HomeMy WebLinkAbout2013-02-13 Regular Meeting Parks and Leisure Services Board February 4, 2013 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on Monday, February 4, 2013, in the Council Chambers of the Euless City Hall building by Chairman Eric Owens. Other Board Members present: Carroll Scott, Randy Jones, Darrel Knobloch, John Raab, Tiffany Smith and alternate Steve Doty. Members absent: alternate Carl Miller. Staff members present: Director of Parks and Community Services Ray McDonald, Parks Manager Randy Smith, Parks Superintendent Terry Boaz and Administrative Secretary Linda Lux. Visitors present: Darlene Cain (and family) and Bill Lyons with the Dr Pepper Star Center, Council Member Leon Hogg and Loretta Doty. INVOCATION Randy Jones gave the invocation. APPROVAL OF MINUTES Chairman Owens asked if there were any additions or corrections to the minutes from the January 7, 2013 regular meeting. Darrel Knobloch made the motion to approve the minutes as presented and was seconded by Carroll Scott. The vote was unanimous. I. Carr Park, Kiddie Carr Park—reported no items of concern Chairman Owens—West Park, Wilshire Park— reported no items of concern Darrel Knobloch reported on March and April Special Events: • Saturday, March 23rd—Texas Junior Anglers Fishing event—Wilshire Park pond • Saturday, April 6th—Annual Texas Trash Off—Villages of Bear Creek Park • Saturday, April 27th and Sunday, April 28th—Arbor Daze—City Hall complex Chairman Owens thanked everyone for their reports. II. Volunteer of the Month Chairman Owens said the February 2013 Volunteer of the Month award goes to the Euless Dr Pepper Star Center led by Darlene Cain and Bill Lyons. Our February nomination is a local business that has been a part of our city and a part of several of our special events since 2005. They have participated at Arbor Daze, Movies in the Park, Texas Junior Angler Fishing events and also Stars over Euless. In addition, they have participated in several of our Christmas Parade of Lights events and several of our Heritage Park Christmas Celebration events. Additionally, they have already stated that they want to be involved in our 2013 Special Events. Chairman Owens presented Darlene Cain and Bill Lyons with the February Volunteer of the Month plaque. Bill Lyons said he was honored to be recognized for his volunteer work with our department. Darlene Cain also thanked the Board Members for the award. Ill. Business of the Tree Board Tree Board Chairman Carroll Scott reported on the following for January 1st—31st: Total man hours- 732.00 o 201.00 Horticulture o 80.00 Forestry Parks and Leisure Services Board Page 3 February 4, 2013 o 175.00 Greenhouse o 260.00 Special Projects o 16.00 Training • There were no trees planted and no tree related purchases IV. Parks and Community Services Reports a. Recreation Report—Suzanne Hendrickson Recreation Manager Suzanne Hendrickson was not in attendance. b. Parks Report—Randy Smith Parks Manager Randy Smith reported on the following: • New south parking lot at the Parks at Texas Star should hopefully be completed by the end of next week. It has been striped and the asphalt will be put down soon by Public Works. This south parking lot has almost 200 spaces. • New entryway on the south side of the complex has been installed and was recently painted c. Community Services Report—Ray McDonald Director of Parks and Community Services Ray McDonald reported on the following: • Boards and Commission Dinner is scheduled for Monday, February 25th at 6:30 p.m. at the Texas Star Conference Center • Thanked the Dr Pepper Star Center for all their volunteer work with our department • New TRX fitness system has been installed in the Ballet Room • Fitness Center attendance continues to increase in the early mornings • Senior Center received three (3) new treadmills recently • The aquatics facility is coming along and both contractors are working together to finish on schedule • If any Board Member would like to work in the Parks Department food concession booth during Arbor Daze please send Linda an email Parks and Leisure Services Board Page 4 February 4, 2013 Chairman Owens thanked everyone for their reports. V. Election of Officers Chairman Owens said the current Park Board Officers are: Chairman — Eric Owens, Vice Chairman —John Raab and Secretary—Randy Jones. The current Tree Board Officers are: Chairman — Carroll Scott and Vice Chairman — Darrel Knobloch. Chairman Owens said that each officer will be done by nomination and then voting on that nomination. We will start with Chairman and then go down the list of officers for both Park Board and Tree Board. Darrel Knobloch made a motion to nominate Eric Owens for Chairman of the Park Board. Darrel Knobloch made a motion to accept the nomination for Eric Owens as Chairman and was seconded by Carroll Scott. The vote to approve was unanimous. Darrel Knobloch made a motion to nominate John Raab for Vice Chairman. The motion was seconded by Randy Jones and the vote to approve was unanimous. John Raab nominated Randy Jones for Secretary. John Raab made a motion to accept the nomination of Randy Jones for Secretary and was seconded by Darrel Knobloch. The vote to approve was unanimous. Randy Jones made a motion to nominate Carroll Scott for Chairman of the Tree Board. The motion was seconded by John Raab and the vote to approve was unanimous. John Raab made the motion to nominate Darrel Knobloch as Vice Chairman of the Tree Board. The motion was seconded by Carroll Scott and the vote to approve was unanimous. The new 2013 Park Board officers are: Chairman — Eric Owens, Vice Chairman — John Raab and Secretary—Randy Jones. The new 2013 Tree Board officers are: Chairman — Carroll Scott and Vice Chairman — Darrel Knobloch. Parks and Leisure Services Board Page 5 February 4, 2013 VI. Other New Business Chairman Owens said there was no new business for discussion. VII. Input from City Council Members and Visitors Council Member Leon Hogg said he recently visited the new south parking lot at the Parks at Texas Star and said the new archway looks nice. ADJOURNMENT Chairman Owens gave the benediction. There being no further business to conduct, the meeting was adjourned at 7:40 p.m. Chairman Attest
