BOARD OF DIRECTORS
MINUTES
August 28, 2012
The Board of Directors of the Euless Development Corporation met on Monday, August
28, 2012, in the Precouncil Conference Room at City Hall in the Municipal Complex, 201
North Ector Drive, Euless, Texas.
The following persons were in attendance:
Mayor Mary Lib Saleh, Chairman
Council Member Glenn Porterfield
Council Member Tim Stinneford
Council Member Linda Martin, Vice Chairman
Citizen Member Sonja Adams
Citizen Member Wayne Marrs
City Manager Gary McKamie, President
Deputy City Manager Loretta Getchell, First Vice President
Director of Economic Development Mike Collins, Second Vice President
Finance Director Vicki Rodriquez, Treasurer
City Secretary Kim Sutter, Board Secretary
City Attorney Wayne Olson
Director of Parks and Community Services Ray McDonald
Director of Public Works and Engineering Ron Young
Citizen Member Carmen Deithloff was not present.
ITEM NO. 1. CALL TO ORDER
Chairman Mary Lib Saleh called the meeting to order at 6:00 p.m.
ITEM NO. 2
AWARD OF BID NO. 015 -12 IN THE AMOUNT OF $494,823 FOR
PARKING IMPROVEMENTS AT THE PARKS AT TEXAS STAR
AND AUTHORIZE PRESIDENT TO ENTER INTO A CONTRACT
WITH RELIABLE PAVING, INC.
Tim Stinneford motioned to approve award of Bid No. 015 -12 in the amount of $494,823
for parking improvements at The Parks at Texas Star and authorized the President to
enter into a contract with Reliable Paving, Inc. The motion was seconded by Wayne
Marrs.
Sonja Adams inquired as to why the local vendor was not selected.
City Attorney Wayne Olson explained that the competitive bid laws permit the city to favor
a local vendor only if the bids are identical or if the bid amount is less than five percent of
the lowest bid.
Mayor Saleh announced that the motioned carried by a unanimous vote.
