M., in the Council Chambers of Euless City Hall, with Mayor A, C, Krause presiding. Members present are 1 i -,ted, as follows: Councilmen Frank Douglass, Dan Shull, Harold Copher and Dwayne Wilcox. (Absent: Councilman Don R, Warren) Also present were City Manager C. J. Griggs, City Attorney James Cribbs, Consulting Engineer B i I I Ratliff, and City Secretary Vada Ferris. APPROVAL OF MINUTES Minutes of the regular meeting dated May 26, 1970, were approved as written, AI R L NE PI LOTS ASSOCIATION'S PRESENTATION CONCERNING HIGH RISE BUILDINGS PROPOSED FCR DOWNTOWN DALLAS Members of the Council had been present- ed, prior to this meeting, materials explaining the Air Line Pilots Association's objective, which i s to temporarily restrict the heights of buildings in downtown Dallas to 1049 feet MSL until the new Fort Worth - Dallas Regional Airport is operational, W (Page Two, Regular Meeting of the Euless City Council, June 9, 1970) Captain W. W. Betts, Regional Safety Officer of the Ai r Line Pilots Association, was recognized by Mayor Rrause. Captain Betts discussed the materials which had pceviously been presented to the Council, explaining that the Ai r Line Pilots Association i s concerned that the height of the proposed buildings i n downtown Dallas w i I I be hazardous to Dallas Love Field air traffic. He commented that the Air Line Pilots Association requeststhe height of the building be limited until the new Regional Airport is operational. Mayor Krause recognized Mr. Milton Daniell, Construction Engineer, who advised the Council that he is present for a rebuttal, Mr. Daniell stated that the first of the three tall buildings is scheduled for completion in the middle of 1972, and the structural design of the buildings will not permit a partial structure; that the buildings wi I I be completed in one phase to their intended height, Councilman Wilcox stated that he feels the Council should have time to evaluate these materials and that he is not in a position to make a decision at this time, Mayor Krause thanked Captain Betts and Mr. Daniell for their presentations, and members of the council express- ed appreciation, understanding the Air Line Pilots Association's concern, and realizing this information wi I I be helpful in the future because the new Regional Airport will be in the vicinity of Euless. (Copy of all material. on file as Council Exhibit in Office of City Secretary.) PUBLIC HEARING: ZONING CASE NO. 203 REQUEST OF MR. ROBERT FOLSOM, FOR RE= ZONING LOT 17, BLOCK 1 AND LOTS 17 THROUGH 31, BLOCK 2, SOTOGRANDE NO. 2, FROM "R -2" TWO - FAMILY DWELLING DISTRICT TO "PD" PLANNED DEVELOPMENT (PROPERTY LOCATED ON THE EAST SIDE OF EL CAMINO REAL) LAND USE PROPOSED FOR 'TOWNHOUSES" Mayor Krause recognized Mr. Arthur Barnes, representing Sabre Realty. Mr. Barnes introduced Messrs. Denny Holman and Larry Showalter, representing the Sotogrande Development i n the City of Euless. 97 (Page Three, Regular Meeting. of the Euless City Counci 1_,_ June 9., .1870) Mr. Barnes reviewed the plat of the proposed Sotogrande Townhouses and presented colored slides of town- houses i n the City of Dallas (another Sotogrande Project), explaining that the townhouses proposed for this area wi I I be similar i n structure, however, each of thei r developments differ, I n answer to an inquiry by the Council, Mr. E I I i ott advised it would be advantageous to replet the area. Mayor Krause inquired if other proponents or opponents were present in this rezoning case. There were none, therefore, Mayor Krause declared the Public Hearing closed, Mayor Krause announced the Council would give further consideration to this case at the next regular council meeting. PUBLIC HEARING: ZONING CASE 140. 202 - REQUEST OF MR, CLAUDE R. MC CLENNAHAN. JR.. TRUSTEE. FCR REZONING -6.293 ACRES IN J. E. FIELD, SURVEY, FROM "R -1" SINGE FAMILY DWELLING DISTRICT TO "C -2" COMMUNITY BUSINESS DISTRICT AND 7,717 ACRES FROM "R -1" SINGLE FAMID.Y DWELLING DISTRICT TO "R -3" MULTIPLE FAMILY DWELLING DISTRICT (PROPERTY LOCATED AT SOUThRAEST CORNER OF NORTH MAIN AND GLADE ROAD Mayor Krause recognized Mr. Selser Pickett, representing Mr. Claude R, McClennahan, Jr., Trustee, and Mr. Walter Elliott, Engineer, who discussed the plat of the area, and a drawing of the proposed development, Mr. E I I i ott stated that he is of the opinion that the proposed development is suitable for the area and recommends the Counci 1 !s consideration, Mayor Krause inquired if there were other proponents or opponents present. There being none, he declared the Public Hearing closed. Mayor Krause read from the Planning and Zoning Minutes, dated April 7, 1970, that the Planning and Zoning Commission recommended to deny the rezoning, Mayor Krause announced t h a t , i n . accord- ance w i t h Council p o l i c y , t h i s case w i l l be considered at the next regular meeting. • • VA-61 (Page Four, Reaular Meeting of the Euless City. Counci 1 , June. 9, 1970) Im MIDWAY PARK STORAGE AND RESTROOM FACILITIES Members of the Council had previously been presented a bid tabulation and were advised by the City Manager that the only bid was submitted by B and B Construction Company i n the amount of $15,025.00. Councilman Shull informed the Council he had calculated the plans and specifications and the bid submitted is not too high, He stated that, perhaps, port -o -cans might be used, as a temporary measure. However, Mr. Hunt, Chairman of the Park and Recreation Committee, stated that the Park and Recreation Commihtee, stated that the Park and Recreation Committee had considered and opposed this plan, Council- man Shull stated that the City of Grand Prairie uses Port -o -cans, which are fastened securely and seem to be very effective. Councilman Shull stated he is i n favor of accepting the bid submitted, Councilman Wilcox made the motion to table the bid until the next regular meeting to permit the Architect to place a price on the project, Councilman Copher seconded the motion and the vote i s as follows: Ayes: Councilmen Wilcox, Copher and Douglass Nays: Councilman Shull Mayor Krause declared the motion carried, Councilman Wilcox was appointed by the Mayor to consult with the architect concerning the cost of the project. Shaw, Fort Worth, Texas, in the amount of $51,691,15. Councilman Douglass made the motion to concur with the recommendation of the Consulting Engineer and accept the bid submitted by E. H. Shaw i n the amount of $51,691.15. Councilman Shull seconded the motion and the vote i s as follows: Ayes: Councilmen Douglass, Shull, Copher and Wilcox Nays: None Mayor Krause declared the motion carried. vl, FI NAL PLAT - ROLLING HILLS ADDITION (MOBIL 01 L COMPANY. TRACT, - LOCATED AT THE NORTHEAST CORNER OF SPUR 350' AND F.M. 157) , MR. WALTER ELLIOTT Members of the council reviewed the 100 (Page Six, Regular Meeti nq of the Euless City Counc.i.l., June. 9.,. 1970) final plat of the Rolling Hills Addition, as presented by Mr. Walter E-Il iott; a tract of land located at the Northeast corner of F.M. 157 and Spur 350, designated as Lot 1 , Block 1 , R o l l i n g H i l l s Addition, proposed as a service s t a t i o n site by Mobil O i l Company. Councilman Wilcox made the motion to concur with the recommendation of the Planning and Zoning Commission and approve the final plat as presented. Councilman Copher seconded the motion and the vote i s as follows: Ayes: Councilmen Wilcox, Copher, Douglass and Shull Nays: None Mayor Krause declared the motion carried, VII. ORDI NANCE N0. 377: REGULATING SPEED FOR VEHICLES TRAVELING SERVICE ROADS, SPUR 350, FROM NORTH MAIN STREET TO BEDFORD- EULESS CITY LIMIT LINE i Councilman Shull made the motion to waive the regulation requiring two separate readings of an ordinance and approve f i r s t and f i n a l reading of Ordinance No. 377. Councilman Douglass seconded the motion and the vote i s as follows: Ayes: Councilmen Shul 1 , Douglass, Copher and Wilcox Nays: None Mayor Krause declared the motion carried, COMMITTEE RESIGNATIONS Mayor Krause announced the resignation of Mr. James Kilmer from the Park and Recreation Board and that Mr, Henry Uselton had informed the City Secretary that he does not wish to be considered for re- appointment to the Zoning Board of Adjustment. 101 (Page Seven. X. ENGINEER'S REPORT CONCERNING SEWER BACKUP - 1115 CRANE Mayor Krause recognized-Mr, and Mrs, Cotton, who appeared before the City Council on May 26, 1970',' request- ing the City's assistance i n determining the reason for sewer backing into thei r home. Mr, Bill Ratliff stated that his firm is investigating this matter, and at his request, the City sewer crew ran a rod into the sewer line, however, further investigation is necessary. Mr. Ratliff stated that, possibly, there is a mis- aligned joint and his recommenda- tion may be for an additional manhole i n the area, However, his investigation is not complete at this time. Mr. and Mrs. Cotton were informed that they w i l l be advised, as soon as the Engineers' investigation is complete. XI. CITIZENS' REQUEST: MRS, RON KNOTT, 300 T R A 112MOD, OVERFLOW1 NG WATER Mayor Krause recognized Mrs, Knott, who stated that her home has been flooded twice in three years, the last time was on May 30, 1970, during a rain storm, Mrs. Knott stated that the drainage in the area is inadequate -- that she has discussed this problem with the builder, Mr. B. J. Reaves, Mr. Jack Dobbs of the City Street Department, and Mr. Bobby Fuller, the Developer -- that Mr. Reaves and Mr. Dobbs agree that the drainage is inadequate; however, Mr. Fuller was not of that opinion. She stated t h a t the storm d r a i n d i r e c t l y in the f r o n t o f her home w i l l not take care of the water during a downpour, Mr. Ratliff stated that he had seen this item on the Agenda and looked at plans of the area prior to this meeting -- that be is very puzzled, Mr. Ratliff commented that perhaps the drainage system was not b u i It according to the plans, Mayor Krause stated that he had dis- cussed this matter with Mr. Dobbs, who commented that the line upstream is clogged -- that perhaps, the water may be by- passing some of the other inlets. 103 (Page Nine, Regular Meeting of the Euless City Counci 1, June 9., 1970) Councilman Copher stated that he inspected the area earlier today, and the storm drain seems too small, Members of the Council agreed that the Engineers should make a thorough investigation and report to the City Council at their next meeting. Mrs, Knott was advised that she would be informed of the Engineers' report, XI I, ENGINEER'S REPORT ON THE PROPOSED UPDATED COMPREHENSIVE PLAN Mr. Bill Ratliff reviewed the proposed Comprehensive Plan. Members of the Council expressed concern of the proposed commercial and industrial areas, Councilman Wilcox stated that he is of the opinion this plan should be very flexible -- that, possibly, there should be more industrial areas in order to benefit from the sales tax. The City Manager commented that he is of the opinion that this plan, as presented, is flexible and is one that the City Council and Planning and Zoning Commission can work with, The Council expressed concern of the single family dwelling district on F,M. 157, mentioning the vast commercial area in Bedford, just across the highway_,______ Members of the Council discussed the location of Highway 360, expressing concern that, possibly, the Airport Authority might annex the property East of Highway 360. Councilman Copher made a motion to approve the Engineers' Plan as presented and recommended, specifying that the Plan is flexible, Councilman Copher's motion died for lack of a second, Councilman Wilcox made a motion to approve the Plan as submitted and recommended by the Engineers, subject to obtaining the Airport Authority's plans for Euless industrial property, 104 (Page,Ten., Regul -ar Meeting of .the Euless City Council, June, 9, 1970) i Councilman Wilcox's motion died for lack of a second. Councilman Douglass made a motion to accepp the Engineers' Plan as presented and recommended, with the exception of routing Highway 360 parallel to the Airport property as far North as it can be extended without exceeding the Highway Department limitation of maximum three (3) degree curvature. Councilman Wilcox seconded the motion, and the vote i s as follows: Ayes: Councilmen Douglass, Wilcox and Shull Nays: Qouncilman Copher Mayor Krause declared the motion carried, ADJOURNMENT ATTEST: XIII, The meeting adjourned at 11:05 P.M.
