M. in the Council Chambers of Euless City Hall , with Mayor A. C. Krause presiding. Members present were Council- men Frank Douglass, Harold Copher, Don Warren, and Dwayne Wilcox. (Absent was Councilman Dan Shull.) Also present were City Manager C. J. Griggs, City Attorney James Cribbs, and Bob McFarland, City Engineer W. R. Ratliff, and City Secretary Vada Ferris. APPROVAL CF MINUTES Minutes of the previous meeting dated November 9, 1971 were approved as written. ORDINANCE N0. 413: SECOND AND FINAL READING: REZONING APPROXIMATELY 4.78 ACRES IN THE J. P. HALFORD SURVEY ABSTRACT 711 (TRACT 1, CRIPPLE CREEK ADD I.T LON ), PROP- ERTY LOCATED EAST OF NORTH ECTOR AND NCRTH OF SPUR 350.) . BRADFORD SURVEY, ABSTRACT 152, FROM "R -1" SINGLE FAMILY DWELLING DISTRICT TO "I -1" LIGHT INDUSTRIAL DISTRICT (PROPERTY LOCATED NORTH OF S. H. 183 APPROXIMATELY 500 FEET WEST OF MINTER'S CHAPEL ROAD). REQUESTED BY MR. CHARLES BELEW. ZONING CASE N0. 218. (PUBLIC HEARING HELD NOVEMBER 9, 1971) Members of the Council expressed concern of rezoning this property as requested, stating that perhaps, the Developer should consider a Planned Development District. Councilman Copher made a motion to table this zoning request. Councilman Douglass seconded the motion and the vote is as follows: Ayes: Councilmen Copher, Douglass, and Warren Nays: None Mayor Krause declared the motion carried. PUBLIC HEARING: PROPOSED ANNEXATION OF HUNTINGTON PLACE AND A PORTION OF OAK CREST ESTATES Mayor Krause opened the Public Hearing and recognized Mr. J. W. Murr, who stated that the citizens of these subdivisions are greatful for the Council's interest and urge the Council's consideration to annex these areas into the City of Euless. There were no opponents. Mayor Krause declared the Public Hearing closed. IV. FIRST READING: ORDINANCE NO, 414: ANNEXING CERTAIN TERRITORY ADJACENT TO CITY OF EULESS first reading of Ordinance No. 414. and the vote is as follows: Councilman Warren moved to approve Councilman Douglass seconded the motion r- Ayes: Councilmen Warren, Douglass, and Copher Nays: None Mayor Krause declared the motion carried. 16 3 ;. DOV\NING SURVEY, FROM "R -1" SINGLE FAMILY DWELLING DISTRICT TO "R -4" MULTIPLE FAMILY DWELLING DISTRICT (PROPERTY LOCATED 300 FEET NORTH OF S. H. 183, SOUTH OF OAKUO.OD TERRACE NORTH, SECOND - FILING, WEST OF AND ADJACENT TO TERRY DAVIS SUBDIVISION.) Mayor Krause opened the Public Hearing and recognized Mr. Tom Williams, purchaser of the property in this Zoning Case. (Councilman Wilcox arrived at 8:50 P. M.) VI. PUBLIC HEARING: ZONING CASE NO. 215: REQUEST OF CLAUDE MCCLENNAHAN FCR REZONING FROM "R -1" SINGLE FAMILY DWELLING DISTRICT TO "PD" PLANNED DEVELOPMENT DISTRICT WITH "C -1" USES, ON TRACT 4 -A BLOCK 3 WILSHIRE VILLAGE SECTION 7 AND A PORTION OF TRACT 4. JASPER SURVEY, ABSTRACT 861 (PROPERTY LOCATED AT SOUTHWEST CORNER OF SPUR 350 AND WILSHIRE DRIVE) Mayor Krause opened the Pub] is Hearing and recognized Mr. David,Sherer, representing Mr. Claude McClennahan, who reviewed a site plan of the area and stated he would answer any questions from the Council. Members of the Council were reminded of the Planning and. Zoning Commission's recommendation as- follows:. e "recommend approval of rezoning property designated in Zoning Case No. 215, from "R -1" Single Family and• 11R -5" Multi - Family to "PD" Planned Development, providing the green belt area behind single family residences facing Wilshire is increased to a depth of 100 ft., and the height of the building desig- nated to have a maximum of ten (10) stories i s limited to conform to the required parking space." Mayor Krause inquirred if there were other proponents or opponents in this case. Several citizens commented on the drainage channel in the area and Mr. Williams stated he plans to leave the drainage channel in its natural state. There were some inquiries of appropriate screening of the area and Mayor Krause stated the Developer would be required to screen the area. Mayor Krause declared the Public Hearing closed and advised Mr. Williams the Council w i I I consider this case at the next regularly scheduled Council Meeting. (Councilman Wilcox arrived at 8:50 P. M APPLICATION FOR BUILDING PERMIT FCR A METAL BUILDING TO BE LOCATED ON REAR OF TRACT BEHIND MASSEY'S ENGINE SERVICE (401 HUFFMAN DRIVE.) Mayor Krause recognized Mr. Robert Temple, President of the Stump Jumpers Club, who requested a building permit for a metal building to be used as a meeting place for the Club. Councilman Wilcox moved to grant a permit for one year and the filing of a letter with the City that the Stump Jumpers Club w i l l move the building at the expiration of the permit if requested to do so by the City. Councilman Warren seconded the motion and the vote is as follows: Ayes: Councilmen Wilcox, Warren, Douglass, and Copher Nays: None Mayor Krause declared the motion carried. MM REQUEST FROM MAYFLOWER TRUST COMPANY FCR EXTENTION OF TIME UNDER CONDITIONS SUBSEQUENT FCR ZONING OF PROP- ERTY LOCATED AT THE NORTHWEST CORNER CF NORTH MAIN STREET AND HARWOOD ROAD. Councilman Wilcox moved to table this request and extend an invitation to a representative of Mayflower Trust Company to advise the City of the status of the development of this property. Councilman Warren seconded the motion and the vote is as follows: Ayes: Councilmen Wilcox, Warren, Douglass, and Copher Nays: None Mayor Krause declared the motion carried. El 1972 PICK -UP TRUCK BIDS Members of the Council were presented a tabulation of bids for two 1972 pick -up trucks for the Public Works Department, opened on November 19, 1971, as follows: (Page Five, Minutes of Regular Meeting,. Councilman Copher moved to concur with the recommendation of the City Manager. Councilman Douglass seconded the motion and the vote i s as follows: Ayes: Councilmen Copher, Douglass, Warren, and Wi 1 cox Nays: None Mayor Krause declared the motion carried. X. MAYOR AUTHORIZED TO ADVISE COUNTY COMMISSIONERS OF APPROVAL OF TASK FORCE COMMrFrEE PLAN Members of the Council had reviewed a communication from the County Commissioners' Court concerning recommendations of the Task Force Committee for solid waste disposal in Tarrant County. Councilman Wilcox moved to authorize a letter from the Mayor advising that the City of Euless endorses the plan and report of the Task Force Committee and request a specific time be established to conclude this project. Councilman Copher seconded the motion and the vote i s as follows: Ayes: Councilmen Wilcox, Copher, Warren, and Douglass Nays: None Mayor Krause declared the motion carried. Fla RESOLUTION NO. 296: CALLING A PUBLIC HEARING: ZONING CASE NO. 220, REQUEST OF ROBERT BAKER FOR REZONING LOT 2484 BLOCK 13, J. S. ANDERSON SUBDIVISION OF BELL RANCH TERRACE ADDITION FROM "R -1" SINGLE FAMILY DWELLING DISTRICT TO ''C -2" COMMUNITY BUSINESS DISTRICT (PROPERTY LOCATED SOUTH OF SIGNET STREET, 341.5 FEET WEST OF F. M. 157) Councilman Douglass moved to approve Resolution No. 296 calling a Public Hearing on December 14, 1971, on Zoning Case No. 220. XI I. COUNCILMAN WILCOX REPORTS ON HURST - EULESS - BEDFORD HOSPITAL Councilman Wilcox apologized for arriving late for the Council Meeting. He explained that he had attended a meeting of the Hurst - Euless- Bedford Hospital Authority, at which plans were made to sell bonds, a construction contract was awarded with plans for construction to begin in early January 1972 for a 67 bed hospital. The completion date is scheduled for March 1973. . FIM1111111 WEST PARK DEDICATED Councilman Copher moved to`dedicate the remaining fourteen (14) acres of the park site known as West Park. Councilman Warren seconded the motion and the vote i s as follows: Ayes: Councilmen Copher, Warren, Douglass, and Wilcox Nays: None Mayor Krause declared the motion carried.
