M. in the City Hall Council Chambers, with the following in attendance: Councilmen Harold Copher, Dwayne Wilcox and Don Warren. (Mayor A. C. Krause and Councilman Dan Shull were absent.) Also present were City Manager C. J. Griggs, City Attorney James Cribbs, Consulting Engineer. W. R. Rat] iff and City Secretary Vada Ferris. R. Kampschafer and Betty Potthoff. APPROVAL OF MINUTES Minutes of the Regular Meeting of the Euless City Council dated August 11, 1970, were approved, as written. RESOLUTION NO. 264: APPROVING AND ADOPTING ENGINEER'S ESTIMATE OF COST FOR IMPROVING PIPELINE ROAD FROM EAST LINE OF ARWINE ROAD TO THE WEST LINE OF CENTRAL DRIVE, AND CALLING A PUBLIC HEARING Councilman Copher made the motion to approve Resolution No. 264 approving the Engineer's estimate of the cost for improvement of Pipeline Road, from the East line of Arwine Road to the West line of Central Drive, and call a Public Hearing to be held October 13, 1970, at 8:00 P. M. 142 (Page Two, Minutes of Regular City Council Meeting, August 25, 1970) Councilman Warren seconded the motion, and the vote is as follows: Ayes: Councilmen Copher, Warren, Wilcox and Mayor pro tem Douglass Nays: None Mayor pro-tem Douglass declared the motion carried. RESOLUTION NO. 265: CALLING A PUBLIC HEARING TO CONSIDER AMENDING ZONING ORDINANCE NO.. 34.7, SEC I ON 5 -103 AND SECTION 7 -300 THROUGH 306 (APARTMENT DENSITY) Councilman Wilcox made the motion to approve Resolution No. 265, calling a Public Hearing to be held by the Euless City Council jointly with the Euless Planning and Zoning Commission on September 22, 1970, at 8;00 P. M., in Euless City Hall Council Chambers„ Councilman Copher seconded the motion and the vote i s as follows: Ayes: Councilmen Wilcox, Copher, Warren and Mayor pro tem Douglass Nays: None Mayor Pro tem Dou -glass declared the motion carried. CITY ENGINEER'S REPORT UPDATED COMPREHENSIVE PLAN Mr. Bi l 1 Rat] i ff reviewed the Updated Comprehensive Plan (map dated August 3, 1970) with the revisions of S.H. 360, as directed by the City Council on June 9, 1970. City Manager Griggs informed the Council that the Texas Highway Department has advised a Corridor Hearing w i l l be held if the Airport Authority and the City Council approve this reute, and the Airport Authority has indicated approval of the routing of S.H. 360. Councilman Warren made the motion to ap- prove the map as presented, pending approval of the. re- routing of S. H. 360 by the Planning and Zoning Commission, and that the Texas Highway Department be notified of approval. (Page Three, Minutes of Regular City Council Meeting, August 2$, 1970) Councilman Wilcox seconded the motion, and the vote i s as follows: Ayes: Councilmen Warren, Wilcox, Copher and Mayor pro tem Douglass Nays: None Mayor pro tem Douglass declared the motion carried. STATUS REPORT OVERHEAD STORAGE TANK - NORTH MAIN STREET Mr. Ratliff stated that this project is progressing, as scheduled. MENASCO WELL (PIPELINE ROAD) Mr. Rat] iff stated that the test pump has been damaged, resulting in the delay of water production at this time. NORTH MAIN STREET WELL Mayor pro tem Douglass inquired about the taste of the water from the North Main well. Mr. Ratliff stated that the water is perfectly safe to drink, and the smell of the water is more distinctive than the taste; that this is not unusual in a new well and normally clears up in thirty (30) to sixty (60) days. IV. CONSIDER APPOINTMENT - ALTERNATE MEMBER TO SERVE ON NORTHEAST CITIES ADVISORY COUNCIL Councilman Copher made the motion that the Planning and Zoning Commission submit a name from their membership, for consideration by the City Council, as an alternate member to serve on the Northeast Cities Advisory Council. Councilman Warren seconded the motion, and the vote i s as follows: Ayes: Councilmen Copher, Warren, Wilcox and Mayor pro tem Coug]ass Nays: None Mayor pro tem Douglass declared the motion carried. REPORT; TEEN CENTER PROJECT Councilman Copher informed the Council that meetings have been held.to assist in the organization of an adult ad- visory group to work with the young Rpople. on this project. Councilman Copher stated that the young people (teenagers) are most interested in the Teen Center and the pvoject is progressing. VI I. DISCUSSION: NEW SWIMMING POOL AND RECREATIONAL FACILITIES Mayor pro tem H. R. Gilley, who stated that approximately five need recreational areas; that West Park could be areas (shelters), picnic tables, areas for craft Scouts are willing to assist in cleaning the area a recreational camping facility. Douglass recognized Mrs. hundred (590) G i r l Scouts improved to provide camp activities -- and the Girl a and making it usable for Mayor pro tem Douglass recognized Mr. Nelson Jones, who stated that several citizens are concerned about plans for an additional swimming pool. Mr. Jones stated that he, and others, are of the opinion that the City needs a fifty (50) meter (Olympic size) pool. Comments were made, as follows: Mr. Kampschafer asked why the City of Euless can't have an Olympic pool. Mr. Nelson Jones stated that most of the people are interest- ed in competitive swimming and many go to swim meets; that ' the City of Euless needs a fifty (50) meter pool and can afford it with the funds now available. He stated he preferred delay of building a pool until a fifty (50) meter pool can be built. 145 (Page Five, Minutes of Regular City Council Meeting, August 25, 1970) Mr. Paul Carey stated that he hopes the City Council has considered the cost of maintaining a fifty (50) meter pool, in comparison to a twenty -five (25) meter pool - additional costs for water, life guards, general operation and maintenance. Mr. Kampschafer inquired if the City Council has gotten an opinion from Eitizens - opinions from parents and swimmers. Mrs. Martin commented that a twenty -five (25) meter pool would be over - crowded; that one (1) large pool (50 meter) would serve the citizens of Euless. But, she wants to know what the City Council expects from the Park and Recreation Committee - does the Council want a 50 or 25 mete-r pool? Mayor pro tem Douglass explained that the Council has considered and discussed, many times, the recommendations of the Park and Recreation Committee, i.e., application. for Federal Funds, attempts to acquire the site North of Bear Creek (considering this site needs water and sewer extensions and now has an inadequate bridge), and will continue to work on their recommendations. However, it takes time to acquire a site for a pool, funds must be considered, and negotiations and applications are progressing as rapidly as possible. Mayor pro tem Douglass commented that the Council is of the opinion smaller pools (neighborhood .type) are needed badly in the Western and Southern portions of the City -- that smaller pools offer, to the children (non- swimmers), facilities in which they can learn to swim. Mayor pro tem Douglass read a letter from Mr. Ralph Martin, Director of Parks and Recreation for the City of Mesquite, in which he comments that It is Hs feeling a total commitment to build nothing but neighborhood pools or to build nothing but a larger centrally located pool would be wrong - that overall planning for future swimming pools should include both types. Mr. Martin's letter stated, further, that every citizen should have a pool available to him and within a reasonable distance of his home -- that availability is more important to children who must rely on walking or a bicycle for transportation, and to accomplish this would seem to place an emphasis on the neighborhood pool concept. (Copy of letter on file as Council Exhibit in Office of City Secretary) Mayor pro tem Douglass also advised that he bds plans of the new North Park Pool (McKinney, Texas) and a letter advising that the pool was completed in July, 1969,at a cost of $71,978.05. (Copy of letter on file as Council Exhibit in Office of City Secretary) 146 (Page Six, Minutes of Regular City Council Meeting, August 25, 1970) Councilman Warren commented that, in his opinion, a large pool would serve only a few. Several cities, with large pools, were mentioned, but it was noted that these cities are larger that the City of Euless. Councilman Copher stated that the City of Euless does not have funds to purchase a site and build a large pool. Mrs. Martin presented information of Chisholm Park Pool in Hurst and the Randol Mill Park Pool in Arlington, i.e., filtering system, diving well, transportatmon for children to pool facilities, ability to teach swimming. Mayor pro tem Douglass stated that the City Council is of the opinion that, at this time, a pool cannot be built North o f Bear Creek; however, negotiations w i l l continue, to acquire a site in this area for future planning. Mr. Kampschafer inquired about the ap- pointment of a member of the Council to work with a committee in an effort to acquire a site and build a pool. It was pointed out that recently Mayor Krause had appointed Mayor pro tem Douglass to work with the Park and Recreation Committee on the pool project, as well as other park and recrea- tion projects. Mrs. Nelson Jones commented that the City needs a large pool (50 meter ) and, in her opinion, the location is not im- portant. Mrs. Jones stated that she taught swimming lessons at the Midway Park Pool this Summer, and the pool operation was handled very capably by Mr. Mullins, but was terribly over - crowded; that it is difficult to teach swimming when several classes are being taught at the same time, in a small pool . City Attorney Cribbs stated that the City Council is cognizant of the desire for a large pool but must consider what w i I I serve the majority of the citizens of Euless and must consider funds available. Mr. Jones thanked the Council for their courteous attention to comments made by the citizens present. VIII. OPPOSITION TO CURB -SIDE GARBAGE PICKUP Mr. Fred Hughes was recognized by Mayor pro tem Douglass. Mr. Hughes stated that he opposes the plan for curb -side 147 (Page Seven, Minutes Regular City Council Meeting, August 25, 1970) pickup recently placed into effect by the City Council. Mr. Hughes com- mented that he has a rack for his garbage cans, with the lids fastened to the rack, and the requirement for lids to be placed tightly on cans and placed at the curb would necessitate the purchase of additional gar- bage cans. He stated that he would rather pay more for garbage pickup service and have the garbage picked up from containers in his back yard. Councilman W! Icox program is for a ninety (90) day trial period, in an better garbage service. Mr. Hughes stated any complaints about the disposal service as handled he is definitely opposed to this new curb -side pickul IE� MR. ROBERT MONTGOMERY: INQUIRY ABOUT SEWER LINE NEAR HIS HOME, 1902 MARY DRIVE explained that. this effort to provide that he does not have by Mr. McCaffity, but requirement. Mayor pro tem Douglass recognized Mr. Robert Montgomery „who inquired when something is going to be done about the sewer line near his home. (Council Minutes, July 28, 1970, Item IV) City Manager Griggs advised that a man- hole w i I I be constructed, as recommended by the City Engineer, and work shou d begin within the next two or three days. X. INQU RY: TRAFFIC SIGNAL AT HARWOOD ROAD AND F. M. ROAD 157 Mr. Montgomery inquired concerning a traffic signal at F.M. 157 and Harwood Road and was advised by City Manager Griggs that the Council approved an ordinance and agreement with the Texas Highway Department several weeks ago, for signalization at this intersection. XI. DISCUSSION: ENTRANCE TO TRINITY HIGH SCHOOL Mr. Montgomery stated that there is only one entrance to Trinity High School, and the result is most hazardous and inconvenient. Mr. Montgomery stated that the entrance from the First Baptist Church has been barricaded. Councilman Wilcox explained that Muni- cipal Way is not one of the streets included in the Capital Improvement Program and attempts are being made to secure participation from abutting re i (Page Eight, Minutes of Regular City Council Meeting, August 25, 1970) property 'owners to assist in the construction of Municipal Way. I XI I. SUGGESTED FOOTPATH THROUGH SOTOGRANDE Mayor pro tem Douglass recognized Mr. J. D. Banks, who stated that he understands Pipeline Road is to be paved and wonders if the Debeloper might be encouraged to build a footpath through the Sotogrande Development for children to go to and from school. City Attorney Cribbs stated that, when the Morris Estate is settled and a Developer subdivides this property, perhaps this can be accomplished. SIGNS AND CROSSWALKS AT SCHOOL SITES Mr. Nelson Jones informed the Council that the Police Department has been very cooperative in the past. However, signs are needed at the Wilshire School and the crosswalks need to be painted, also. City Manager Griggs advised that this work is scheduled for all school zones before the end of the week and prior to school opening. An I0IIDAIh=Krr ATTEST: City Secretary XIV.
