprise Funds Debt Funds 5 Year Budget Plan Goals and Objectives NETS Urban Transit District Water Conservation /Drought Contingency Atmos Mid -Tex RRM-4 Mayor Saleh adjourned the meeting at 3:00 p.m. City tter, ' MC cretary
