Regular Meeting
Euless City Council
December 14, 1971
CALL TO ORDER
The regular meeting of the Euless City
Council was called to order at $:05 P. M. in the Council Chambers of
Euless City Hall, with Mayor A. C. Krause presiding. Members present
were Councilmen Frank Douglass, Harold Copher, Don Warren, Dwayne
Wilcox, and Dan Shull.
Griggs, City Attorney James Cribbs,
City Secretary Vada Ferris.

Also present were City Manager C. J.
City Engineer W. R. Ratliff, and
Visitors in attendance are listed as
follows: Messrs. Craig Evans, David M. Sherer, Tony DeMaria, Troy M.
Fuller, David C. Moak, Dave Finney, Hugh M. Waite, Don Raper, 0. W.
Miller, H. R. Elliott, Tom Williams, and Joe Bailey; Mesdms. Melanie

The invocation was presented by
City Attorney James Cribbs.
APPROVAL OF MINUTES
Minutes of the previous meeting dated
November 23, 1971 were approved as written.

MAYFLOWER TRUST COMPANY - EXTENSION OF TIME UNDER
CONDITIONS SUBSEQUENT FOR ZONING CF PROPERTY LOCATED
AT THE NORTHWEST CORNER OF NORTH MAIN STREET AND
HARWOOD ROAD
Mayor Krause recogniz,
of Mayflower Trust Company who requested an extension of
conditions subsequent incorporated in Ordinance No. 333,
1, Block 3 and a portion of Block 2, Oak Forest Addition
No. 175.) He stated that the time allowed for the First
December 15, 1971 and Mayflower Trust Company requests a

Councilman Douglass moved to concur
with the recommendation of the Planning and Zoning Commission and
approve an extension of conditions subsequent for one year from the
date' of expiration.

Councilman Shull seconded the motion
and the vote i s as follows:
Ayes: Councilmen Douglass, Shull, Copher and Wilcox
Nays: None
Mayor Krause declared the motion carried.

PUBLIC HEARING: ZONING CASE NQ. 220 - REQUEST CF ROBERT BAKER
FOR REZONING LOT 2484, BLOCK 13, J. S. ANDERSON SUBDIVISION OF
BELL RANCH'TERRACE ADDITION, FFZCM "R -1 " SINGLE FAMILY DWELLING
DISTRICT TO "C -21" COMMUNITY BUSINESS DISTRICT (PROPERTY LOCATED
SOUTH OF SIGNET STREET, 341.5 FEET WEST OF F. M. 157)
Mayor Krause opened the Pub] is Hearing
and recognized Mr. Bob Baker, who presented a drawing of a building
which he states w i I I house an automotive garage and show room.
Mr. Baker commented. he is aware that
water and sewer are not available to this site; but, if the zoning is
approved, he would get the water and sewer facilities necessary for
hi s property.
Mayor Krause inquired if there were other
proponents and recognized Mrs. Bob Elliott, who stated she owns the
property west of this tract and she favors the request submitted by
Mr. Bob Baker.
Mayor Krause called for opponents.
There being none, Mayor Krause closed the Publ is Hearing and advised
M r . Baker the Council w i l l consider this case at their next regularly
scheduled meeting.
PUBLIC HEARING: ZONING CASE NO. 217 - REQUEST CF MAIN DEVELOPMENT
COMPANY, INC. FOR REZONING 6.23 ACRES IN THE SCECKAON HUITT SURVEY,
ABSTRACT 705, FROM "R -11" SINGLE FAMILY DV\aL I NG DISTRICT TO " "R -31"
LOW DENSITY MULTI - FAMILY DV\ELUNG DISTRICT (PROPERTY LOCATED EAST
OF AND ADJACENT TO SOMERSET PLACE ADDITION, SECOND INSTALLMENT).
Mayor Krause opened the Public Hearing
on Zoning Case No. 217 and recognized Mr. Hugh Waite, co -owner of Main
Devel oprnent Company.
Mr. Waite referred to the Zoning
Map and identified the subject property and stated that the zoning
request complies with the Euless Master Pl. +an,

. M r . Waite stated that the t r a c t w i l l
not be developed until 1973, and that homes costing about $26,000 are
planned for the area, possibly condominiums. Mr. Waite stated he
proposes a superior development which w i l l be an asset to the City
of Euless.
Mayor Krause called for proponents
or'opponents in this case and recognized Mr. Tom Christmon, who
read a petition signed by several residents in the area requesting
the Council reject the rezoning of this property.
Mr. Christmon stated that the primary
objections to the proposed rezoning are traffic circulation and
devaluation' of their property.
Replying'to a question by Councilman
Wilcox, Mr. Christmon stated if the streets were opened to the east,
the citizen's would not be as concerned about the traffic circulation.
Mr. Christmon stated the citizens are
concerned about an adequate buffer; that they do not want junk cars,
boats, etc. parked adjacent to their homes; that they have a nice
quiet neighborhood and would like to keep it that way.
Councilman Wilcox stated that the
members of the Council want to protect property owners and consider
each case areful 1 y in an attempt to provide the best zoning compatible
for the area.
Others who objected to the rezoning
were Messrs. Al Bell, Don Raper, and Dave Finney.
Mayor Krause closed the Public Hearing
and advised M r . Waite the Council w i l l consider t h i s case a t t h e i r
next meeting.

DISCUSSION: SUMMER LIBRARY PROGRAM
Mr. Waite advised the Council that he is
Vice Chairman of the Library Board and has talked with Mr. Hammonds
of the Hurst - Euless- Bedford School District concerning an agreement
to permit the use of School Library facilities by the City during
the summer months.
He stated that Mr. Hammonds suggested
that the existing agreement for use of recreational facilities might
be adequate for the 1 ibrary program.

Mr. Griggs stated that he has discussed
this matter with School Administrative officials -- that the Library
Board should submit to the City Manager, dates, time and other data in
order for a program to be planned.
Mr. Waite stated he would ask the
Library Board Secretary to send this information tothe City Manager.

ORDINANCE N0. 415: FIRST AND FINAL READING - REZONING 7.68 ACRES
IN THE A. M. DOVV4\G SURVEY, FROM "R -1" SINGLE FAMILY DWELLING DISTRICT
TO "R -4" MULTIPLE FAMILY DWELLING DISTRICT (PROPERTY LOCATED 300 FEET
NORTH OF S. H. 183, SOUTH OF OAKWOOD TERRACE NORTH SECOND FILING, WEST
OF AND ADJACENT TO TERRY DAVIS SUBDIVISION), REQUESTED BY MR, OTIS W.
MILLER (ZONING CASE NO. 219)
Councilman Wilcox moved to suspend the
requirement for two separate ordinance readings and approve Ordinance
No. 415 subject to a 75 foot set back on north side of the
property, adjacent to the "R -1" Single Family Dwelling District.
Councilman Warren seconded the motion
and the vote i s as follows:

Mayor Krause declared the motion carried.

ORDINANCE N0. 416: FIRST AND FINAL READING - REZONING. FROM
SINGLE FAMI LY D %aL ING D ISTRI CT TO "PO" PLANNED DEVELOPMENT
DISTRICT WITH "C -1" USES, TRACT 4, T. JASPER SURVEY, ABSTRACT 861
(PROPERTY LOCATED AT SOUTHWEST CORNER OF SPUR 350 AND WILSHIRE DRIVE).
REQUESTED BY MR, CLAUDE MCCLENNAHAN (ZONING CASE NO. 215).
City Manager Griggs stated that the
Developer has met all requirements and he recommends approval.
Councilman Shull moved to concur with
the recommendation of the City Manager and suspend the rule requiring
two separate readings of the Ordinance and approve Ordinance No. 416
on first and final reading.
Councilman Wilcox seconded the motion
and the vote i s as follows:
Ayes: Councilmen Shul , Wilcox, Douglass, Warren and Copher
Nays: None
Mayor Krause declared the motion carried.

PRELIMINARY PLAT APPROVAL: INDUSTRIAL CONPLD( LOCATED SOUTH
CF S. H. 183 ON THE EAST AND WEST SIDES AND SOUTH CF DOCTORS'
COMMUNITY HOSPITAL. OWNERS - ROBERT PATTERSON AND JOE FARINA.
Mayor Krause recognized Mr. Joe Bailey,
representing Messrs. Robert Patterson and Joe Farina, owners of the
subj ect property .
The Council members were briefed on
the Engineer's letter, dated December 1, 1971, a copy on f i I e as a
Council exhibit in Office of the City Secretary.
Mr. Bailey stated that the owners agree
to comply with all recommendations in the Engineer's letter.
Mr. Ratliff stated he recommends
approval of the plat.
Councilman Douglass moved to concur
with the recommendation of the Planning and Zoning Commission and the
City Engineer and approve the plat.

Councilman Copher. seconded the motion and
the vote is as follows:
Ayes: Councilmen Douglass, Copher, Warren, Shull and Wilcox
Nays: None
Mayor Krause declared the motion carried.

SECTION 4. ADJUSTMENT CF LOT LINE BETWEEN LOTS 5 AND 6 TO A
POINT 5 FEET SOUTH ON REAR OF LOTS, (PROPERTY LOCATED ON EAST
CLIFF DRIVE). DAIVD MOAK, SURVEYOR.
Mayor Krause recognized Mr. David Moak,
who requested the Council consider a lot revision to adjust the lot line
between two lots to a point five (5) feet southward at the rear of the lots.
City Manager Griggs recommended approval
as presented.
Councilman Copher moved to concur with
the recommendation of the City Manager and approve the lot revision as
requested.

Mayor Krause declared the motion carried.
IX.
RESOLUTION N0. 297 AUTHORIZING USE OF CITY OF
EULESS LAW ENFORCEMENT OFFICERS TO ASSIST OTHER
AGENCIES IN A DECLARED STATE OF CIVIL EMERGENCY
City Attorney Cribbs presented a
resolution authorizing use of City of Euless law enforcement officers
to assist other Agencies in a declared state of civil emergency, and
stated the other cities in the area are adopting the resolution.
Councilman Warren moved to approve
Resolution No. 297.
Councilman Shul1 seconded the motion
and the vote i s as follows:
Ayes: Councilmen Warren, Shull, Douglass, Wilcox and Copher
Nays: None
