HomeMy WebLinkAbout2013-03-04 Regular Meeting Parks and Leisure Services Board March 4, 2013 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:02 p.m. on Monday, March 4, 2013, in the Council Chambers of the Euless City Hall building by Chairman Eric Owens. Other Board Members present: Carroll Scott, Randy Jones, John Raab, Tiffany Smith and alternate Steve Doty. Members absent: alternate Carl Miller. Staff members present: Director of Parks and Community Services Ray McDonald, Parks Manager Randy Smith, Parks Superintendent Terry Boaz, Recreation Manager Suzanne Hendrickson and Administrative Secretary Linda Lux. Visitors present: Council Member Leon Hogg and Loretta Doty. INVOCATION Randy Jones gave the invocation. APPROVAL OF MINUTES Chairman Owens asked if there were any additions or corrections to the minutes from the February 4, 2013 regular meeting. Randy Jones made the motion to approve the minutes as presented and was seconded by Tiffany Smith. The vote was unanimous. I. Board Member's Reports Carroll Scott—McCormick Park, Preserve at McCormick Park—reported no items of concern Tiffany Smith — Bob Eden Park, Trailwood Park—reported no items of concern John Raab— Midway Park, Blessing Branch Park—reported no items of concern Randy Jones—South Euless Park, Heritage Park— reported no items of concern Parks and Leisure Services Board Page 2 March 4, 2013 Steve Doty—J. A. Carr Park, Kiddie Carr Park— reported no items of concern Chairman Owens—West Park, Wilshire Park—reported no items of concern Chairman Owens reported on the following for March and April Special Events: • Monday, March 11th— Hometown Food Bank—6 Stones • Saturday, March 23rd—Texas Junior Anglers Fishing event—Wilshire Park pond • Saturday, April 6th—Annual Texas Trash Off—Villages of Bear Creek Park Chairman Owens mentioned there are 2 available parks due to the resignation of Darrel Knobloch and asked if anyone would like to volunteer to report on these extra parks. Randy Jones volunteered to take Reflection Park and Steve Doty said he would add the Villages of Bear Creek Park to his inspections. Chairman Owens said he would continue to do the Special Events for now. John Raab said he would volunteer to inspect The Parks at Texas Star athletic complex, only until Carl Miller returns, since he is out at the complex each week with his son for ball games. Chairman Owens thanked everyone for their reports. II. Volunteer of the Month Chairman Owens said the March 2013 Volunteer of the Month award goes to Ms. Stacy Parker, Music Teacher at Bell Manor Elementary School. Our March nomination is an H-E-B Independent School Teacher, that has been teaching music for a number of years, and who has volunteered to be a part of the Heritage Park Christmas Celebration event for several years. She and her choir members have voluntarily sung at our Heritage Park Christmas Celebration events since 2007. When asked to be a part of our event each year, she is always one of the first, if not the first H-E-B choir director to respond eagerly seeking to be in our event. Chairman Owens stated that her award would be delivered to her since she was not able to attend the meeting. Ill. Business of the Tree Board Tree Board Chairman Carroll Scott reported on the following for February 1st—28th: Total man hours-645.00 o 304.00 Horticulture Parks and Leisure Services Board Page 3 March 4, 2013 o 78.00 Forestry o 247.00 Greenhouse o 0 Special Projects o 16.00 Training • There were no trees planted and 150 tree related purchases IV. Parks and Community Services Reports a. Recreation Report—Suzanne Hendrickson Recreation Manager Suzanne Hendrickson reported on the following: • Euless Family Life Center • Senior Center • Aquatics b. Parks Report— Randy Smith Parks Manager Randy Smith reported on the following: • New landscaping at new aquatic center • New entrance to the south side of the Parks at Texas Star athletic facility • Trees to be given away at Arbor Daze c. Community Services Report— Ray McDonald Director of Parks and Community Services Ray McDonald reported on the following: • Fees for aquatics center will be presented at the next meeting • Master Plan —recommendations needed for indoor, outdoor and trails • Parks at Texas Star—new concession to be built on east side of complex by soccer fields • New weight equipment at the Euless Family Life Center Chairman Owens thanked everyone for their reports. Parks and Leisure Services Board Page 4 March 4, 2013 V. Election of Officers Chairman Owens said the current Park Board Officers are: Chairman — Eric Owens, Vice Chairman —John Raab and Secretary— Randy Jones. The current Tree Board Officers are: Chairman —Carroll Scott and Vice Chairman—vacant. Chairman Owens said that each officer will be done by nomination and then voting on that nomination. We will be electing an officer for the Tree Board Vice Chairman vacancy. Tiffany Smith made the motion to nominate herself as Vice Chairman of the Tree Board and John Raab seconded the motion. Carroll Scott made a motion to close the nominations and was seconded by John Raab. The vote to approve was unanimous. The new 2013 Tree Board Vice Chairman — Tiffany Smith. VI. Other New Business Chairman Owens suggested the Board Members review the Master Plan and submit ideas and recommendations to Ray McDonald before the next meeting. Ray McDonald said he has made some changes and updates to the plan already and he will copy another updated CD for the Park Board Members to review and then submit any ideas they have before the next meeting. Chairman Owens mentioned adding the Master Plan for discussion to the April meeting. Chairman Owens also reminded the Board Members to sign up for Arbor Daze to help the Parks Department. Ray McDonald mentioned the staff from the Parks Department will be redoing the 'EULESS' berm in the near future. Parks and Leisure Services Board Page 5 March 4, 2013 VII. Input from City Council Members and Visitors There was no input from the audience. ADJOURNMENT Chairman Owens gave the benediction. There being no further business to conduct, the meeting was adjourned at 7:51 p.m. mil. 1, Chairman Attest
