M., i n the City Hall Counci 1 Chambers, with the following i n attendance: Councilmen Harold Copher, Frank Douglass and Dwayne Wilcox. (Councilmen Dan Shull and Don Warren were absent.) Also present were City Manager C. J. Lawrence and Mrs. Betty Potthoff, representing Mid Cities Daily News, APPROVAL OF MINUTES The City Secretary presented Council Minutes for the Regular Meeting of April 28, 1970, which were approved as written. SECOND AND FINAL READING: ORDINANCE -N0. 375 REZONING 1.65 ACRES IN J. H. HAVENS SURVEY, FROM "R -1" SINGLE FAMILY DWELLING DISTRICT TO "C -2" COMMUNITY BUSINESS DISTRICT- WITH A SPECIFIC USE PERMIT FOR SALE AND DISPLAY OF BOATS (PROPERTY LOCATED 325 FEET SOUTH OF GLADE ROAD WEST SIDE OF F.M. 157 ) 2 MR, CYRUS H. HOLLAND (ZONING CASE NO. 201) Councilman Wilcox made the motion to (Page Two, Regular Meeting of the Euless City Council., May.12, 197 0) approve Second and Final Reading of Ordinance No. 375, Rezoning 1.65 acres in J. H. Havens Survey, from "R -1" Single Family Dwelling District to "C -2" Community Business District, with a specific use permit for sale and display of boats (property located three hundred twenty -five (325) feet south of Glade Road, West side of F.M. 157) requested by Mr. Cyrus H. Holland (Zoning Case No. 291). Councilman Copher seconded the motion and the vote i s as follows: Ayes: Councilmen Wilcox, Copher and Douglass Nays: None Mayor Krause declared the motion carried. RESOLUTION NO. 261: CALLING PUBLIC HEARING. ZONING CASE NO. 202, REQUEST FCR REZONING 6.293 ACRES I N J. E. FIELD SURVEY, FROM "R -11" SINGLE FAMILY DWELLING DISTRICT TO "C -2" COMMUNITY BUSINESS DISTRICT AND 7.717 ACRES FROM "R -11" SINGLE FAMILY DWELLING DISTRICT TO "R-3" MULTIPLE FAMILY DWELLING DISTRICT, MR. CLAUDE R. MC CLENNAHAN, JR., TRUSTEE (PROPERTY LOCATED AT SOUTHWEST CORNER OF NORTH MAIN AND GLADE ROAD) Councilman Douglass made a motion to approve Resolution No. 261, calling a Public Hearing on June 9, 1970, Zoning Case No. 202. Councilman Copher seconded the motion and the vote is as follows: Ayes: Councilmen Douglass, Copher and Wilcox Nays: None Mayor Krause declared the motion carried. RESOLUTION NO. 262: CALLING PUBLIC HEARING, ZONING CASE NO. 203, REQUEST OF MR, ROBERT S. FOLSOM, FOR REZONING LOT 17, BLOCK 1 AN-D LOTS 17 THROUGH 3.1 , BLOCK 2. SOTOGRANDE NO. 2. FROM "R-2" TWO - FAMILY DVVELLI NG DISTRICT TO "PD" PLANNED DEVELOPMENT (PROPERTY LOCATED APPROXIMATELY 300 FEET EAST OF MORRISDALE NO. 2) NC K 611 (P4Ragei,Thvee, Regular Meeting of the Euless City Council, May 12, 1970) Councilman Douglass made a motion to approve Resolution No. 262, calling a Public Hearing on June 9, 1970, Zoning Case No. 203. Councilman Copher seconded the motion and the vote i s as follows: Ayes: Councilmen Douglass, Copher and Wilcox Nays: None Mayor Krause declared the motion carried. Im CONSULTING ENGINEER'S REPORT Bridge Crossing Sulphur Branch (Pebble Creek) on Pipeline Road Mr. Ratliff stated that an inspection has been made of the bridge, as a follow -up on comments at the last council meeting (Item IX, minutes dated April 28, 1970). He stated that the head wall has moved and he i s of the opinion the plans should be revised to include repair of the head wall, He stated the bridge and drainage work is estimated to cost $64,000.00. Mr. Ratliff stated that bids on this project are prepared for mailing. Pipeline Road Assessment Mr. Ratliff stated that the assessment rolls are prepared for the Pipeline Road Project, pending an assessment rate being set by the Council, The City Attorney stated tbats-t_hecessaryllitt;o?_ have this rate in order to finalize documents for the City Secretary to notify property owners involved - there is a time element, established by State Statutes. City Manager Griggs stated he suggests the Council meet with the City of Bedford Council to discuss this project, since the third party involved (Tarrant County) has withdrawn its' support; that, perhaps the City of Bedford w i I I participate more than previously planned. Councilman Wilcox stated that he is not in favor of Euless residents being assessed more than Bedford residents. ME Page. M., Thursday, May 14th, with the Bedford Mayor and City Manager, and he w i l l talk with them about the Pipeline Road project. Members of the Council agreed to recess this council meeting, to reconvene late Thursday afternoon, following the Mayor's meeting with Bedford Officials, and, if possible, set an assess- ment rate at that time. Well Construction Report Mr. Ratliff reported that the North Main Street well is awaiting delivery of the pump, which should be delivered about May 22nd, He advised that the Menasco well work is proceeding, ahead of schedule, V. SELECTING MAYOR PRO TEM The Council concurred with Mayor Krause's recommendation, appointing Councilman Frank Douglass to serve as Mayor Pro Tem. VI, BOARD AND COMMITTEE APP 0 I NTMENTS Northeast Cities Advisory Council Mayor Krause announced Councilman Douglass has advised he does not want to be re- appointed to this committee, having served since its' organization in 1964, The Mayor appointed Councilman Harold Copher to replace Councilman Douglass and re- appointed Councilman Wilcox to serve as Euless representatives on the Northeast Cities Advisory Council. Board of Equalization Members of the Council had previously been presented a letter from Mr. Richard Parks, Tax Assessor - Collector, advising t h a t the Tax Office w i l l request the Board o f Trustees to approve a I i s t naming 1 w (Pape Five, Regular Meeting of the Euless City Council_, May 12, 1970) persons to constitute the 1970 Tax Equalization Board. This I i s t includes Mr. Walter Elliott, a Euless citizen. Councilman Douglass made the motion to ratify the recommendation of the Tax Assessor - Collector for appointments to the 1970 Board of Equalization. Councilman Wilcox seconded the motion and the vote i s as follows: Ayes: Councilmen Douglass, Wilcox and Copher Nays: None Mayor Krause declared the motion carried, Mayor Krause expressed appreciation to Mr. Elliott for his willingness to serve the City of Euless as a Member of the Board of Equalization. Appointments to Other Boards and Commissions Mayor Krause announced t h a t the appoint- ments to other Boards and Commissions w i l l be considered at the next regular meet i ng . VII, CITY MANAGER'S REPORT City Manager Griggs briefed the Council about proposed changes in geometric. design of Texas Highways No. 121, 157, 350, 360 and 183, announcing t h a t a P u b l i c Hearing w i l l be h e l d by the Texas High- way Department on May 26, 1970, at 10:00 A. M., at Western H i l l s Inn. (Members of the Council had previously been presented materials from the Texas Highway Department) VIII. APPRECIATION CF CLEAN -UP, PAINT -UP, FIX -UP PARTICIPANTS Councilman Copher expressed appreciation t o a l l who participated in the Clean -Up, Paint -Up, Fix -Up Campaign. M (Pape Six, Regular Meeting of the Euless City Council, May 12, 1970) IN STATUS CF B I D S - STORAGE BUILDING AND RESTROOM FACILITIES - RAIMAinv DADV Councilman Copher inquired about bids for the Midway Park storage building and restroom facilities and was advised by the City Manager that bids are being prepared and should be advertised in a few days. X. HANDLING OF TELEPHONE CALLS IN CITY OFFICES Councilman Copher inquired if there i s a City policy for handling telephone calls. He stated he has been informed tecently that many times, telephone calls from citizens to personnel at City Hall, are neglected - the call is not returned, and if there is not a policy, he is of the opinion there should be. He stated that it is very frustrating to call several times for assistance and get the opinion you are being ignored, City Manager Griggs stated that City Hall personnel tries to handle all calls immediately - that he is knowledgable of a particular call Mr. Copher is referring to - and has a report on this incident.
