MEETING OF JANUARY 3, 2013

The Teen Court Advisory Board of the cities of Hurst, Euless and Bedford, Texas met at 6:00
p.m. at Bedford City Hall on the 3rd day of January 2013, with the following members present:

CALL TO ORDER
Vice Chairperson Renu Sloan called the meeting to order at 6:05 p.m. with a quorum of eight
Board Members present.
APPROVAL OF MINUTES
1. Consider approval of the following Teen Court Advisory Board minutes:
a) December 6, 2012 regular meeting.
Minutes of the December 6, 2012 Regular Board Meeting were reviewed. Phoebe Soward
made a motion to accept the minutes and Janet Key seconded the motion. The motion passed
unanimously.
OLD BUSINESS
2. Discuss suggestions for recognition of former Advisory Board Officers.
Several board members discussed the different reasons as to when to recognize the past advisory
board officers. Vice-Chairperson Renu Sloan asked "How far back do you go?' Ms. Sloan suggested a
plaque for the amount of years they served on the board as officers. Board member Janet Key asked
about setting a precedence for the future. Board Member Priscilla Cauley suggested recognizing the
advisory board officers for their service by a tier system and possibly giving them a pin. Ms. Key then
asked whose budget would that come from, meaning the Teen Court Scholarship Banquet Fund or the
HEB Teen Court yearly budget. A unanimous vote was reached to give board members who have
served two years or more a certificate at the teen court scholarship banquet held annually.
3. Discuss items as they relate to the annual Teen Court Scholarship Banquet.
A committee has formed for the scholarship banquet and a couple of the main things to focus on are a
venue, date and speaker. Coordinator Mindy Eichorst had checked on available dates at Texas Star
Conference Centre in Euless on a Thursday for the month of April. All of the Thursdays were available
(April 4, 11, 18, and 25). She also checked the available dates at the Hurst Conference Center in Hurst
and the only dates available for a Thursday were April 18 and 25. Warren Wilson suggested whether
Texas Star match the cost of the Hurst Convention Center. Several of the advisory board members
discussed this and Phoebe Soward made a motion to have the banquet on Thursday, April 18 at the
Hurst Conference Center with a back up date of April 25. Kathleen Toms seconded the motion. The
motion passed unanimously. Vice-Chairperson Renu Sloan had talked with a potential speaker and
asked if he could speak at the end of April. Mickey Clarke, an attorney with RadioShack and
acquaintance of Ms. Sloan has agreed to speak and considers this an honor to speak at the event.
Ms. Sloan had asked Kathleen Toms if there is any person or company that could underwrite the
banquet mainly for all of the teens to attend with no charge.
4. Discuss ideas for fundraisers.
Advisory Board Member Phoebe Soward brought up being able to have a fundraiser at RJ Gators
located in Northeast Mall in Hurst. She has spoken to the managers and explained to the advisory
board members there were some stipulations. The stipulations included: no Friday or Saturday
evenings, once a week, twice a month, or once a month, the Board is responsible for getting the word
out to people, and a certain percentage of the profits from that evening only would be given to the
Board. A discussion was brought up of how the Board could spread the word. Warren Wilson
mentioned he is involved with the Small Business Association and what about the possibility of placing
a message on the back of the water bill in each of the cities. Renu Sloan mentioned she would have
more information about Papa John's Pizza at the next meeting. Kathleen Toms added that January
and February are the biggest months for businesses and companies to give out money for events and
charities. Coordinator Mindy Eichorst had checked with the Bedford City Attorney in reference to using
the term "raffle" to help raise money for the Teen Court Scholarship Fund. According to the city
attorney, it is okay to use that term.
NEW BUSINESS
5. Introduce the new Teen Court Advisory Board Members.
A new Teen Court Advisory Board Member was present at this meeting. Mr. Toby Givens represents
the City of Bedford. Mr. Givens works for HEBISD as the Principal of Harwood Junior High.
6. Set a date for the Teen Court Scholarship Application Committee to meet and review
applications.
A decision was made to have a meeting on Thursday, January 31s` at 6:00 p.m. at Bedford City Hall,
Building A in the downstairs conference room.
7. Set a date for the Teen Court Scholarship Banquet Committee to meet and discuss items as
they relate to the Annual Teen Court Scholarship Banquet.
A decision was made to have a meeting on Thursday, January 10`h at 10:00 a.m. at Bedford City Hall,
Building A in the downstairs conference room.
8. Hold election for 2013 officer positions of Chairperson, Vice-Chairperson, and Secretary.
The election for officer positions was decided this evening. For Chairperson, Renu Sloan was
nominated by Phoebe Soward and Kathleen Toms seconded the nomination. For Vice-Chairperson
Position, Priscilla Cauley was nominated by Renu Sloan and Janet Key seconded the nomination. For
Secretary Position, Phoebe Soward was nominated by Priscilla Cauley and seconded by Warren
Wilson. For all three positions, there were no other nominations and so a motion was made by Janet
Key to accept all three nominations for officer positions and Tim Beard seconded the motion. The
motion passed unanimously. All three nominees accepted their positions.
9. Present information on The North Texas Teen Court Competition.
On Saturday, April 13, 2013 the teen volunteers will be participating in the annual North Texas Teen
Court Competition held at Wesleyan School of Law in downtown Ft. Worth. It is an all day event
starting around 8:30 a.m. and ending around 4:00 p.m. If any of the board members would like to attend
the event they were advised to let Coordinator Mindy Eichorst know.
10. Set the date for the next Teen Court Advisory Board Meeting.
The next HEB Teen Court meeting will be held on Thursday, February 7, 2013 at 6:00 p.m. at Bedford
City Hall upstairs conference room, 2000 Forest Ridge Drive.
REPORTS
Mindy Eichorst presented the Coordinator's Report and Financial Report for the month of December
2012.
ADJOURNMENT
Renu Sloan entered a motion for the meeting to be adjourned. Priscilla Cauley seconded the motion
and all voted in favor. The meeting was adjourned at 7:39 p.m.
