CALL TO ORDER
Mayor A. C. Krause called the regular
meeting of the Euless City Council to order at $ :05 P. M.,. i n the City Hall
Council Chambers with the following i n attendance: Councilmen. Harold Copher,
Frank Douglass, Don Warren, Dwayne Wilcox and Dan Shull.

Mayor Krause opened the Pub] ic. Hearing and
recognized Mr. Holland, who stated he requests the Counci 1's consideration in
rezoning this property, as per his application.
Mayor Krause inquired if other proponents
were present. There were none; the Mayor then inquired of opponents. There
were none.
Mayor Krause declared, the Pub1 i c Hearing I

Councilman Wilcox inquired., and, Mr.
Holland stated the building is leased for boat repairs.
It was pointed out that "C -2" Community
Business District permits boat repair and bait stand, inside a building, but
does not allow outside storage. However, Mr. Holland is requesting a Special
Use Permit for outside display.
Mayor Krause stated that, in accordance
with Council policy, this case will be considered at the next regular meeting.

Councilman Douglass made the motion to
concur with the recommendations of the Planning and Zoning Commission and deny
the rezoning in this case.
Councilman Wilcox seconded the motion and
the vote is as follows:
Ayes: Councilmen Douglass, Wilcox, Shull and Warren
Nays: None
Abstained: Councilman Copher
Mayor Krause declared the motion carried, and the rezoning denied.

Councilman Shull made the motion to concur
with the recommendation of the Planning and Zoning Commission and approve a
Special Use Permit for the improvements of existing structures for use as offices,
storage, construction, fabrication and outside display of portable buildings, with
outside display being permitted to the extent of the property. (1.6 acre tract -
Southwest corner of Glade Road and-F.M. 157)
Councilman Warren seconded the motion and
the vote is as follows:

Members of the Council had reviewed infor-
mation submitted by Mr. M. K. Brown, Sr., President of Airline Ground Transporta-
tion Company. (Letter dated April 18, 1970.)
Mayor Krause recognized Mr. Grady Riggs,
representing Tri -City Cab Company, who stated taxi service is available, when
needed. (It was pointed out that a taxicab has been stationed at Highway 183
and Main for the past few days.)
In answer to a quedtion by Mayor Krause,
the City Secretary stated that reports have been submitted within the last two
weeks, covering several years operation. Mr. Riggs stated these were not
submitted, when due, because of a personnel change.

Councilman Copher made the motion to cancel
the portion of the Certificate of Convenience held by Airline Ground Transportation
Company to operate taxicabs in the City of Euless, and allow the continued operation
of limousine service, with pick -up service being limited to hotels and motels in
the City of Euless.
Councilman Wilcox seconded the motion and
the vote is as follows:
Ayes: Councilmen Copher, Wilcox, Shull, Douglass and Warren
Nays: None
Mayor Krause declared the motion carried.

CITY CAB COMPANY:
CERTIFICATE CF CONVENIENCE AND
NECESSITY TO OPERATE TAXICABS
Counc iln-em Copher made the motion to award
a Certificate of Convenience and Necessity Authorizing City Cali Company to
operate taxicabs within the City Limits of the City of Euless, in accordancd with
the Euless City Charter; subject to review in twelve (12) months.
Councilman Wilcox seconded the motion and
the vote i s as follows:
Ayes: Councilmen Copher, Wilcox, Warren, Douglass and Shull
Nays: None
Mayor Krause declared the motion carried.
IX.
PARK AND RECREATION
COMMITTEE RECOMMENDATIONS
Mayor Krause recognized. Mr. Jay Theder and
Mrs. Ann Martin, Members of the Park and Recreation Committee.
Mr. Theder discussed Park and Recreation
Committee Recommendations submitted previously to members of the Council. (Copy
on file as Council Exhibit in Office of City Secretary.) Mr. Theder presented
slides of a pool i n Denton.

Discussion followed, concerning the pro-
posed park and pool s i t e on North Main, along L i t t l e Bear Creek. Concern was
expressed of previous flooding, the 'old" bridge crossing Bear Creek, and
entrances to the proposed park site.
Mr. Ratliff stated that his firm is making
a survey of the proposed site, and carefully surveying the flood plan.
The City Manager and City Engineer were
instructed by the Council to continue on the proposed park and pool project
and report to the Council as soon as possible.
The City Manager stated that a preliminary
site lay -out could be presented to the Council i n the near future.
Mayor Krause thanked Mr. Theder and Mrs.
Martin for presenting the recommendations on behalf of the Park and Recreation
Committee.
X.
SILENT PRAYER FCR ASTRONAUTS
Mayor Krause announced that the Council
session would, at this time, observe three (3) minutes of silent prayer, for
the imperiled Astronauts James A. Lovell, John L. Swigert, and Fred W. Hoise.
XI.
CONSIDER PLANS AND
SPECIFICATIONS - STORAGE
BUILDING AT MIDWAY PARK
Members of the Council revieweddplans and
specifications, prepared by Gene Woodard, Architect, for a storage building
and restroom facilities to be located at Midway Park, estimated cost - $7$00.00.
Councilman Wilcox made the motion to approve
plans and specifications, as submitted.
Councilman Warren seconded the motion.
Discussion followed concerning the commodes,
and exposed plumbing. It was suggested that plans used by the Texas Highway
Department for construction of Comfort Stations might be obtained in an effort
to assist i n plans for commodes for the building at Midway Park.

Councilman Wilcox agreed to withdraw his
motion, and Councilman Warren withdrew his second.
t was agreed that the City Secretary
should express the Council's appreciation, by letter, to Mr. Woodard, and the
City Manager was instructed to obtain plans for the restroom facilities
(i.e. - plumbing, commodes) to be submitted to the council.

BIDS: REPAIR AND RELIGHTING,
BALL FIELDS AT MIDWAY PARK
Councilman Wilcox made the motion to
approve bids for repair and relighting two baseball diamonds at Midway Park,
as per Item No. 6 ($4,000.00), Park and Recreation Committee Recommendations.
Councilman Copher seconded the motion and
the vote i s as follows:
Ayes: Councilmen Wilcox, Copher, Shull, Douglass and Warren
Nays : None
Mayor Krause declared the motion carried.
XIII.
CITIZEN COMPLAINTS
Absence of Police Cars
Mr. Larry Resh stated that he had never
seen a police car in the Trailwood Addition, and he would like to see an
improvement in police protection in that area.
Councilman Copher stated that he lives on
North Main, near the entrance to the Trailwood Addition, and he has seen
police cars patrolling the area, seemingly on a regular schedule.
West Euless Park
Mr. Glen Smith stated that West Euless
Park has become a.dump ground, and that the site needs to be cleaned up, and
barriers and signs posted to prevent further dumping.

Councilman Copher stated that April 25, i s
the "kick -off" of the clean -up campaign and West Euless Park is scheduled in
this program. Mr. Copher invited Mr. Smith to help, and Mr. Smith stated he
would be at the park site to help i n the project.

CITY ENGINEER'S REPORT
Updat ing Con-prehens ive Plan
Mr. Ratliff reported that the City Manager
had instructed him to make recommendations for up- dating the Future Land Use
Map, taking into consideration any zoning, highways or other changes since map
was prepared. Fie stated recommendations w i I I be presented i n the near future.
Trinitv Wells
Mr. Ratliff reported that the drilling rig
is being pulled from the North Main Street site and will be moved to the Menasco
well site i n t few days; -that May 5 i s the date schedwled for a test pump at the
North Main Street site.

CITY ATTORNEY'S REPORT
Pipeline Road Assessment Procedure
Discussion, as follows:
(1) Councilman Douglass - would like for assessment of Euless
and Bedford residents to be the same amount;
(2) Bedford w i l l only be assessed for curbs, gutters and
valleys;
(3) if figures (estimates) are correct, the City of Euless
w i l l have enough in the Bond Program to meet these
needs, with the assistance of the County;
(4) cost o f sidewalks on south wide o f P i p e l i n e Road w i l l be
assessed;
(5) Councilman Shull inquired about funds for surfacing Pipeline
(It had previously been discussed that permanent surfacing
would be installed in about two (2) years.)

It was agreed that the assessment roll,
cost of surfacing Pipeline, and cost for property owners with front and back
property, would be discussed; these items to be presented by the City Attorney
and City Engineer.
Resolution No. 260: Determining Necessity for and ordering
Improvement of a Portion of Pipeline Road
Councilman Wilcox made a motion to approve
Resolution No. 260, as follows:
(1) determine the necessity for and ordering improvements
of a portion of Pipeline Road
(2) approve Engineer's Plans, as submitted
(3) set May 24, 1970, as date for Public Hearing
(4) direct City Secretary to send notices of Public Hearing

corner of S.H. 1$3 and Raider Drive. Mr. Elliott advised this will be platted
as Euless Square.

CONSIDER APPROVAL OF METAL
BUILDING FCR SELF SERVICE CAR WAEH
Mayor Krause recognized Mr. Roy Michener,
who submitted an application for approval of a self- service car wash to be
housed i n a metal building, located at 704 West Euless Boulevard.
Members of the Council reviewed pictures of
similar structures and were advised the property is properly zoned.
Councilman Shull made the motion to approve
the application, as submitted, (metal building) with a six (6) foot fence to
be constructed as a barrier for the resident homes in the area.
Councilman Warren seconded the motion and
the vote i s as follows:
Ayes: Councilmen Shull,. Warren, Douglass, Wilcox and Copher
Nays: None
Mayor Krause declared the motion carried.
XVIII.
COMMENDATION TO EULESS
P 0 L I C E DEPARTMENT
Members of the Council concurred with a
recommendation submitted by the Mayor to commend Director of Public Safety
W. M. tl1Blackie" Sustaire and members of the Euless Police Department for their
participation in the recent apprehending of persons involved in transporting
narcotics.

a letter -of commendation to be signed by the Mayor.

Councilman Copher, on behalf of the Council,
recognized and welcomed Mr. and Mrs. Krause, the Mayor's parents, visiting from

DISCUSSION: PUBLICATION
OF COUNCIL AGENDA
Mr. David Crow stated that the council agenda,
as displayed at City Hall and made available at Council Meetings, details all items,
including the location of property in each case. ' However, this information is not
printed in the paper and field notes are not complete, giving specific location
and /or address.
Mr. Glen Smith stated that some cities post a
billboard, indicating that certain property is scheduled for the City Council
Agenda on a specific date.
The City Attorney stated that this matter of
locating the propek,ty had been discussed previously, and that a definite
location could be included in the advertised fi e I d notes.

CITIZEN'S REQUEST CONCERNING
UNCOVERED GRAVEL AND SAND TRUCKS
Mrs. Martin inquired if an ordinance - or other
directive - could stipulate that sand and gravel trucks must be covered.
