Regular Meeting
Euless City Council
November 24, 1970
CALL TO ORDER
The regular meeting of the Euless City
Council was called to order at 8 :00 P. M. in the Council Chambers of Euless
City Hall, with Mayor A. C. Krause presiding. Councilmen present were:
Messrs. Frank Douglass, Dan Shull, and Don Warren. (Absent: Councilmen
Harold Copher and Dwayne Wilcox.)
Griggs, City Attorney James Cribbs,
and City Secretary Vada Ferris.
VISITORS
Also present were City Manager C. J.
Consulting Engineer William R. Ratliff
Visitors in attendance are listed as
follows: Mesdms. Joyce Guest, Janet Marco, Betty Potthoff, representing
the Mid - Cities Daily News, Dorothy Edge, representing the Fort Worth Press;
Misses Cyndy Guest and Donna Marco; Messrs. James W. Wood, Bi,l.l Pasteur,
Easy Jernigan, Gary M. Giles, Joe F. Fuchs, Randell Michan, representing
the Euless Jaycees, and Jim Street, representing the Star - Telegram.

APPROVAL OF MINUTES
Minutes of the regular meeting dated
November 10, 1970, were approved as written.
PROCLAMATION: TEXAS
GIRLS' CHOIR
Mayor Krause recognized Miss Cyndy Guest
and Miss Donna Marco, members of the Texas Girls' Choir, from the City of
Euless.
Mayor Krause presented a Proclamation
to these young ladies, proclaiming the Texas Girls' Choir and its members as
"Good W i l l Ambassadors of the City of Euless."
The council was informed that the Texas
Girls' Choir will travel to the Holy Land in December, 1970, to sing at the
birthplace of Jesus.

Councilman Douglass stated that miles
can be purchased to assist i n the expense of this tri p and he w i I I purchase
fifty (50) miles. In response to a question by Mayor Krause, it was announced
that miles can be purchased by sending a check to the Texas Girls' Choir,
Fort Worth, Texas.
Mayor Krause expressed appreciation to
Miss Guest and Miss Marco.

Councilman Shull made a motion to concur
with the recommendation of the Planning and Zoning Commission and approve the
request of Mr. Bill Pasteur, for rezoning 2.0585 acres in the T. Jasper Survey,
Abstract 861 , from "R -1" Single Fami ly Dwelling District to "C -2" Community
Business District .
Councilman Warren seconded the motion, and
the vote is as follows:
Ayes: Councilmen Shull, Warren and Douglass
Nays: None
Mayor Krause declared the motion carried.
ORDINANCE NO. 384:
SECOND AND FINAL
READING, GARAGE SALES
Councilman Douglass made a motion to
approve second and fi n a I reading of Ordinance No. 384, regu ati ng garage sales.
Councilman Shull seconded the motion,
and the vote is as folllows:

Nays: None
Mayor Krause declared the motion carried.

FIRST READING: ORDINANCE
NO. 385 - PROHIBITING
POSSESSION CF BOOKMAKING
RECORDS
City Attorney James Cribbs presented
an Ordinance prohibiting possession of bookmaking records in the City of
Euless.
Councilman Douglass made a motion to
approve first reading of Ordinance No. 385.
Councilman Shull seconded the motion
and the vote i s as follows:
Ayes: Councilmen Douglass, Shull, and Warren
Nays: None
Mayor Krause declared the motion carried.

Councilman Warren made a motion to
approve first reading of Ordinance No. 386.
Councilman Douglass seconded the motion
and the vote is as follows:

VII.
FIRST READING: ORDINANCE NO. 388,
PROVIDING FOR INCREASED MUNICIPAL
CONTRIBUTIONS TO THE CURRENT
SERVICE ANNUITY RESERVE AT
RETIREMENT
Councilman Warren made a motion to
approve first reading of Ordinance No. 388.
Councilman Douglass seconded the
motion and the vote is as follows:
Ayes: Councilmen Warren, Douglass, and Shull
Nays: None
Mayor Krause declared the motion carried.
FOUNTAIN AT SHADY CREEK DRIVE
AND WOODVINE DRIVE - MORRISDALE
SUB DIVISION
- Members of the Council rev.fewed a
letter from Mr. Paul Huffhines, Morrisdale Development Corporation, requesting
the City of Euless to furnish water and e ectric service to the fountain
located at Shady Creek Drive and Woodvine Drive.
Counci man Shull made a motion to deny
the request submitted by Mr. Huffhines.
Counci man Douglass seconded the motion
and the vote is as follows:
Ayes: Councilmen Shull, Douglass, and Warren
Nays: None
Mayor Krause declared the motion carried.

Councilman Douglass commented that
Mr. Huffhines should be advised that if he or some responsible party in the
development chooses not to continue the water and electric service the
City can level the area and provide street lights if needed.
The City Attorney inquired about the
installation of a water meter and the council members agreed the City
Manager should handle this,
Councilman Warren stated that if the
fountain is removed, he recommends that street lights be installed. Mayor
Krause stated that street lights will be installed if requested by the
res idents .
IX.
ENGINEER'S REPORT
CONSIDER BIDS - PIPELINE
ROAD CONSTRUCTION
Mr. Ratliff submitted a tabulation of
I bids opened November 20, 1970, for Pipeline Road Improvements from Arwine
Road to Central Drive, as follows:

Mr. Ratliff advised the Council his
firm recommends awarding a contract to Texas Bitulithic Company in the
amount of $ 120,745.50 (base bid).
Councilman Shull made a motion to concur
with the recommendation of the 'Engineer and award the contract to Texas
B i t u l i t h i c Company in the amount of, $ 120,745.50.
Councilman Warren seconded the motion
and the vote is as follows:
Ayes: Councilmen Shull, Warren, and Douglass
Nays: None
Mayor Krause declared the motion carried and expressed appreciation to the
council for their work and patience on the Pipeline Road project.

PROGRESS REPORT: OVERHEAD TANK
AND TOWER BEING CONSTRUCTED BY
CHICAGO BRIDGE AND IRON COMPANY
I/Ir. Ratliff reported that the overhead
tank and tower project is progressing as scheduled, and he is of the opinion
work will be completed by the January 1971 completion date.
NEW WELLS
I/Ir. Rat 11ff reported that plans are
progressing for acquiring a site and constructing another well.
CORRECTION OF ITEM IX, COUNCIL
*MINUTES OF NOVEMBER 10, 1970
(S(NCLAIR REFINING COMPANY
LINE - MUNICIPAL WAY)
Mr. Ratliff reported that at the council
meeting on November 10, 1970, he had erroneously informed the council
concerning the lowering of a line for the construction of Municipal Way;
that the name of the firm is Arco Pipeline Company, instead of Sinclair
Refining Company; also, that the project may cost more or less than I
$3700.00, and he recommends a correction of the minutes.
Councilman Warren made a motion that
+ the minutes be corrected to change the name to Arco Pipeline Company, and
approve the cost of lowering the line, estimated at $3700.00.
Councilman Douglass seconded the motion
and the vote is as follows:
Ayes: Councilmen Warren, Douglass, and Shull
Nays: None
Mayor Krause declared the motion carried.
X.
DISCUSSION OF PLANS FOR
IMPROVEMENTS CF HURRICANE
CREEK AND HARWOOD ROAD
Mayor Krause stated he recommends the
City Engineer proceed with plans for the improvement of Harwood Road and
Hurricane Creek.
Members of the council concurred with
the Mayor's recommendation.

XI .
DISCUSSION CF IMPROVEMENT OF
ECTOR FROM S. H. 183 TO SPUR 350
Councilman Shull inquired about the
possibility of Ector Drive being improved from S. H. 183 to Spur 350.
The City Manager stated negotiations
are underway with the property owners involved and this section of Ector
Drive should be impaoved within the next year.

City Manager Griggs referred to the area
in question and recommended the council refer this matter to the City
Attorney, City Engineer and City Manager.
I , Councilman Warren made a motion to concur
with the recommendation of the City Manager.

and the vote is as follows:

XIII.
REQUEST FRCM SOT0GRANDE TO
POST -BOND IN LIEU CF UTILITY
DEPOSIT
City Manager Griggs stated that a
request has been submitted from Soto Grande to post bond in l i e u of u t i l i t y
depos it_
Councilman Shull made a motion a
payment bond, satisfactory to the City, may be posted by an apartment
development or commercial f i r m when a u t i I i t y deposit reaches $3000.00.
Councilman Warren seconded the motion

City Attorney Cribbs was instructed
to review the proposed bond submitted by Soto Grande.
XIV.
SIGN PAINTING PROJECT:
"HOME CF THE TRINITY TROJANS''
Councilman Shull informed the council
that he has been advised that the Trinity High Student Council w i I I pay the
balance due of approximately $42.00, for the painting "Home of the Trinity
Trojans" on the Euless Water Tower.
Mayor Krause expressed appreciation to
Councilman Shull for his interest and participation on this project.
xv.
DISCUSSION: SIDEWALKS
ON WOODVINE DRIVE -
MR. GARY GILES, BUILDER
Mayor Krause recognized Mr. Gary Giles,
who stated he is building several homes on Woodvine Drive in the Soto Grande
Sub Division, and after purchasing the property, he learned that sidewalks
are required in this area. He stated several large trees would have to be
removed which would affect the beauty of the lots; also, it will be quite
expensive to build sidewalks in this area. He stated he requests the council's
consideration to eliminate this requirement of sidewalks on Woodvine.
Mayor Krause reviewed the City Council
minutes dated May 13, 1969, Item 11, in which sidewalks were approved for
this area.
Members of the council reviewed and
discussed the minutes and Councilman Douglass stated ghat he recalls that
the sidewalks were intended for El Camino Real, not Woodvine.
Councilman Douglass made a motion to
amend Item II, Council Minutes dated May 3, 1969, indicating sidewalks
are to be constructed on El Camino Real.

Mayor Krause declared the motion did not carry.

Councilman Shull made a motion that the
request submitted by Mr. Gi les be denied; that the plan be followed, as
submitted, with sidewalks constructed on Woodvine Drive.
The motion died for lack of a second.
The requirement for sidewalks stands
as stated in minutes of the regular meeting held May 13, 1969.
XVI .
CITIZEN'S REQUEST CONCERNING'
SPEED AND NOISE ON MILLS DRIVE
Mayor Krause recognized Mr. James W.
Wood, 804 South Mills, who stated he considers police protection inadequate;
there are speeding cars and motor bikes, vehicles without registration tags,
vehicles without mufflers, and t ra i I bikes are damaging the school ground.
He stated that the Police Department has been advised of the situation,
but by the time a police car arrives, the violators are gone from the area.
Mayor Krause instructed the City Manager
to investigate this matter and thanked Mr. Wood for informing the council
of this situation.
