M. in the Council Chambers of Euless City Hall, with Mayor A. C. Krause presiding. Members present are listed as follows: Councilmen Frank Douglass, Dan Shull, Dwayne Wilcox, and Don R. Warren. (Absent was Councilman Harold Copher.) Griggs, City Attorney James Cribbs, and City Secretary Vada Ferris. n VISITORS Also present were City Manager C. J. Consulting Engineer William R. FIRST READING CF AN ORDINANCE REZONING APPROXIMATELY 0.95 ACRES IN TRACT 3, A. J. HUITT SURVEY, ABSTRACT 709, FROM "R -1" SINGLE FAMILY DWELLING DISTRICT TO "C -2" COMMUNITY BUSINESS DISTRICT (ZONING CASE 214) REQUESTED-BY MR. H. H. FULLER (PROPERTY LOCATED EAST CF S. MAIN STREET, 300 FEET SOUTH OF S. H. 183) Councilman Douglass moved to approve F i r s t Reading of the ordinance rezoning approximately 0.95 acres out of Tract 3, A. J: Huitt Survey, Abstract 709, from "11-1 "Single Family Dwelling District to "C -2" Community Business District, as requested by-Mr. H. H. Fuller in Zoning Case No. 214. Councilman Warren seconded the motion and the vote is as follows: Ayes: Councilmen Douglass, Warren and Wilcox Nays: None Mayor Krause declared the motion carried. 1. FINAL PLAT APPROVAL: INTERNATIONAL VILLAGE FIRST INSTALLMENT (SCHOOL TRACT AND STREET DEDICATIONS . . VVITH WATER, SANITARY SEWER AND STORM SEWER IN AND ALONG STREETS) . KEN GOOD AND ASSOCIATES, DEVELOPERS (PROPERTY LOCATED EAST CF NORTH MAIN STREET AT MIDWAY DRIVE) Mayor Krause recognized Mr. Norman Harper, representing Ken Good & Associates, who reviewed the Final Plat for International Village First Installment. (Councilman Shull returned to the Counci 1 Room at this time.)) City Manager Griggs advised the Counci 1 that a l l requirements have been complied with and that he recommends approval of the Final Plat for International Village First Installment. Counci Iman W i l cox moved to concur with the City Manager's recommendation and approve the Final Plat: Councilman Douglass seconded THO mot ion and the vote i s as follows:. , Ayes: Councilmen Wilcox, Douglass, Shull and Warren Nays: None Mayor Krause declared the motion carried. FINAL PLAT APPROVAL: LOT 1 H5 , ROSS CANNON ADDITION, TRIANGLE CONTRACTORS, INC., DEVELOPER, (PROPERTY LOCATED ON SOUTH S I DE CF WEST EULESS BLVD'. , 250 FEET EAST OF MARTHA STREET) Mayor Krause recognized Mr,- A. E. Josserand, Jr., who requested the Council's considerati -on 'of Final 'Flat Approval for Triangle Contractors, Inc. ... City Manager Griggs informed the Council that all requi rements'had been met and the City staff recommends approval of the Final Plat. Councilman Shull made a motion to approve the Final Plat for Lot 1H5, Ross Cannon Addition, as presented. Councilman Warren seconded the motion and the vote i s as follows: Ayes: Councilmen Shull, Warren, Wilcox and Douglass Nays: None Mayor Krause declared the motion carried. l- 2 9 (Page Three, Minutes of Regular Meeting, Euless City Council, September 28, 1971) IV. CONSIDER REQUEST SUBMITTED BY EULESS JAYCEES FOR TEMPORARY PERMIT FOR PROFESSIONAL CARNIVAL ON GIBSON DISCOUNT STORE PARKING LOT Mayor Krause recognized Mr. Lloyd Cook, President of Euless Jaycees, who requested the Council's consideration of a temporary permit for a professional carnival. The City Attorney stated that several members of the Council and the administrative staff have received several cal 1 s ,concerning one of � the displays at the carnival, consisting of pictures of deformed babies and children. Mr. Cook stated that this display is for adults only, and its purpose is to educate the public on the dangers of narcotics. The display indicates the specific narcotic which caused certain deformities. Mayor Krause recognized Mrs. Ronnie Barton, who stated that she is very disturbed by this display; that it is her opinion it is neither entertaining or educational -- that there are no signs stating that children are not - permitted: and, although it is supposed to be a.Jaycee sponsored project, Jaycees were not present either of the times she visited the carnival. Mrs. Barton stated that, in her opinion, this is not a display for children, and it is difficult to explain to children why they cannot visit all of the activities at a carnival. r Mr. Cook stated that he had talked to the Agent for the carnival and told him that children under fourteen (14) should not be permitted to See this exhibit. Councilman Shull stated he had paid thirty -five cents just prior to the Council Meeting to visit this display and that there were two small children present -- that he estimated their ages to be eight (8) and n1ne (9) years. He stated that, in his opinion, this particular display i s not for the City of Euless, however; it. is-Ahe most "advertised attraction" at the carnival. r- Councilman Warren stated that, although he has not seen the display, from the remarks which have been made he doubts the educational value. Mr. Cook stated that the Jaycees are engaging in activities to provide funds for several projects they consider beneficial to the City of Euless. He stated that some of the projects are furnishing litter barrels at various locations in the City, constructing fences at the schools, placing welcome signs at various intersections in the City, and that this professional carnival is one of the means of pro- viding funds for these projects. Councilman Shull stated he would recommend that, in the future, the Jaycees request a permit in advance of .the arrival of the carnival, listing all exhibits, rides, etc. . V. CONSIDER REQUEST FROM INSTRUMENT SPECIALTIES COMPANY, INC., 1110 STANLEY, FOR ONE YEAR EXTENSION CF PERMIT FCR EXISTING METAL STORAGE BUILDING AND PERMIT FOR A SECOND TEMPORARY BUILDING Councilman Wilcox stated that he represents Instrument Specialties Company, Inc., as one of the owners and as a private citizen -- that they are requesting a one year extension of a permit for an existing metal storage building and a permit for a second temporary- building, which wi 11 be for storage. Mr. Wilcox advised that efforts are'being made to purchase the property and build a permanent structure -- that money has already been escrowed for purchase of the property and construction of a permanent building, that construction of the permanent building is anticipated to begin shortly after January 1, 1972. Councilman Warren made a motion to approve the request for a one year extension of the permit for an existing building and a permit for a second temporary building. Councilman Douglass seconded the motion and the vote is as follows: Ayes: Councilmen Warren, Douglass and Shull Nays: None Abstained: Councilman Wilcox Mayor Krause declared the motion carried. 13 (Page Five, Minutes of Regular Meeting, Euless City Council, September 28, 1971) VI. DISCUSSION OF AUTHORITY OF JOINT AIRPORT ZONING BOARD At the request of Mayor Krause, City Attorney Cribbs reported that the Joint Airport Zoning Board is attempting to pass an ordinance which would allow them to dictate zoning, not only within the airport boundaries but throughout the Cities of Euless, Irving and Grapevine. Mr. Cribbs stated that he is of the opinion the Joint Airport Zoning Board should have the authority to pass resolutions concerning traffic flow and parking within the boundaries of the airport. Members of the Council requested that copies of the ordinance be made available for their consideration. CITY ENGINEER'S REPORT N= Pipel ine Road Mr. Bill Ratliff, Consulting Engineer, advised that there has been some expressions of concern about Pipeline Road being a Truck Route. City Manager Griggs stated that signs are scheduled to be placed on Pipeline Road, indicating that it is not a Truck Route -- that this is controlled by an ordinance passed previously by the Euless City Council. Repair of Standpipe on Central Drive Mr. Ratliff advised that the Bedford City Council has expressed their appreciation for the painting of the standpipe located on Central Drive. VIII. CITIZEN'S REQUEST: USE OF REST - ROOMS IN MIDWAY PARK, MR. DICK ROBERTS Mayor Krause recognized Mr. Dick Roberts, who stated that he is owner of the washateria located at M dway Park Shopping Center. Mr. Roberts stated that he is present concerning the closing of the rest -rooms in Midway Park -- that he has considerable problems with loitering in his business estab ishment and, also, r with school children using the washateria rest -room before and after school. 132. (Page Six, Minutes of Regular Meeting, Euless City Council, September 28, 1971) City Manager Griggs explained that the rest -rooms in Midway Park are open only when there are planned activities and supervision within the Park.
